HomeMy WebLinkAbout10/23/1957 Business MeetingF280 OCTOBER 23, 1957 The City Commission met in regular session, Mayor Alderson, Commissioners Schutt and Mathews and Assistant Attorney Carl Loy present on roll call. The minutes of the regular meeting of October 16, 1957, were approved as read. This being the time for receiving bids for an Industrial Waste System -for the City of Yakima, the following bids were received: SCHEDULE No. 1. Walters Construction Co., P.O. Bx. 194, Cosmopolis, Washington Mat Malaspina & Co., Inc., Seattle, 44, Washington Murphy Bros. Inc., Spokane, Washington Marshall Construction'Co. & E. S. Schell & Co., Hermiston, Oregon Schedule No. 2. Central Heating & Plumbing, Yakima Hans M. Skov Construction Company, Yakima Marshall Construction Company, Hermiston, Oregon PhoeniXTMathews, Inc., Portland, Oregon Matt; Malaspina & Company, Inc., Seattle 44, Washington Moved by Mathews, seconded by Schutt, that said bids be turned over to the City Engineer for tabulation and recommendation; carried, Alderson, Schutt and Mathews voting aye on roll call. Assessment roll having been prepared for L.I.D. No. 848 being the Del Mar Terrace Paving District and notice by publication and to each property owner having been given-for hearing on this date, and due consideration having been.given protests to said assessment roll, it was moved by Schutt, seconded by Alderson that Ordinance No. B -2089 conf'irming assessment roll for L.I.D. 84$ and every part thereof, be passed as read; carried, Alderson, Schutt and Mathews voting aye on roll call. ORDINANCE No. B -2089, AN ORDINANCE confirming the assessment roll covering Local Improvement District; No. 848 as created and established by Ordinance No. B -1947 of the Ordinances of the City of Yakima. Moved by Schutt, seconded by Mathews that Ordinance No. B -2090 being an emergency ordin- ance providing for the expenditure of $5500.00 for the purpose of paying State Business and Occupation taxes for the Municipal Garbage Department, said ordinance having been read in its entirety at the regular meeting of the City Commission on October 16,1957, and having had its second reading at this time, be passed as readd; carried, Alderson, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -2090, AN ORDINANCE providing for the expenditure of funds not provided for in the 1957 budget for State Business and Occupation Taxes from the Municipal Garbage Collection Service Fund within the Garbage Department; and declaring an emergency, An Ordinance providing for the expenditure of $2500.00 for auto maintenance in the Municipal Garbage Collection Service Fund having been read in its entirety for the first time at the regular meeting of the City Commission on October 16th and having had its second reading at this time, it was moved by Schutt, seconded by Mathews that Ordinance No. B -2091 be passed. as read; carried, Alderson, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B- 2091, AN ORDINANCE providing for the expenditure of funds not provided for in the 1957 Budget for auto maintenance by the Garbage Department; and declaring an emergency. An ordinance providing for the expenditure of $1250.00 for Truck Maintenance for the Irrigation Department having been read in its entirety for the first time on October 16 and having had its second reading at this time, it was moved by Schutt, seconded by Mathews, that Ordinance No. B -2092 be passed as read; carried, Alderson, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B- 2092',, AN ORDINANCE providing for the expenditure of funds not provided for in the 1957 Budget for the Truck Maintenance account in the Irrigation Department; declaring an emergency. Moved by Mathews, seconded by Schutt that Resolution No. C -1531, authorizing the Mayor and the City Clerk to execute a contract on behalf of the City of Yakima with the Public Administration Service in Chicago, Illinois, for the preparation of position classific- ation and pay plans for officers and employees of the City, be passed as :read; carried, Alderson, Schutt and. Mathews voting aye on roll call. RESOLUTION NO. C -15311 A RESOLUTION authorizing the Mayor and the City Clerk to execute a contract on behalf' of the City with Public Administration Service of Chicago, Illinois for the preparation of position classification and pay plans for officers and employees of the City. WHEREAS, there is a need for the development of position classif- ication and pay plans for. officers and employees of the City of Yakima, and WHEREAS, the Public Administration Service of Chicago, Illinois, has tendered a contract providing for the performance of such position classification and pay plans, and WHEREAS, it is deemed to be in the best interests of the City to enter into such agreement for the aforementioned purposes, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSIONCF THE CITY OF YAKIMA: Section 1. That the Mayor and City Clerk are hereby authorized 1 1 F, �I 1 I f� ..t OCTOBER 23, 1957 and directed to exe.cute�.oncbebalf of the City of Yakima,a contract between the City and Public Administration Service of Chicago, Illinois, for preparation by the latter of position classification and pay plans for the officers and employees of the city of Yakima as more specifically provided for in said contract. Alderson May Or Resolution No. 151% having been adopted by the City Commission on the 11th day of September, 1957, authorizing-repairs to the furnace boiler in the City Hall and the payment of said repairs not to exceed $1100.00 and it now being found that repairs have exceeded this amount, it was moved by Schutt, seconded by Alderson that Resolution No. C -1532, authorizing the payment of $1205.67 for said repairs, be passed as read; carried, Alderson, Schutt and Mathews voting aye on roll call. RESOLUTION NO. C -1532, A RESOLUTION authorizing payment for'repairs to furnace boiler in City Hall. WHEREAS, Resolution No. C -1517 adopted by the City Commission on the 11th day of September, 1957, authorized the employment of Buren Sheet Metal Company, Yakima, Washington, to repair the furnace boiler in City Hall at a total cost not to exceed $1100.00, and WHEREAS, the final itemized statement for said furnace repairs submitted by Buren Sheet Metal Company exceeded the sum of $1100.00, being in the amount of $1205.67, and WHEREAS, said charges are reasonable and proper, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COTm SSION OF THE CITY OF YAKIMA: . Section 1. That the City Treasurer is hereby authorized and directed to issue a warrant to Buren Sheet Metal Company in the amount of $1205.67 in payment for said furnace repairs. day of October, 1957. Alderson Mayor Moved by Schutt, seconded by Mathews, that-Resolution No. C -1533 providing for the transfer of $8436.00 within the Water Department Budget, said amount to pay for Tractor Backhoe and Loader for the Water Department, be'passed as read; carried, Alderson, Schutt and Mathews voting aye on roll call. RESOLUTION NO. C -1533, 'A RESOLUTION providing for the transfer of funds within the 1957 appropriation of the Water Department. WHEREAS, a surplus exists in the supply & Transmission improve- ments item of the'Water Department appropriation in the 1957 Budget; and WHEREAS, a need exists in said Water Department for a backhoe and loader; and WHEREAS, the City Commission deems it in the best interests of the City to make a transfer of funds from said Supply & Transmission Improvements item to a Backhoe and Loader item, all within the "Capital Outlay" classification of said Water Department Budget, and R.C.W. 35.33.120, WHEREAS, the action contemplated herein is authorized by NOW,THEREFORE, BE IT RESOLVED BY THE CITY OF YAKIMA: Section 1. That $8,436.00 be and the same is hereby transferred from the supply and Transmission Improvements item of the Water Department Appropriation for 1957 to the Backhoe and Loader item, all of said items being within the "Capital Outlay" classification in said appropriation, and the City Treasurer is hereby authorized to make the aforementioned transfer as set forth herein. day of October, 1957• ATTEST: J. Alderson Mayor This being the time for receiving bids for the purchase of a motorcycle for the Police Department, and no bids having been received, it was moved by Schutt, seconded by Alderson, that Resolution No. C -1534 authorizing the purchase of said motorcycle on the open market without a further call for bids, be passed as read; carried, Alderson,Schutt and Mathews voting aye on roll call. RESOLUTION NO. C -1534, A RESOLUTION authorizing the purchase of a three -wheel motorcycle without calling for bids; and declaring an emergency. WHEREAS, a formal call for bids was made for a three -wheel motor- cycle for the Police Department; and WHEREAS, no bids were received by the City Commission in response.] to said call; and �) 281 V 282 Police Department; and WHEREAS, an urgent need exists for such motorcycle by the WHEREAS, it is deemed to be in the best interests of the City of Yakima to make a purchase of said motorcycle without a, further call for bids; City of Yakima; NOW THEREFORE, BE IT RESOLVED By the city commission of the Section 1. RESOLUTION NO. C- 1535, A RESOLUTION providing for the transfer of funds within the 1957 the 1957 appropriation of the Current Expense Fund. WHEREAS, a surplus exists in the Labor and Matherial (paint, City Hall) and Sherwood - roberts Building Repairs items in the City Hall Department and in the Parking Meters item in the Parking Meter Department, all within the Current Expense Fund: and WHEREAS, a need exists in the City Hall'.De.partment for certain items of :i, office equipment and furniture, and WHEREAS, the City Commission deems it in the best interests of the City to make the transfers aforementioned, and whereas the action contemplated herein is authorized by RC W 35.33.120, NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF YAKIMA: Section 1. That $800.00, $1500.00 and $2000.00 be, and -the same is hereby tranferred - from the Sherwood - Roberts Building Repairs and Labor and Material (Paint, City Hall) items in the City Hall Department, and the Parking Meters item.in the Parking Meter Department,= respectively, to Office Equipment and Furniture item in the City Hall Department, all of said items being within the "Capital Outlay" classification in the 1957 appropriation of the Current expense Fund and the City Treasurer is hereby authorized to make the aforementioned transfers as set forth herein. of October, 1957.
