The City Commission met in regular session, Mayor Alderson, Commissioners Schutt and
Mathews and City Attorney Kenneth Hawkins present on roll call.
This being the time for receiving bids on a four wheel tractor backhoe with front end
loader for the Water Department, the following bids were received:
Pacific Hoist and Derrick Company $8426.00 including sales tax

Moved by Schutt, seconded by Mathews that,said bids be referred to the Superintendent
of the Water Department for tabulation and recommendation: carried, Alderson, Schutt
and Mathews voting aye on roll call.
This being the time for hearing on petition for annexation of certain property contiguous
to the City of Yakima, said petition having been submitted by Edward D. Craig and
others and there being no objection in writing or otherwise to annexation proceedings,
or any part thereof, it was moved by Mathews, seconded by Schutt that Ordinance No.
B -2083 providing for the annexation of property on South 39th Avenue and West Chestnut
Street, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll
call.
ORDINANCE NO. B -20$3, AN ORDINANCE providing for the annexation by the City of Yakima,
Washington, of certain property contiguous to the City of Yakima, Washington.
This being the time for hearing on Resolution No. C -1526 providing for the construction
of pipe sewers for certain lots and tracts in the Suburban Acre Homes Addition and
there being no objection in writing or otherwise to said improvements or any part there-
of,. it was moved by Mathews, seconded by Schutt that Ordinance No. B -2084 providing
for'said improvement and creating L.I.D. No. $59 be passed as read: carried, Alderson,
Schutt and Mathews voting aye on roll call.
ORDINANCE NO. B -20842 AN ORDINANCE providing for the improvement of certain property
by constructing pipe sewers with the necessary wye branches and manholes; establishing
• Local Improvement District, providing for the method of payment thereof, and creating
• special fund.
Bids having been received October 2 1957, for pipe and fittings for the construction
of an irrigation system for L.I.D. 857, it was moved by Mathews, seconded by Schutt
that the following bids be awarded:
Armco Drainage & Metal Products
Company of Portland - Steel Pipe and Fittings $1,2$$.49
H.D. Fowler Company
of Seattle - A -C Pipe 22162.44
Galvanized Pipe 249.85
Valves and Fittings 542.96
Said bids being the lowest and best bids received: carried, Alderson, Schutt and
Mathews voting aye on roll call.
Moved by Mathews, seconded by Schutt that Ordinance No. B- 2085 establishing a unified
Finance Office for the City of Yakima, be passed as read: carried,-Alderson, Schutt
and Mathews voting aye on roll call.
ORDINANCE NO. B -20852 AN ORDINANCE establishing a unified Finance Office of the City
of Yakima.
Moved by Schutt, seconded by Alderson that the City Clerk be and is hereby authorized
to advertise for bids for the purchase of one new 3 -wheel motorcycle with a heavy duty
seat, generator and-battery for the Police Department, said bids to be received up to
the hour of 10 o'clock A.M. on the 23rd day of October, 1957 at which time they will be
considered: carried, Alderson, Schutt and Mathews voting aye on roll call.
The Planning Commission having submitted the following recommendations for rezoning
property: (1) the Northwest corner of Tieton Drive and South 31st Avenue be changed
from "A" Residence, Areat'l, to "C" Residence, Area 1. (2) property in the vicinity of
Summitview Avenue, Crestway, Yakima Valley Canal Company.. Ditch, etc. be changed from
"All Residence, Area 1, to "C" Residence, Area 1. (3) property situated at 4008 Summit -
view Avenue be changed from Limited Business, Area 4, to "C" Residence, Area 1.
(4) property in the vicinity of Barge Street and 39th Avenue, etc. be changed from "Art
Residence, Area 1, to "B" Residence, Area 1, it,was moved by Schutt, seconded by
Alderson that said recommendations be rejected: carried: Alderson and Schutt voting
aye on roll call. Mathews voting nay.
There being no,taxpayers to protest or acclaim the 1958 Budget, it was moved by Schutt,
seconded by Mathews that we do now adjourn to meet again at the hour of 10:00 o'clock
AIM. on Thursday, the 10th day of October, 1957, to further consider the 1958 budget.:
carried, Alderson, Schutt and Mathews voting aye on roll call.

The City Commission met pursuant to adjournment, Mayor Alderson, Commissioners Schutt
and Mathews present on roll call.
The radio and press being the ohly people present,f it was moved by Schutt, seconded by
Mathews that we do now adjourn to meet at the hour of 10 :00 A.M. on Friday the 11th
day of October, 1957 to further consider the 1958 budget: carried, Alderson, Schutt
and Mathews voting aye on roll call.

ADJOURNED MEETING, FRIDAY, OCTOBER 11, 1957, 10:00 A.M.
The City Commission :met pursuant to adjournment, Mayor Alderson, Commissioners Schutt and
Mathews and City Attorney Kenneth Hawkins present on roll call.
Commissioner Mathews protesting the 1958 Budget made the following statement:
" 1. As elected officials it is our responsibility to conduct the affairs of
the City on a sound fiscal basis.
In my opinion, the budget prepared for adoption this morning does not
meet that requirement..
These are my reasons for the opinion:
a. City spending should be based on income from legitimate
sources and not fund transfers.
b. On a legal basis it is questionable whether the money can
be transferred from the Water Department.
c. An analysis of Water Department requirements certainly does
not support the assertion that surplus funds exist in the Water
Department. In the event that Water Funds are used for other
purposes, it will then be necessary to borrow money at todayts
high interest rates for the proper maintenance of the water -sewer
system.
The present budget contemplates a transfer of $150,000 surplus and
$141,000 additional from taxes and administrative charges, making a
total of $291,121.
d. The Library budget requires an annual City levy of approximately
1.81 mills for Operation and Maintenance. This would amount to
about $70,000.. However, the City is allocating in the present
budget only $20,000. The budget contemplates a transfer from the
Cumu]_ative-Reserve Fund - Library Capital Expenditures the amount
of $49,601 to make up the difference between $70,000 and the
$20,000. The law prohibits the Library from using any part of the
Cumulative Reserve Fund (.$49,601) for operational purposes. They
will be faced with'the prospect of operating on a budget reduced by
the amount $499601.
2. I move that we postpone the adoption of this budget until a realistic budget
can be formulated on a basis of true income.

The Library Board protesting the method by which their budget was submitted for 1958,
it was moved by Schutt,.seconded by Alderson that we do now adjourn to meet again at
3 :00 P.M. on this same day to further consider the 1958 budget: carried, Alderson,
Schutt and Mathews voting aye on roll call.
ADJOURNED MEETING, FRIDAY, OCTOBER 11, 1957, 3:00 P.M.
The City Commission met pursuant to adjournment, Mayor Alderson, Commissioners Schutt
and Mathews and City Attorney Kenneth Hawkins present on roll call.
This being the time for passage of the 1958 Budget and Commissioner Schutt announcing
that the Library Budget had been changed to the satisfaction of,the Yakima Valley
Regional Library Board and Commissioner Mathews still protesting the 1958 budget, it
was moved by Schutt, seconded by Alderson that Ordinance No. B -20$6 fixing the amount
of expenditures and receipts for the City of Yakima for 1958, be passed as read:carried,
Alderson and Schutt voting aye on roll call. Mathews voting nay.
.ORDINANCE No. B -20$6, AN ORDINANCE, adopting a budget for the City of Yakima, Washington;
for the �' &ar of 1958, appropriating funds for the estimated expenditures, and fixing
and levying the amount of taxes necessary to balance the estimated revenues with the
estimated expenditures.
Since a question had been raised,Commissioner Schutt asked for a vote of approval on
page 3 of the 1958 budget entitled "Budgetary Authorization for Transfer of Funds ", it
was moved by Schutt, seconded by Alderson that this page be approved: carried,Alderson
and Schutt voting aye on roll call. Mathews voting nay.
Moved by Schutt, seconded by Alderson that we do now adjourn to meet again in regular
session at the hour of 10:00 A.M. on Wednesday the 16th day of October, 1957: carried,
Alderson, Schutt and Mathews voting aye on roll call.
