SEPTEMBER 11, 1957
The City Commission met in regular session, Mayor Alderson and Commissioner Schutt and
Assistant Attorney Carl Loy present on roll call. Commissioner Mathews absent.
The minutes of the regular meeting of-September 4, 1957, were approved as read.
This being the time for receiving bids for the sale of 10,000 potato bags now owned by
the City Street Department and no bids having been received, it was moved by Schutt,
seconded by Alderson that the City St -reet Engineer be and is - hereby authorized to sell
said bags on open market: carried, Schutt and Mathews voting aye on roll call. Mathews
absent.
This being the time for receiving bids for the purchase of a new 1957 1/2 ton, 6 cylinder'
truck for-the Street Department and the bid of Hahn Motor Company in amount of $1920.00,
plus state and federal taxes, being the only bid received, it was moved by Schutt,
seconded by Alderson that said bid be given the Street Engineer for consideration and
recommendation: carried, Alderson-and Schutt voting aye on roll call. Mathews absent.
Moved by Schutt, seconded by Alderson that Resolution No. C -1512 being a .resolution of
intention to improve! certain property fully described therein, located in the vicinity
of Lincoln Avenue and 38th Avenue by the construction of a domestic water system, all
of said property being located in Section 22, Township 13 North Range, E.W.M. and fixing
the hearing on Wednesday, the 2nd day of October, 1957, at the hour of 10:00 A.M., be
passed as read: carried, Alderson and Schutt voting aye on roll call. Mathews absent.
RESOLUTION NO. C- 1512, B E,,IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA :
That it is its intention to improve the following described
property by constructing the necessary mains, fire hydrants, valves and other appurten-
ances for the purpose of supplying water for domestic use and fire protection:
Beginning at the E� corner, thence N 89038t W 1599.68 feet,
thence N Oo0$,'t E 1040.021 to the true point of beginning.;
thence W 650 feet, more or less; thence N 590201 W 114 feet;
thence N 410371 W 317.2 feet, thence N 50001 E 31.07 feet;
thence East 992.1 feet; thence South 321.5 feet to the
point of beginning except North 50 feet and East 20 feet for
street.
Also, Beginning 2285.1 feet West and 1035.1 feet North of the
East "' corner, thence East 685.42 feet, thence South 46.5
feet, thence West 606.72 feet, thence N 590251 W 91.4 feet
to point of beginning, except East 30 feet for street.
Also, Beginning 10 feet West of NW corner of Lot 11, Rice -
Dibbert Addition, thence W 385 feet, thence N 120.6 feet,
thence E 385 feet, thence S 120.6 feet to point of beginning,
except East 30 feet for street
All located in Section 22, Township 13 North, Range 18,E.W.M.
The proposed Local Improvement District is to embrace all"
property adjacent to the above mentioned improvements which are subject to assessment.
All persons who may desire to be heard with reference to said
proposed improvement, are hereby notified to appear and present objections, if any, at
a meeting of the City Commission to be held at its office in the City Hall in the
City of Yakima, Yakima County, Washington, at the hour of 10:00 o'clock a.m. on Wednesday
the 2nd day of October, 1957, which time and place are hereby fixed for the hearing of
all matters relating to said proposed improvements or objections thereto, and for
determining the method of payment for said improvements, and the City Clerk is hereby
directed to give notice of said hearing and of the intention to make the aforesaid
improvements.
The assessrpents shall be made according to special benefits
derived from the improvements without regard to the zone -and termini method.
All costs and expenses in connection with the construction of
said improvement, including the engineering, inspection, right -of -way, advertising,
publication of notices and all other expenses incident thereto, shall be levied and
assessed against all. of the property legally and properly assessable therefor as provided
by law and as above described; and the City engineer is hereby directed to submit to the
City Commission at or prior to the date fixed herein for said hearing, all of the data
and other information required by law to be by him submitted; all of said improvement
to be constructed in full-accordance with the plans and specifications to be prepared by
the City Engineer and filed with the City Clerk.

RESOLUTION NO.C1513, WHEREAS, on July 1, 1957, a claim was filed by C. M. Warriner
against the City of Yakima in the sum of $926.79, and

RESOLUTION NO. C -1515, A RESOLUTION providing for the transfer of funds within the
Irrigation Department Budget.
WHEREAS, a surplus exists in the Purchase of Water Stock
item of the Irrigation Department appropriation in the 1957 Budget, while a shortage
exists in the New Structures, Pumps and Pipelines item in said appropriation; and
WHEREAS, a surplus exists in the Rehabilitation of Dams item
of the Irrigation Department appropriation in the 1957 Budget, while a shortage exists
in the Material and Supplies item in said appropriation;.and
WHEREAS, the City Commission deems it in the best interests of
the City to make certain transfers within said Irrigation Department Budget; and
WHEREAS, the action contemplated herein is authorized by R.C.W.
35.33.120, NOW, THEREFORE,
BE 'IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
Section 1. That $1,000.00 be and the same is hereby transferred
from the Purchase of Water Stock item to the New Structures, Pumps and Pipelines item,
all within the "Capital Outlay" classification of the Irrigation Department Budget.
Section 2. That $2,000.00 be and the same is hereby transferred
from the Rehabilitation of Damp-: item to the Material and Supplies item,all within the
"Maintenance and Operation" classification of the Irrigation Department Budget.
Section 3. The City Treasurer is hereby authorized and directed
to make the aforementioned transfers within said Irrigation Department Budget for the

WHEREAS, a surplus exists in the Sherwood Roberts Building
Repairs item of the City Hall appropriation in the 1957 Budget, while a shortage exists
in the Equipment item in the Accounting appropriation, said items all being within the
Current Expense Fund; and
WHEREAS, the City Commission deems it in the best interests of
the City to make certain transfers within said Current Expense Fund, and
WHEREAS, the action contemplated herein is authorized by
RCW 35-33.120, NOW, THEREFORE,

Section 1. That $$300.00 be and the same is hereby transferred
from the Sherwood Roberts Building Repairs item of the City Hall appropriation to the
Equipment item in the Accounting appropriation, all of said items being with the "Capita]
Outlay" classification of the Current Expense Fund Budget for 1957, and the City Treasur-
er is hereby authorized to make the aforementioned transfer within said appropriation.

employment of Buren Sheet Metal Company as contractor for the repairing of the furnace
boiler in the City Hall, said cost not to exceed $$1100.00, be passed as read: carried,
Alderson and Schutt voting aye on roll call. Mathews absent.
RESOLUTION NO. C- 153_79 A RESOLUTION authorizing employment of contractor for repair
to furnace boiler in City Hall, at a cost and not to exceed $$1100.00, without a call
for bids; and declaring an emergency;
WHEREAS, serious defects have appeared in the furnace boiler in
the City Hall requiring immediate repairs; and
WHEREAS, Buren Sheet Metal Company of Yakima, Washington,, has
agreed to undertake and make said repairs for an amount not to exceed $1100.00; and
WHEREAS, investigation discloses that said amount is a fair
and reasonable charge for such services, and
WHEREAS, an emergency exists, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
Section 1. That the Building Custodian is hereby authorized
and directed to employ Buren Sheet Metal Company, Yakima, Washington, to repair the
furnace boiler in the City Hall at a total cost not to exceed $$1100.00.
Section 2. That an emergency exists because the defects in said
furnace boiler require immediate attention, and said Building Custodian is authorized
to employ the aforementioned contractor without calling for bids because of such
emergency.

WHEREAS, the City Commission deems it in.the best interests of
the City to make certain transfers within the 1957 budget, and

WHEREAS, the action contemplated herein is authorized by R.C.W.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
Section 1. That $1800.00 be and the same is hereby transfered

to the General Office Supplies item of the City Clerk appropriation, all being within
the "Maintenance and Operation" classification of said appropriation,
Section 2. That $800.00 be and the same is hereby transferred
from the Special Election Expense item of the Miscellaneous General Government approp-
riation within the Current Expense Fund, $300.00 of said amount to be transferred to the
Office Supplies (changeover to Machine Accounting) item of the City Clerk appropriation,
and $500.00 to the Auto Maintenance item of the Administrative appropriation, all within
