SEPTEMBER 4, 1957
The City commission met in regular session, Mayor Alderson, Commissioners Schutt and
Mathews and Assistant City Attorney Loy present on roll call.
The minutes of the :regular meeting of August 2�, 1957 and adjourned meeting thereof,
were approved as read.
This being-the time for the receiving bids for the construction of concrete curbs and
butters for L..I.D. No. 856, being the South 34th Avenue Curb and Gutter District, the
following bids were received:
De Blasio Bros. 12,377.10
Perry Hayes 12;175.10
De Atley Paving & Crushing, $12,912.60
Upon the consideration and recommendation of the City Engineer and the bid of Perry
Hayes being the lowest and best bid, it was MOVED by Mathews, seconded by Schutt that
said be awarded: carried, Alderson, Schutt and Mathews voting aye on roll call.
This being the time for the hearing on Resolution No. C -1505 being a resolution of
intention to cover the P.P. & L. Wasteway and the Old Union Ditch Company Canal, an
ordinance creating a local improvement district was read and there being considerable
protest in person by property owners, even though the City Engineer reported only 37%
protest to forming the district, Mayor Alderson suggested that further consideration be
be given to the project and`if possible this hearing be - continued on September 18, 1957
at the hour of 10 o'clock a.m.
'Moved by Mathews, seconded by Schutt that Ordinance No. B -2076 establishing industrial
wastes sewer charges, providing for the method of payment therefor, be passed as read:
carried, Alderson, Schutt and Mathews voting aye on roll call.
ORDINANCE NO. B-=2076, AN ORDINANCE establishing industrial wastes sewer charges, pro -
viding for the method'of payment thereof, and providing for the measurement of said
industrial wastes, and declaring an emergency.
Moved by Schutt, seconded by Alderson that Resolution No. C -1510 transferring $150.00
within the Legal Department 1957 budget be passed as read:'-'carried, Alderson, Schutt
and Mathews voting aye on roll call.
RESOLUTION NO. C- 1570, A RESOLUTION providing for the transfer of funds within -the
Legal Department Budget;
WHEREAS A'surplus exists in the SupremerCourt expense item of
the Legal Department appropriation in the 1957 Budget, while a shortage exists in the
Transportation and Miscellaneous item in said appropriation; and
WHEREAS, the City Commission deems it in the best; interests of
the City to make certain transfers within said Legal Department appropriation;; and
WHEREAS, the action contemplated herein is authorized by R.C.W.
35.33.120;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF YAKIMA :
Section 1. That $150.00 be and the same is hereby transferred
from the Supreme Court Expense item to the Transportation and Miscellaneous item,
all within the "Maintenance and Operation" classification of the Legal Department Budget,
and the City Treasurer is hereby authorized to make the aforementioned transfer within
said appropriation. `

Moved by Schutt, seconded by Alderson that Resolution No. C -1511 adopting; a preliminary
budget for the City of Yakima for the ensuing fiscal year, be passed as read: carried,
Alderson and Schutt voting aye on roll call. Mathews not voting.
RESOLUTION NO. C- 15:11, WHEREAS,' There has .been submitted to the City Commission of the
City of Yakima, Washington, a budget covering the detailed estimates of all expenditures
proposed to be made by the City of Yakima for the ensuing fiscal year,.and a statement
of the probable revenue from sources other than Taxation for the ensuing fiscal year,
in the manner and form prescribed by law;
WHEREAS, the same has been considered by the City- Commission in
detail and such revisions and additions made as has been deemed necessary;
NOW, THEREFORE, BE IT RESOLVED 1�Y THE CITY OF YAKIMA:
That the aforesaid preliminary budget be and the aame is hereby
adopted and approved as the preliminary budget for the City of Yakima for the ensuing
fiscal year, and the City Clerk is hereby directed to give notice that said preliminary
budget has been completed and placed on file, and a copy thereof will be furnished any
taxpayer who will call at the office of the City Clerk therefor, and that; the City
Commission of the City of Yakima will meet on the 2nd day of October, 1957, at the
offices of the City Commission in the City Hall, at the hour of 10 a.m. for the purpose
of fixing the final budget and making the tax levies and notifying any taxpayer that
he may appear at said meeting and be heard for or against any part of said budget and
said noticeshall be published once each week for two consecutive weeks immediately
following the adoption of said preliminary budget.
