The minutes of the regular meeting of July 22, 1957 and the special meeting of July 23, 1957, were approved as read. Moved by Mathews, seconded by Schu-l;t that Ordinance No. B -2055, amending Ordinance No. B -2014, an ordinance relating to business licenses in the City of Yakima, said ordinance prescribing further exemptions to prescribed business license and further prescribing the fee to be charged in cases of changes in ownership of businesses licensed by said ordinances, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B- 205.5, AN ORDINANCE amending Ordinance No. B -2014 entitled "An ordinance relating to and providing for' a license or occupational tax upon certain businesses, occupations, pu'rsui'ts and privileges; providing for the necessary administrative machin- ery for the collection and enforcement of the licenses and taxes hereunder, and defining offenses and prescribing penalties; and declaring an emergency. Moved by Mathews, seconded by Schutt that Ordinance No. B -2056 amending Ordinance No. B -1526, said ordinance being the traffic code for the City of Yakima, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. ORDINANCE No. B -2056, AN ORDINANCE relating to and regulating traffic,travel and trans- portation and other incidents upon the streets and other ways open to the public; pre- scribing the powers and duties of officers and others in relation thereto; defining offenses; providing penalties and amending Ordinance No. B -1526; and declaring an emerg- ency. Moved by.Mathews, seconded by Schutt that Resolution No. C -1494 being a resolution of intention to improve 34th Avenue South. from Walnut Street to Tieton Drive and 34th AvenuE South from Webster .Avenue to the North line of Rose Park Addition by surfacing and con - structing curbs and gutters and fixing the time for hearing at the hour of 10 o'clock a.m. on Wednesday the 21st day of August, 1957, be passed as read: carried, Alderson, Schutt and Mathews voting--aye on roll call. RESOLUTION N0. C -14941 BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAK:IMA: That it is its intention to improve the following streets by grading, ballasting, surfacing with asphaltic concrete, and constructing concrete curbs and gutters, together with the necessary drainage features: 34th Avenue South frog Walnut Street to Tieton Drive . 34th Avenue South from Webster Avenue to the North line of Rose Park Addition The proposed Local Improvement District is to embrace all prope adjacent to the above mentioned improvements which are subject to assessment. All persons who may.desire to be heard with reference to said proposed improvements are hereby notified to appear at a meeting of the City Commission to be held at its office in the City Hall in the City of Yakima, Yakima County, Washington, at the hour of 10:00 o'clock a.m., on Wednesday, the 21st day of August, 1957, which time and place are hereby fixed for the hearing of all matters relating to said proposed improvements or objectionsthereto, and for determining the method of pay- ment for said improvements; and the City Clerk is hereby directed to give: due notice of said hearings and of the intention to make the aforesaid improvements. All costs and expenses in connection wi.th the construction of said improvement, including the engineering, inspecting, advertising, publication of notices and all other expenses incident thereto, shall be levied and assessed against all of the property legally and properly assessable therefor as provided by law and as above described; and the City Engineer is hereby directed to submit to the City Commission at or prior to the date fixed herein for said hearing, all of the data and other information required by law to be by him 'submitted; all of said improvements to be constructed in full accordance with the plans and specifications to be prepared by the City Engineer and filed with the City Clerk. B -2057, AN ORDINANCE relating to animals or fowls at large, or found, in the City of Yakima, contrary to any ordinance of the City of Yakima;.providing for the taking up, impounding, keeping, and disposition of such animals or fowls; fixing the charges therefor and the disposition of money received in connection therewith; providing for a Humane Shelter and the maintenance thereof by the Yakima County Humane Society; appointing a Poundmaster under Ordinance No. A -268 as amended by Ordinance No. B -327; declaring certain practices of certain animals to be public nuisances, defining offenses and prescribing penalties, and repealing all other ordinances and parts of ordinances in conflict herewith. Moved by Mathews, seconded by Schutt that Resolution No. C -1496 authorizing the Mayor to execute a contract between the §ity of Yakima and Gray-and Osborne, Consulting Engineers for professional engineering services in connection with Ground.Water Supply Investigation, said services to be paid-from the Cumulative Reserve Fund for Domestic Water Supply Development, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. RESOLUTION NO. C -1496, A RESOLUTION authorizing the Mayor to execute a contract be- tween the. City and Gray & Osborne, Consulting Engineers, for professional engineering services in connection with Ground Water Supply Investigation. WHEREAS, the City of Yakima is urgently in need of an adequate and.dependable source of domestic water supply; and WHEREAS, it is deemed to be in the best interests of the City to employ professional engineering services to investigate.the existence and feasibilitZ of utilizing ground water supplies; and WHEREAS, Gray and Osborne, Consulting Engineers, have submitted a contract for the performance-of services with reference to said ground water supply investigation; NOW,THEREFORD, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: Section 1. That the Mayor is hereby authorized to sign on be- half of the City, the contract for Professional engineering services for Ground Water Supply Investigation submitted by Gray & Osborne, - Consulting Engineers, a copy of which contract is attached hereto. Section 2. That all engineering costs incurred under said contract shall be paid from the Cumulative Reserve Fund For Domestic Water Supply Development, and the Treasurer is hereby authorized and directed to make such payments to said consulting engineers from time to time upon submission of proper vouchers in support thereof.. ALDERSON Mayor Notice having been received from Statewide City Employees Retirement System that Rudolph Huebner and Floyd W. Taylor will reach compulsory retirement age by August 1, and Carl V. Mogren by September 1, 1957 unless the term of their employment is extended for one year it was MOVED by Mathews, seconded by Schutt that the term of employment be extended for one year for these employees in accordance with the retirement law: carried, Alderson, Schutt and Mathews voting aye on roll call. B -2059, AN ORDINANCE fixing the time of delinquency of installments of assessments levied for the payment of the cost of the improvement in Local Improvement District No. 846, and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. Moved by Schutt, seconded by Mathews that Ordinance No. B -2060 fixing the time of de- linquency and prescribing the form of bonds for L.I.D. No. 851, being _the Rolling. B -2060 fixing the time of delinquency of installments.of assessments levied for the payment of the cost of the improvement in Local Improvement District No. 851, and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. Moved by Schutt, seconded by Mathews that Resolution No. C -1497 authorizing the Mayor, to sign a deed releasing an easement and abandoning a sewer line being located in an alley vacated by ordinance No. B -2051, more fully described as the alley (8! in width) east of Lots 18 thru 24, Block 1, Broadway Park Addistion No. 2, according to the official plat thereof now on file and of record in the office of the County Auditor of Yakima County, Washington, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. RESOLUTION NO. C:,-1497, A RESOLUTION authorizing the Mayor to sign a deed releasing an easement and abandoning a sewer line. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That' the Mayor is hereby authorized to sign on behalf of the City a deed releasing that certain easement and right -of -way for water mains, sewers or utilities as more particularly described in said deed, a copy of which is attached hereto and made a part hereof.
