The City Commission met in regular session/ Mayor Alderson, Commissioners, Schutt and
Mathews and Assistant City Attorney Loy present on roll call.
The minutes of the regular meeting of June 10, 1957 and adjourned meeting thereof were
approved as read.
An Ordinance providing for the employment of a parttime City Civil Defense .Director and
providing for the expenditure of $600.00 not budgeted in the 1957 budget, having been
read in it entirety for the first time at the regular meeting of the City Commission on
June 10, 1957, was read again by caption only and tabled for further consideration.
Moved by Mathews, seconded by Schutt that Ordinance No. B -2038 providing for-the expendi-
ture of $300.00 not provided for in the 1957 budget for the purchase of a radio trans-
mitter- receiver for the Department of Civil Defense, said ordinance having been read
the first time in its entirety at the regular meeting of the City Commission on June
10, 1957 and read again by caption only at this time, be passed as read: carried,
Alderson, Schutt and Mathews voting aye on roll call.
ORDINANCE No. B -2038, AN ORDINANCE providing for the expenditure-of funds not provided
for in the 1957 Budget for the purchase of a radio transmitter - receiver by the Depart-
ment of Civil Defense; and declaring an emergency.
An ordinance amending the 1957 Budget for the Water-Department and reducing and deleting
certain budgeted items therefrom, having been read in its entirety at the regular meet-
ing of the City Commission on June 10, 1957 and laid on the table for one week, said
ordinance was read again by caption only and failed to pass for want of an unanimous
vote; Mayor Alderson and Commissioner Schutt voting aye. Commissioner Mathews voting
Nay. °
An ordinance providing for the expenditure of funds not-provided for in the 1957 budget
for the payment by the Water Department of $16,508.22 to the Street Department for
services rendered during the period of January 1, 1956 to November 30, 1956, having
been read in its entirety at the regular meeting of the City Commission on June 10,
1957 and laid on the table for one week was read again by caption only.cfAiled to pass
for want of an unanimous vote: Mayor Alderson and Commissioner Mathews voting aye.
Commissioner Schutt voting nay.
Moved by Mathews, seconded by Alderson that Page 3 of Ordinance No. B -2037 passed on
the 10th day of June, 1957 be corrected to read "Building Inspector" in all places
where "Commissioner of Public Works has been used, since this is a typographical error
in said ordinance: carried, Alderson, Schutt and Mathews voting aye on roll call.
The City Engineer reporting the completion of the Knobel Avenue Domestic Water District,
being L.I.D. #849 by the contractor, it was MOVED by Mathews seconded by Schutt that
said work be accepted and the City Engineer is hereby instructed to prepare the assess-
ment roll for said district and the City Clerk is authorized to give notice of hearing
on said assessment roll for July 15, 1957 at the hour of 10 o'clock p.m.: carried,
Alderson, Schutt and Mathews voting aye on roll call.
Moved.'by Mathews, seconded by Schutt that the City Engineer having reported the °
completion of the .Tahoma Avenue Domestic Water District, being L.I.D. No. 850, by the
contractor, said work be and is hereby accepted and the City Engineer instructed to
prepare an assessment roll for said district and the City Clerk authorized to give
notice of hearing on said assessment roll for Monday the 15th day of July, 1957 at the
hour of 10 o'clock a.m.: carried, Alderson, Schutt and Mathews voting aye on roll call.
A resolution amending the Traffic Code and allowing the location of a taxicab stand on
Yakima Avenue was read by the Clerk and laid aside for further consideration.
Moved b Mathews, seconded by Schutt that Ordinance No. B -2039 providing for the trans-
fer of 5,900.00 within the Street Department Budget, said transfer being more fully
set forth in said ordinance, be passed as read: carried, Alderson, Schutt and Mathews
voting aye on roll call.

A RESOLUTION FIXING the time for hearing on Petition for Vacation of Alley.
WHEREAS, a petition has been filed with the City Commission of the City
of Yakima, a municipal corporation, praying for the vacation of an alley described as
follows, to -wit:
The alley (81 in width) east. of Lots 18 thru 24, Block 1,
Broadway Park Addition No. 2, according to the official
plat-'thereof now on file and of record in the office of
the County Auditor of Yakima County, Washington,

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That said Petition shall be brought on for hearing and determination on
Monday, the 15th day of July, 1957, at the hour of 10 :00 otclock in the forenoon on.
said day at the office of the City Commission of the City of Yakima at, the City Hall,
in Yakima, Yakima County, Washington, or as soon thereafter as the same may be heard,
and that notice of such hearing be given as provided by law.

of tires for the Street Department without calling for bids, be passed as read:
carried, Alderson, Schutt and Mathews voting aye on roll call.
RESOLUTION NO. C -1485, A RESOLUTION authorizing the purchase of tires for the Street
Department without calling for bids; and declaring an emergency.
WHEREAS, it is necessary for the Street Department to immediatel
purchase four tires, size 1300 x 24, for the Caterpillar grader operated by said
Department, the existing tires thereon having become worn out and unfit.f or use;and
WHEREAS, informal bids have been received from various tire
companies dealing in said tires, and Firestone Stores quoting the lowest price, to -wit:
$646.95, including taxes; and �)
WHEREAS, an emergency exists, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY' OF YAKIMA:
That the Street Department be, and it is hereby, authorized to
purchase four tires, size 1300 x 24, for the Caterpillar grader operated by said-Depart-
. ment'at a total cost of $646.95. That said amount shall initially be charged to the
Shop Fund.
BE IT FURTHER RESOLVED than an emergency exists because of the
immediate necessity for the use of said grader, and said Street Department is authorized
to make the foregoing purchase without calling for bids because of such emergency.

Moved by Schutt, seconded by Alderson that Resolution No. C -1486 denying the claim for
damages against the City of Yakima by Lulu M. Hollingshead, said claim being the sum of
$1500.00, be passed as read and the City Clerk is hereby instructed to advise claimant
of said action: carried, Alderson, Schutt and Mathews voting aye on roll call.
RESOLUTION NO. C -1486, WHEREAS, on May 1, 1957, a claim was filed by.Lulu M. Hollingshead
against the City of Yakima in the sum of $1500.00; and
WHEREAS, consideration has been given to the merits of said claim]
NOW, THEREFORE, be it resolved by the City Commission of the
City of Yakima;
That the claim of ]Lulu M. Hollingshead in the sum,of $1500.00
filed May 1, 1957, be, and the same is hereby, denied.

The Statewide City Employees Retirement System having advised that Paul J. Probach,
plumbing inspector,has reached the extended retirement age of 70, it was MOVED by
Mathews, seconded by Schutt that Mr. Probach be retained in city service and his pension
be suspended: carried, Alderson, Schutt and Mathews voting aye on roll call.
Moved by Mathews, seconded by Schutt that we do now adjourn to meet again,at the hour of
3 o'clock p.m. on this same day: carried, Alderson, Schutt and Mathews voting aye on
roll call.

and Mathews present on roll call.. City Attorney absent.
Moved by Mathews, seconded by Schutt that Ordinance No. B- 2041'providing for the employ-
ment of a part -time City Civil Defense Director and providing for the expenditure of
$600.00 not-budgeted in the 1957 budget,having been read the second time by caption only
and- tabled-.;:at =the 'regular meeting on this same day, was passed as read: carried,
Alderson, Schutt and Mathews voting aye on roll call.
ORDINANCE NO. B- 2041, providing for the employment of a part -time City Civil Defense
Director; and providing for the expenditure of funds not budgeted, not exceeding $600.00,
for the payment of said Directorts salary; and declaring an emergency.
Moved by Mathews, seconded by Schutt that Ordinance No. B -2040 amending Ordinance No.
B -1526, known as the Traffic Code, and repealing subsection C and D of Section 134 relatii
to the establishing of taxistands on Yakima Avenue be passed as read: carried, Alderson,
Schutt and Mathews voting aye on roll call.

ORDINANCE NO. B -2040, AN ORDINANCE relating to and regulating traffic, travel and
transportation and their incidents upon the streets and other ways open to the public;
prescribing the powers and duties of officers and others in relation thereto; de-
fining offenses; providing penalties; amending Ordinance No:. B -1526 adopted by the City
Commission on the 31st day of December, 1953; and 'declaring an emergency.
Moved by Schutt, seconded by Alderson that Resolution No. C -1487 allowing the Royal
Cab Company a cab stand in front of the Commercial Hotel at 312 East Yakima Avenue, be
passed as read: Alderson and Schutt voting aye on roll call. Mathews not voting..
RESOLUTION NO. C -1487, WHEREAS, the City Commission of the City of Yakima has by
ordinance repealed the prohibition against a taxicab zone on Yakima Avenue; and
WHEREAS, the property owner has requested a taxicab stand in
front of the Commercial Hotel at 312 East Yakima Avenue`, Yakima, Washington; and
WHEREAS, Section 5 -C of Ordinance No. B -712 authorizes the City
Commission by resolution to designate taxicab stands in the public streets of the City
of Yakima; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
Section 1. That one parking space in front of the Commercial
Hotel at 312 East Yakima Avenue be, and it is hereby, designated and set aside as a
taxicab stand for the Royal Cab Company;'and'that the parking meter zone now existing
in said space is hereby eliminated as a meter zone.
Section 2. That as a condition to the establishment of said
taxicab stand, the Royal Cab Company shall pay to the City of Yakima the sum of $75.90
per annum for said space, said payment to be made on the 1st day of July of each and
every year,
Section 3. That as a further condition to the establishment of
said taxicab stand, the Royal Cab Company shall pay to the City of Yakima the additional
sum of $35.00 for the conversion of said space from a parking meter-zone to a taxicab
stand.
Section. 4. That appropriate signs be installed at the space
hereina.bgve set aside as a taxicab stand; and that the said space be used exclusively
for the taxis of the Royal Cab Company, 1
Section 5. That the allocation of the space therein made shall
constitute a license only, which license may be revoked at.any time by the City Commis=
sion, with or without cause..
