JUNE 19, 1957
The City Commission met in regular session, Mayor Alderson, Commissioners Schutt and
Mathews and Assistant City Attorney Loy present on roll call.
The minutes of the regular.meeting of June 3, 1957 and adjourned meeting thereof were
approved as read.
This being the time for the hearing on the assessment roll for L.I.D. No. 846, being the
Westover Terrace Domestic Water District, and there being no protests in writing or
otherwise, it was MOVED by Mathews, seconded by Alderson that Ordinance No. B -2033, con-
firming said assessment roll and every part thereof, be passed as read: carried,
Alderson, Schutt and Mathews voting aye on roll call.
ORDINANCE N0. B -2033, AN ORDINANCE confirming the assessment roll covering Local Improve
ment District No. 846 as created and established by Ordinance No. B -1943 of the Ordi
nances of the City of Yakima.
This being the time for the hearing on the assessment roll for L.I.D. No. 851, being the
Rolling Green Irrigation District and there being no protests in.writing or otherwise,
It was MOVED by Mathews, seconded by Alderson that Ordinance No. B -2034, confirming said
assessment roll and every part thereof, be passed as read: carried, Alderson, Schutt
and Mathews voting aye on roll call.
ORDINANCE NO. B- 2034, AN ORDINANCE confirming the assessment roll covering Local Improv
ment District No. 851 as created and established by Ordinance No. B -1962 of the
Ordinances of the City of Yakima.
An ordinance rezoning certain property situated at 4008 Summitview Avenue having been
read in its entirety, considered and tabled at the regular meeting of June 3, 1957, same
to be considered furthereon this date, it was MOVED by Mathews, seconded by Schutt that
further action be postponed at the request of parties interested: carried, Alderson,
Schutt and Mathews voting aye on roll call.
Moved by Mathews, seconded by Alderson that Resolution No. C -1479 being a resolution of
intention to improve 40th Avenue Southo-and Arlington Avenue by grading, ballasting,
surfacing with asphaltic concrete and installing curbs and gutters, said resolution
being a revision of the district set forth in Resolution No. C -1471 and recinded by the
protests of the property owners and said resolution further fixing the date of hearing
as the lst day of July, 1957 at the hour of 10 o'clock a.m., be passed as read:

RESOLUTION NO. Cr1479, BE IT•RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That it is its•.intention to improve the following streets by
grading, ballasting, surfacing with asphaltic concrete, installing concrete curbs and
gutters, together with the necessary drainage features:
That portion of 40th Avenue South lying within the City between.
Tieton Drive and Arlington Avenue, curb and gutter on west side
only
Arlington Avenue from 40th Avenue South to 44th Avenue South,
curb and gutter on the north side only.
The proposed Local Improvement District is to embrace all
property adjacent to the above- mentioned improvements which are subject to assessment.
_. All persons who may desire to object to said proposed improve-
ments are hereby notified to appear and present such objections, if any, at a meeting
of the City Commission to be held at its office in the City Hall in the City of Yakima,
Yakima County, Washington, at the hour of.10:00 o'clock a.m., on Monday, the lst day of`'
July, 1957, which time and place are hereby fixed for the hearing of all matters relat-
ing to said proposed improvements or objections thereto, and for determining the method.
of payment for said improvements; and the City Clerk is hereby directed to give due
notice of said hearings and of the intention to make the aforesaid improvements.
All costs and - expenses in,connection with the construction of
said improvement, including the engineering, inspecting, advertising, publication of
notices and all othereexpenses incident thereto, shall be.levied and assessed against
all of the property legally and properly assessable therefor as provided by law and as
above described; and said City shall not be liable in any manner for any portion of said
costs and expenses of said improvement, with the exception that on streets adjacent to
the Wilson - Eisenhower School, the.City shall bear the cost in excess of that required
to construct standard 32 -foot residential streets; and the City Engineer is hereby dilo
rected to submit to the City Commission at or prior to the date fixed herein for said
hearing, all of the data and other information required by law to be by him submitted:
all of said improvements to be constructed in full accordance with the plans and speci-
fications to be prepared by the City Engineer and filed with the City Clerk.

intention to improve Bonnie Doone Avenue, Bracket Avenue, Tieton Drive and others more
fully described in said resolution by constructing concrete sidewalks,_sdd resolution
fixing the date of hearing at the hour of 10 o'clock a.m. on Monday the lst day of July
1957, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call.

Bonnie Doon Avenue from 24th Avenue to Grandview Avenue; Brackett
Avenue from 27th Avenue to Arlington Street; Tieton Drive from
23rd Avenue to 40th Avenue (except that portion outside the
Yakima City Limits); South Grandview Avenue from Nob Hill Blvd.
to Yakima Avenue; Valley View Road - 34th Avenue South from Nob
Hill Blvd. to Tieton Drive; Hillcrest Avenue from Tieton Drive
to West Chestnut Street; 41st Avenue from Nob Hill Blvd. to
Arlington Street, Arlington Street and Arlington Street extended
from 26th Avenue South to 40th Avenue South, 40th Avenue South
from a point 415 feet North of the centerline of Arlington to
Tieton Drive, and 44th Avenue extended from a point 415 feet
North of the centerline of Arlington to Tieton Drive.
The district to be served by and assessed for the above described
improvement is situate in Yakima County, Washington, and described as follows:
Beginning at the mid -point of the intersection of Nob Hill Blvd.
and South.24th Avenue; thence North to the centerline of Tieton
Drive; thence east to the centerline of South 23rd Avenue; thence
North on 23rd Avenue - the alley east of 24th Avenue; - and Henry
Avenue to the centerline of,West Chestnut Street; thence west to
the centerline of 30th Avenue South; thence North to the center
line of West Yakima Avenue; thence west to the centerline of
Hillcrest Avenue; thence South to the centerline of West Chestnut
Street-; thence west to a point,,220 feet west of the centerline
of Glenn Drive; thence South to the centerline of Tieton Drive;
thence East to the centerline of South 36th Avenue; thence South
to the centerline of Arlington Avenue extended; thence West to
the centerline of 40th Avenue South; 'thence North to the center-
line of Webster Avenue; thence east to the centerline of 39th
Avenue; thence North -to the centerline of Tieton Drive; thence
West to the centerline of 44th Avenue extended; thence south to a
point-675 feet north of the centerline of Nob Hill Blvd; thence
east to the centerline of South 42nd Avenue; thence South to the
centerline of Nob Hill'Blvd.; thence east to South 24th Avenue to
the-point of beginning.

The assessments shall be made according to special benefits de-
rived from the improvements without regard to the zone and termini method.
All costs and expenses in connection with the construction of
said improvement, including the engineering., inspection, right -of -way, advertising,
publication of notices and all other expenses incident thereto, shall be levied and
assessed against all of the property legally and properly assessable therefor as provid-
ed by law and as above described; and the City Engineer is hereby directed to submit to
the City Commission at or,prior to the date fixed herein for said hearing, all of the
data and other information required by law to be by him submitted; all of said improve-
ment to be constructed in full accordance with the plans and specifications to be pre-
pared by the City Engineer and filed with the City Clerk.

An Ordinance relating'to the organization and personnel of the Police Department was
introduced and read by the City Clerk. MOVED by Schutt, seconded by Alderson that said
ordinance be tabled to be considered at a later date: carried, Alderson, Schutt and
Mathews voting aye on roll call.
Moved by Mathews, seconded by Schutt that Ordinance No. B -2035 providing for the transfer
of funds, namely $12,000.00, from'the A. E. Larson Library Trust Fund to the Yakima
Valley Regional Library, said funds to be used for the improvement of the Yakima Public
Library and said ordinance being in accordance with the opinion of the Attorney General
of the State of Washington given on March 20, 1957; be passed as read: carried, Alderson
Schutt and Mathews voting aye on roll call.
ORDINANCE NO. B -20351 AN ORDINANCE providing for the transfer of funds from the A. E.
Larson Library Trust Fund to the Yakima Valley Regional Library; and declaring an
emergency.
An Ordinance providing for the employment of a part-time City Civil Defense Director; and
providing for the expenditure of funds not budgeted, not exceeding $600.00, for the pay-
ment of said Directors salary, said ordinance covering an emergency appropriation, was
read in itt entirety and laid on the table to be read again and passed-on at the next
regular meeting of the City Commission;
Moved by Schutt, seconded by Mathews that Resolution No. C -1481 providing for the trans-
fer of $600.00 from the Director categorey of the salary classification to Civil
Defense Director in the Civil Defense 1957 Budget, be passed as read: carried, Alderson
Schutt and Mathews voting aye on roll call.
RESOLUTION NO. C -14819 A RESOLUTION providing for the transfer of funds within the
Department of Civil Defense.
WHEREAS, the 1957 Budget pertaining to the Department of Civil

Defense provided for two Co- Directors, each to receive $300.00 per annum; and
WHEREAS, the City Commission has deemed it to be in the best
interests of the City to provide for the services of-a Civil Defense Director only,
rather than two Co- Directors; and
be WHEREAS, the salaries provided for the Co- Directors in the 1957
Budget shall /applied to the salary of the Civil Defense Director,.and
WHEREAS, the City Commission deems it in the best interests of
the City to make certain transfers within the Department of Civil Defense, and
WHEREAS, the action contemplated herein is authorized by RCW
35.33.120
NOW, THEREFORE,
BE IT .RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
Section 1. That $600.00 be, and the same is hereby, transferrer
from the Co- Director categories of the "Salaries" classification to the category of
Civil Defense Director in said classification, and the City Treasurer is hereby author-
ized, empowered and directed to make the aforementioned transfer within said appropria-
tion.

An Ordinance providing for the expenditure of $300.00, funds. not ..provided fora in`the
1957 budget, for the purchase of a radio ,transmitter- receiver by the Department of Civil
Defense, said ordinance covering an emergency appropriation, was read in its entirety
and laid on the table to be read again and-passed on.at the next regular meeting of the
City Commission.
Moved by Schutt, seconded-by Mathews that Resolution No.-C -1482 granting a permit to
Robert Wallingford to build a mausoleum at the Tahoma Cemetery and setting forth the
terms and conditions for the building of said mausoleum, be passed as read: carried,
Alderson, Schutt and Mathews voting aye on roll call.
RESOLUTION NO. C -1482, A RESOLUTION granting a permit to build a mausoleum at the
Tahoma Cemetery upon certain conditions.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That Robert Wallingford, be and he is hereby granted -a permit to
build-'a mausoleum upon the property, of the Tahoma Cemetery in the City of Yakima upon the
following terms and conditions;
1. The plans and specifications for said mausoleum shall be'
submitted to and receive approval by the City Building Inspector and by the Commissioner
of public works prior to construction.
2. Said mausoleum shall consist of not less than 80 units.
3. Said Mausoleum shall be constructed upon such space as may
be designated by the Commissioner of Public Works.
4. The pity of .Yakima, may, by ordinance establish rates for
opening and closing units of said mausoleum, and related matters, and may change said
rates ftom time to time according to the reasonable requirements of the City of Yakima.
5. Said mausoleum shall be completed within..six months after
commencement of construction.
6. A performance and payment bond in an amount equ &l to 100% of
the estimated cost shall be furnished to the City of Yakima, in such form as the
Commissioner of Public Works may require.
7. Unless construction shall comence within one year from the
date hereof this permit shall be null and void.
8. Nothing herein contained shall relieve the permittee named
,herein from any obligation to comply with any other ordinance of the City of Yakima,
nor shall this resolution relieve the permittee herein named from securing any other
permit required by law or the ordinances of the City of Yakima.

and B -2008 and all other ordinances and parts of ordinances in conflict therewith be

ORDINANCE NO. B -2037, AN ORDINANCE relating to the obstruction of streets, alleys, high
ways and public places in the City of Yakima; providing a penalty for the violation
hereof; repealing ordinances A -272 and B -2008 and all other ordinances and parts of
ordinances in conflict herewith; and declaring.an emergency.
An Ordinance amending the 1957 budget of the City of Yakima and reducing and deleting
certain budgeted items in the Water Department Salaries category, wax read for the
first time and laid on the table to be read and passed.on at the next regular meeting
of the City Commission.
An Ordinance providing for the expenditure of $16,508.22 not provided for in the 1957
Water Department Budget, said monies to be paid to the Street Department for services
rendered in accordance with Resolution No. C -1475 passed by the City Commission May 27,
1957, was read in its entirety and laid on the'table,to be read again and passed on at
the next regular meeting of the City Commission.
The City Engineer submitting a supplemental report on work performed on City projects
during the month of May, 1957, said report recommending payment of the following
semi -final estimates:
C & E Construction Company Airport Extension $22,545.19
Rankin Equipment Company Ranney Well Pumps 259.53
Moved by Mathews, seconded by Schutt that the City Clerk be and is hereby authorizedto
issue the necessary warrants in payment of these estimates: carried, Alderson, Schutt

Moved by Schutt, seconded by Alderson that Resolution No. C -1483 providing for the
transfer of funds within the Current Expense Budget in the amount of $2,805.00 which
was appropriated in the 1957 budget for repairs'on the Sherwood Roberts Building, to
Vehicular Equipment item in the Police Department both items being within the Capital, -
Outlay Classification, be passed as read: carried, Alderson, and :Zdhutt voting aye on
roll call. Mathews absent.
Moved by Schutt, seconded by Alderson that we do now adjourn to meet again in regular
session at the hour of.10 o'clock a.m. on Monday the 17th day 'of June, 1957.
