The City Commission met in regular session, Mayor Alderson, Commissioners Schutt; and
Mathews and City Attorney Hawkins present on roll call..
The minutes of the regular meeting of Monday, May 20, 1957 were approved as read:
A hearing having been held on Monday the 20th day of May 1957 on the assessment roll
for L.I.D. No. 43 and there being some question in connection with the assessment of
one property owner and this assessment having been checked by the City Engineer and
being found correct, it was MOVED by Mathews, seconded by Schutt that Ordinance No.
B -2029 confirming said assessment roll and every part thereof, be passed as read:
carried, Alderson, Schutt and Mathews voting aye on roll call.
ORDINANCE NO. B -20291 AN ORDINANCE confirming the assessment roll covering Local.
Improvement District No. 843 as created and established by Ordinance No. B -1896 of the
Ordinances of the City of Yakima. Y
This being the time for the hearing on the petition of George Keller and others for the
annexation of certain property contiguous to the City of Yakima located between
Summitview and West Chestnut Street, said property more fully described in said petition
and there being no objections to said annexation prodeedings or any part thereof', it was
MOVED by Mathews, seconded by Schutt that Ordinance No. B -2030 annexing said property
and every part thereof, be passed as read: carried, Alderson, Schutt and Mathews voting
aye on roll call.
ORDINANCE NO. B -2030, AN.ORDINANCE providing for the annexation by the City of Yakima,
Washington, of certain property contiguous to the City of Yakima, Washington.
This being the time for the hearing on the petition of Mrs. Anne G. Ulrich and others
for the annexation of certain property contiguous to the City of Yakima located between
Summitview and West Chestnut, said property more fully described in said petition and
there being no objections to said annexation proceedings or any part thereof, it was
MOVED by Mathews, seconded'by Alderson that Ordinance No. B =2031 annexing said property
and every part thereof, be passed as read: carried, Alderson, Schutt and Mathews voting
aye on roll call.
ORDINANCE NO. B -20310 AN ORDINANCE providing for the annexation by the City of Yakima,
Washington, of certain property contiguous to the City of.Yakima, Washington.
This being the time for the receiving of bids for the purchase of a new 1957 112 ton
truck for the Irrigation Department and the bid of Wagoner Chevrolet in the amount of
$1,650.00 being the only bid received, it was MOVED by Mathews, seconded by Schutt-
that-said bid be referred to the Street Engineer.for recommendation: carried, Alderson
Schutt and Mathews voting aye ti roll call.
This being the time for receiving bids for the grading,ballasting and surfacing and
construction of concrete curbs and gutters on Logan, and Petzel Avenues and South Front
Street, being L.I.D. No. 853, the following were received:

Moved by Mathews, seconded by Schutt that said bids be referred to the City Engineer
for tabulation and recommendation: carried, Alderson, Schutt and Mathews voting aye on
roll call.
Moved by Mathews, seconded by Schutt that the Claim of Norman Mc Donald in the sum of
$51.93, being a damage claim sustained to personal property caused by flooding of claim-
ants basement on April 8, 1957, be allowed and that Resolution No. C- 1474 providing for
payment after-said claimant has filed a Release with the City Clerk, be passed as read:
carried, Alderson, Schutt and Mathews voting aye on roll call.
RESOLUTION NO..C- 14.74' WHEREAS, it appears that on April 8, 1957, Norman Mc Donald, a
resident of the City of Yalzima, sustained damage to certain personal property in the sum
of $51.93 caused by flooding of claimants basement; and
claimant; and
WHEREAS, a claim against the City has been timely filed by
WHEREAS, it is deemed to be in the best interest of the City of
Yakima to allow said claim; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
T That the claim of Norman Mc Donald in the sum of $51.93 'be, and
the same is hereby allowed and the City Treasurer is hereby authorized and dired-ted to
issue a warrant in payment of said claim; provided, however, that the Treasurer shall
not issue said warrant until a Release is filed with'the City Clerk by the above -named
claimant relieving and releasing the City from an additional and further liability aris-
ing out of the aforementioned flooding.

A -1094 relating to the foreclosure' of Local Improvement District Assessments and fixing
the time for the foreclosure of-' same, be passed as read: carried, Alderson, Schutt and
Mathews voting aye on roll call`.
ORDINANCE NO. B -2032, AN ORDINANCE amending Ordinance No. A -1094 entitled "AN ORDINANCE
relating to the foreclosure of Local Improvement District assessments and fixing a time
for the foreclosure of the same "; and declaring an emergency.

Moved by Alderson, seconded by Schutt that Resolution No. C -14 75 providing for the
payment of $16,508.22 by the Water Department to the Street Department for services
performed for said Water Department between January 1, 1956 and November 30, 1956 in-
clusive, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll
call.
RESOLUTION NO. C- 1475, WHEREAS, the sewage system is a part of the water works utility
of the City of Yakima; and
WHEREAS, during the period Januaryy.l, 1956, to November 30, 1956
inclusive, the Street Department has performed sewer maintenance services for and on
behalf of the Water Department and furnished materials for use by said Water Department
and it appearing that the Water Department has had the use of certain Street' Department
equipment during the aforementioned period, all as more particularly set forth in the
statement attached hereto and made a part here of by reference; and
WHEREAS, it appears that if the Water Department performed said
services by use of its own personnel and purchased the materials and rented the equip-
ment from private parties, the costs to iaidkWater Department would be equal to or:
greater than the amount of the cl -aim set forth herein; -NOW THEREFORE,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA;
That the City Commission deems it to be in the best interests of
the City to provide for the reimbursement to the Street Department -for the services per-
formed for and on behalf of the,Water Department and to charge said Water Department with
the reasonable value of the services so rendered by the Street Department.
r That the Commission finds the amount of said claim by,the Street
Department, to wit; the sum of $16,508.22, to be reasonable and proper in all respects.
That the City Treasurer is hereby authorized, empowered and,
directed to transfer the sum of $16,508.22 from.the Water.Department to the.Street
Department in payment of the aforementioned claim.

day of May,;1957, it was MOVED by Alderson, seconded by

A Resolution recognizing Yakima Municipal Employees Local No. 1122 of the American
Federation of State, County and Municipal Employees as the legal bargaining agent of
the employees of the City of Yakima was read by the City Clerk and discussed with three
officers of said Local. Officers were asked to meet with the City Commission at 2 p.m/
on this same day.
Moved by Alderson, seconded by Schutt that we do.now adjourn to meet again at the hour
of 2 p.m, on this same day, May 27, 1957.

Municipal Employees Local No. 1122 of the American Federation of State County and
Municipal Employees as the legal bargaining agent of the employees of the City of Yakima
excepting the Firemen and Policemen, be passed as read: carried, Alderson, Schutt and
Mathews voting aye on roll -call.

WHEREAS, the employees of the City of Yakima desire to form a
union for the purpose of being a bargaining agent to-represent the employees of the
'City of Yakima, except firemen and policemen, and
WHEREAS, it has been understood and agreed that department heads
will not -serv_e as union representatives, on any board or commission dealing directly
with the City Commission with resptct.to any matters over which said union may have
jurisdiction;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION that the
City of Yakima does hereby recognize Yakima Municipal Employees Local No. 1122 of the
American Federation of State, County, and Municipal Employees as the bargaining agent
of all of the employees of the City of Yakima, except policemen, firemen, and heads of
all departments, and except the City Attorney and Assistant City Attorney and the
employees of the attorneyAl office.
