The City Commission met in regular session, Mayor Alderson, Commissioners Schutt and
Mathews present on roll call. City Attorney absent.
Moved by Mathews, seconded by Schutt that Resolution No. C -1465 authorizing the Mayor
and City Clerk to execute Amendment Number 1 to Grant Agreement, said resolution to
take the place of Resolution No. C -1473 which was not accepted by the C.A.A. in
connection with said Grant Agreement, be passed as read: carried, Alderson, Schutt and
Mathews voting aye on roll call.
RESOLUTION NO. C -1465. A RESOLUTION authorizing the appropriate city-officials of the
City of Yakima to accept and execute Amendment No. 1 of Grant Agreement in connection
with the improvement of the municipal airport.
WHEREAS, the City of Yakima has heretofore executed a Grant
Agreement with the Civil Aeronautics Authority providing for certain improvements at
the Yakima Municipal Airport, and
WHEREAS, it is deemed to be in the best interests of the City
of Yakima to amend said Grant Agreement, NOW,THEREFORE,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
Section 1.. That the Mayor and City Clerk be, and they are
hereby, authorized on behalf of the City of Yakima to accept and execute Amendment No.l
to Grant Agreement, Contract No. C4ca- 3947 -A, Project No. 9- 45-023 -0705, which said
Amendment No. 1 reads as follows:
"AMENDMENT NUMBER 1 TO GRANT AGREEMENT
Yakima Municipal Airport
City of Yakima, Washington
Project No. 9 -45 -023 -0705
Contract No. C4ca- 3947 -A
WHEREAS, the Administrator of.Civil Aeronautics (hereinafter
called the "Administrator "), has determined that, in the interest of the United States,
the -Grant Agreement relating to the above numbered Project, between the Administrator,
acting for and on behalf of the United States, and the City of Yakima, Washington,
(hereinafter Bailed the Sponsor) accepted by said City of Yakima, Washington on October
22, 1956, should be amended as hereinafter provided:
NOW, THEREFORE, WITNESSETH :
That in consideration of the benefits to accrue to the parties
hereto, the Administrator, acting for and on , behalf of the United States, on the one
part, and the City of Yakima, Washington, on the other part, do he reby mutually agree
that the said Grant Agreement be and hereby is amended by revising the scope and
description of development as set forth in the second Whereas paragraph, Page 1, of
said Grant Agreement by deleting "including relocation Washington Avenue" thereby making
said description to read as follows:
'Land Acquisition (Parcels L,M,O,Q,R,S); construct 5001
extension west and Runway 9 -27; install high intensity
runway lighting system on Runway 9 -27; relocate fencing
west end Runway 9 -27. (The airport development to be
accomplished herein described is in addition to those
contemplated under the Grant Agreement.by the Sponsor
and the United States for Projects Nos. 9 -45 -023 -901,
9 -45 -023- 902,9- 45- 023,and 9 -45 -023 -504.)
It is hereby understood and agreed that the maximum obligation
of the United States payable under said Grant Agreement shall be decreased from
4142,0$4.00 to $112,$51.00 by this Amendment.
IN WITNESS WHEREOF, the parties hereto have caused this
Amendment to said Grant Agreement to be duly executed as of the 25th day of March 1957•

An Ordinance providing for the expenditure.of $2,800.00 an expense not provided for in
the 1957 budget of the Parking Meter Department, said amount to be used for extra labor
in connection with the change in Parking meters in -the City of Yakima from five cents
per hour to ten cents per hour in certain areas, was read in full by the Clerk and laid
on the table , to have its second reading and be passed on at the next regular
meeting of the City Commission on April 15th: carried, Alderson, Schutt and Mathews
voting aye on roll call.
Moved by Mathews, seconded by Schutt that Ordinance No. B -2012 eliminating Lots 14 and
15 of Block 90 of North Yakima from irrigation maintenance charges of Local Improvement
District No. 308, be passed as read: carried, Alderson, Schutt and Mathews,.voting aye
on roll call.
ORDINANCE NO. B -2012. AN ORDINANCE eliminating Lots 14. and 15 of Block 90 of the
City of Yakima from Irrigation maintenance charges of Local Improvement District No.308.
Moved by Mathews and seconded by Schutt that Ordinance No. B -2013 authorizing and
directing the City Treasurer to deliver general obligation bonds in the amount of
$400,000.00 to the Seattle First National Bank and to receive and deliver payment
therefor to the County Treasurer for the Yakima Valley Regional library fund, be
passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call.
ORDINANCE NO. B -2013. AN ORDINANCE authorizing and directing the City Treasurer to
deliver general obligation bonds to the Seattle First National Bank to receive payment
therefor and to deliver payment to the County Treasurer of Yakima County for the
Yakima Valley Regional Library Building Fund, and declaring an emergency.
A Statement in the amount of 02,660.88 covering the balance of the Pro -rata Charges
and New member charge for 19566 and the advance charges on these same items for 1957
having been received from the Statewide City Employees Retirement System, it was
moved by Mathews, seconded by Schutt that the Clerk be and is hereby authorized to
notify the Executive Secretary of said retirement system to deduct these charges from
the City of Yakima surplus: carried, Alderson, Schutt and Mathews voting aye on roll
call.
Moved by Mathews, seconded by Schutt that the City Clerk be and is hereby authorized
to call for bids for one (1) complete self- contained air system compressor and one (1)
service station type, self contained gas pumping unit for the Garage, said bids to be
received up to the hour of 10 o'clock a.m. on Monday the 22nd day of April 1957 at
which time said bids will be opened and considered:. carried, Alderson, Schutt and
Mathews voting aye on roll call.
Bids having been received on March 25, 1957 for the construction of the 36th Avenue
South- and Swan Tracts, Irrigation District L.I.D. 852, and the bids on the Swan
Tract area, Schedule 11, exceeding the preliminary assessment by almost 15%, and this
schedule having been referred back to the City Engineer for further consideration and
recommendation and the City Engineer now reporting, after receiving returns from
questionaires sent to the property owners, that the protests amount to 57% of the
assessed valuation of the Swan Tract Area being very close to the statutory 60% limit;
it was MOVED by Mathews, seconded by Schutt that that portion known as Swan Tracts and
Schedule II be deleted from L.I.D. No. $52 and from the contract respectively and that
all bids received March 25, 1957for Schedule II be rejected: carried, Alderson,
Schutt and Mathews voting aye on roll call.
Moved by Mathews, seconded by Schutt that the following report of the Investment
Committee showing purchases during the month of March be accepted as read: carried,
Alderson,.Schutt and Mathews voting aye on roll call.

The City Commission met pursuant to adjournment, Mayor Alderson, Commissioners Schutt
and Mathews and Assistant City Attorney Loy present on roll call.
Moved by Mathews, seconded by Schutt that Ordinance No. B -2014 relating to and providing
for a license or occupational tax upon certain businesses, occupations, pursuits and
privileges and providing for the necessary administrative machinery for the collection
and enforcement of said licenses and taxes, be passed as read: carried, Alderson,
Schutt and Mathews voting aye on roll call.
ORDINANCE NO. B -2014. AN ORDINANCE relating to and providing for a license or
occupational tax upon certain businesses, occupations, pursuits and privileges;
providing for the necessary administrative machinery for the collection and enforcement
of the licenses and taxes hereunder, and defining offenses and prescribing penalties;
and declaring an emergency.
Moved by Alderson, seconded by Schutt that Resolution No. C -1466 being a resolution
of intention to improve portions of Lincoln Avenue, Sunset Avenue and others more
fully described, by surfacing and constructing concrete curbs and gutters and sidewalks
and fixing the date of hearing at the hour of 10:00 a.m. on Monday the 6th day of
May 1957, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll
call.
RESOLUTION NO. C -14661 BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That it is its intention to improve the following streets by
grading, - ballasting, surfacing with asphaltic concrete and constructing concrete curbs
and gutters, together with any necessary drainage features and by constructing concrete
sidewalks on one side of each of these streets:
GROUP "A rr
That portion of Lincoln Avenue lying within the City between
North Grandview Avenue and Crescent Hill Drive.
Sunset Avenue from Crescent Hill Drive to 46th Avenue North.
North Grandview Avenue from Summitview Avenue to a point
approximately 143.3 feet north of Lincoln Avenue.
34th Avenue North from Jefferson Avenue to Lincoln Avenue.
Crescent Hill Drive from Summitview Avenue to Richey Road.
That it is also its intention to improve the following streets by grading, ballasting,
and surfacing with asphaltic concrete:
GROUP "B"
East Race Street from South 1st Street to South Front Street.
South Front Street from East Race Street to a point midway
between East Pine Street and East Spruce Street.
That it is also its intention to improve the following streets by grading, ballasting,
surfacing with asphaltic concrete and constructing concrete curbs and gutters, together
with any necessary drainage features:
GROUP "C"
Logan Avenue from 4th Avenue South to 7th Avenue South.
GROUP "D"
Petzel Avenue from 36th Avenue South to Nob Hill Boulevard.
Said proposed district is to embrace all property adjacent to the above improvement which
is subject to assessment for the cost of said improvements as provided by the laws of the
State of Washington.
All persons who may desire to be heard with reference to said
proposed improvements are hereby notified to appear at a meeting of the City Commission
to be held at its office in the City Hall in the City of Yakima, Yakima County,
Washington, at the hour -of 10 otclock a.m. on Monday, the 6th day of May, 1957 which;;
time and place are hereby fixed for the,hearing of all matters relating to said proposed
improvements, and for dtermining the method of payment for said improvements; and the
City Clerk is hereby directed to give due notice of said hearing and of the intention to
make the afore said improvements.
All costs and expenses in connection with the construction of
said improvements, including the engineering, inspection, advertising, publication, of
notices, and all other expenses incident thereto, shall be levied and assessed against
all of the property legally and properly assessable therefor as provided by the laws and
as above described, with the exception that on officially designated arterial streets
in GROUP "A", the City shall bear the cost in excess of that required to construct
standard 32 -foot residential streets, and on the streets in GROUP "B ", the City shall
perform any necessary grading as well as any other work which may be required other than
the ballasting and surfacing; and the City Engineer is hereby directed to submit to the
City Commission at or prior to the date fixed herein for said hearing, all of the data
and other information required by law to be by him submitted; all of said improvements

to be . constructed in full accordance with the plans and specifications to be prepared
by the City Engineer and filed with the City Clerk.
