The City Commission met in regular. session, P✓ iayor'Alderson, Commissioners Schutt and
Mathews present on roll call. City Attorney absent.
The minutes of the regular meeting of December 17, 1956 were approved as read:
This being the time for the receiving of bids for the pi."trchasec of bids for the purchase
of Gasoline, regular and ethyl, Diesel Fuel, Motor Oil, Kerosene, Gear Oil, Chasis Lube
Grease, Bitumuls Beal Kote, Solvent, PS 300 Heating Oil and Mc -2 and Mc -3 for the City,
said bids were opened and read and taken under advisement,awards to_:be'made -at a later
date.
This being the time for the second reading and passage of an ordinance providing for the
expenditure of funds not provided for in the 1956 budget of the Policeman's Relief and

ORDINANCE NO. B -1973, AN ORDI?,\?ANCE providing for the expenditure of funds not provided
for in the 1956 budget for payment of pensions and sick benefits in the Policeman's R
Relief and Pension Fund and for Auto .Parts in the Shop Fund; and declaring an emergency.
This being the time for the hearing on Resolution No. C -1437 for the vacation of the
westerly 130 feet of the' alley in Block 330 of Capital Addition of North- Yakima, (Now
Yakima) and there being no objections in writing, or otherwise to said. vacation proceed-
ings or any part thereof, it was MOVED by Mathews, seconded by Schutt that Ordinance
No. B -1974 providing for the vacation of said property and every part thereof, be passed
as read: carrie.d, Alderson, Schutt and Mathews voting «ye on roll call.
ORDINANCE NO. B -1974, AN ORDINANCE providing for the vacation of the Westerly 130 feet
of the alley in Block 330 of Capital addition to North Yakima (Now Yakima, Washington),
as shown on the plat of said addition.

expenditure of funds not provided for in-he 1956 Bridget for the acquisition of a
Capital Outlay item in the City Clerk's Department, be passed as read: carried,
Alderson, Schutt and Mathews voting aye on roll call.
ORDINANCE NO. B -1975, AN ORDINANCE providing for the expenditure ',of funds not provided
for in the 1956,Budget for the acquisition of a'Capital Outlay item in the City Clerk's
account of the Lurrent expense fund, and declaring an emergency.

transfer of funds within the 1956 Municipal Garbage Collection Service Budget, amount
and distribution of transfer fully set forth in said ordinance, be passed as read:

ORDINANCE NO. B -19771 AN ORDINANCE providing for the transfer of funds within the

transfer of funds, within the Irrigation Fund, all of said transfer to be within the
Maintenance and operation classification of said fund, be passed as read: carried,
Alderson Schutt and Mathews voting aye on roll call.
RESOLUTION NO. C -14433 A RESOLUTION providing for the transfer of funds within the
Irrigation Fund,
WHEREAS, a surplus exists in the Truck Maintenance item of the
Irrigation appropriation in the 1956 Budget, while a shortage exists in the Electric
Power item, in said appropriation; and
WHEREAS, the City-Commission deems it in the best interests of
the City to make certain transfers. within said Irrigation appropriation, and
WHEREAS, the action contemplated herein is authorized by
R.C.W. 35.33.120, NOW,THEREFORE,
BE IT RESOLVED BY THE COT4!MISSION OF THE CITY OF YAKIMA:
Section 1. ThatA50.00 be and it is hereby transferred from the
Truck Maintenance item to the Electric Power item, all within the "Maintenance and
Operation" classification of the Irrigation Fund and the City Treasurer is hereby
authorized, empowered and directed to make the aforementioned transfers within said
Fund..

RESOLUTION NO. C -1444
A RESOLUTION fixing the time for hearing; on petition for vacation of street.
WHEREAS, a petition has been filed with the City Commission of the City of
Yakima, a municipal corporation, praying for the vacation of a, portion of a street de-
scribed as follows, to -wit:
The Northeasterly 20 feet of Park Avenue adjoining Tract 20 of
Yakima Heights Residence Tracts, according to the plat thereof
recorded in Volume A of Plats, page 87, Records of Yakima County,
Washington, except any portions thereof lying in 18th Avenue
North and Park Lane.
NOW, THEREFORE, BE IT RESOLVED <.Y THE CITY COMMISSION OF THE CITY OF YAXIMA:1
That said petition shall be brought on for hearing and determination
on Monday, the 21st, day of January, 1957, at the hour of 10 otclock a.m. on said day at
the office of the City Commission of the City of Yakima, at the C' -ty Hall in Yakima.,
Yakima; County, Washington, or as soon thereafter as the same may be, heard, and that
notice of such hearing be given as provided by law.

to call for bids for the construction of curbs, gutters and surfacing in Del Mar
Terrace, being L.I.D. 8J.8, said bids to be received on or before the hour of 10 otclock
a.m. on Monday the 14th day of January, 1957: carried, Alderson, Schutt and Mathews
voting; aye on roll call.

call for bids for the construction of curbs, gutters and-surfacing on Fuwalda Lane,
being L.I.D. 847, said bids to be received on or before the hour of 10 otclock a.m. on

The Uity Commission met pursuant to adjournment, Mayor Alderson, and Commissioners

Moved by Mathews, seconded by Schutt that Resolution No. C- lLL1I.5 authorizing the City
Attorney to dismiss condemnation cases, being cause Nos, 41318 and 41319 for the con-
demnation of a right of way for the proposed Washington Avenue B.--pass all in connection
with the airport improvement program, be passed as read: carried, Alderson, Schutt and
Mathews voting _aye on roll call;
RESOLUTION NO. C- lb_45, A RESOLUTION authorizing the City Attorney to di -smiss certain
condemnation cases heretofore filed on behalf of the city.
WHEREAS, on the 16th day of November, 1956, the City Attorney, = -.�
pursuant to authority from the city commission caused to be filed in the Superior
Court in and for the bounty of Yakima, two condemnation casas, being cause Now, 41318
and 41319 for the condemnation of a right of way for the proposed Washington Avenue
Ley -Pass, all in connection with the airport improvement program; and
WHEREAS, it has now been determined by the City Commission that
said Washington Avenue By -pass will not be constructed by the city; and . .
WHEREAS, the land which was the sub =ject matter of the aforemen-
tioned condemnation cases is no longer required by the city, noti-,, therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
Section 1. That the City Attorney is hereby authorized, empower-
ed, and directed to cause the above mentioned condemnation actions to be dismissed.-

WHEREAS, heretofore, to -wit, on the 18th day of July, 1956,
Ordinance No. B -1908 was duly and regularly passed by the City Commission of the City of
Yakima which provided for the vacation of a portion of the street within the corporate
limits of the City known as Washington Avenue, said vacation having beeb accardplished in
connection. with the proposed extension of the municipal airport runway, and otherwise
improving the ,( rport; and
WHEREAS, it has now been determined that all of the portion of
Washington Avenue described in said vacation ordinance is not absolutely necessary for
the improvement of the airport; and
WHEREAS, it is deemed in the best interests of the City of Yaki
to open and dedicate for public use a portion of Washington Avenue heretofore vacated,
and it is the expressed intention of the Commission to establish, open and dedicatecthe
portion of Washington Avenue described below, NOW, THEREFORE,
BE IT RESOLVED BY THE CI`T`Y COMMISSION OF THE CIT OF YAKIMA:
Section 1. That the portion of Washington Avenue described
below be, and the same is hereby, established, opened and dedicated f-or use by the
public for street purposes, and the Mayor is hereby authorized, empowered and directed
to execute any and all instruments deemed necessary to complete such dedication;
Section_ 2. The portion of Washington Avenue to be dedicated to
the public for street purposes is more particularly described as that portion of
Washington Avenue situated in the City and County of Yakima, State of Washington., to -wit'.

The City Commission met pursuant to adjournment, Mayor Alderson and Commissioner
Mathews.present on roll call. Commissioner Schutt and the City Attorney absent.
Moved by Mathdws, seconded by Al:dersm- that Resolution No. C -1447 providing that the
maximum salary on which employee's contributions and city's matching contributions are
calculated be increased from 300.00 to $400.00 in accordance with provisions of the
"Statewide City Employees Retirement System Retirement Act, be passed as read: carried,
Alderson and Mathews voting aye on roll call. Schutt absent.
RESOLUTION NO. C -1447, WHEREAS, under provisions of the "Statewide City Employees
Retirement System, established by chapter 41.44 RCW" which will be referred to herein
as the Retirement Act,
AN WHEREAS, the 1953 Amendment to the Retirement Act, makes it
optional with each City whether the maximum salary, on which employee's contributions
and city's matching contributions are calculated, is to be increased from 41300.00 to
'$400-00 per month.
NOW THEREFORE BE IT RESOLVED: By the City Commission of the
C -i ty of Yakima, Washington.
THAT The City of Yakima, Washington, effective January 1, 1957
takes the option of increasing the maximum salary to $400.00 on which employee's con-
tributions are calculated.
The adoption of the within the foregoing Resolution was moved by
Laurence C. Mathews, seconded by Joe K. Alderson and carried and adopted at an adjourn-
ed meeting of the City Commission of the City of Yakima, Washington, held at the City
Hall this 26th day of December, 1956.

ting to the City of Yakima employee members of the Statewide City Employees Retirement
System a plan of coordination of ,the benefits of Federal O.A.S.I. coverage with the
present retirement system in accordance with state law, be passed as read: Earried,
Alderson and Mathews voting aye on roll call.
RES-OLUTION•NO. C -1448, A RESOLUTION, pursuant to Subsection 3, Section 3 of Chapter 4
Laws of the State of Washington, Extraordinanry Session 1955, amending RCW.41.48.030,
that the Governor be requested to authorize a referendum election as provided therein.

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA as follows:
SECTION 1 That the Governor be requested to authorize a referendum
pursuant to Subsection 3, Section 3 of Chapter 4, Laws of the State of Washington,
Extra ordinanry Session 1955, amending RCII 41.48.030, for the purpose of submitting to
the City of Yakima employee-members of the Statewide City Employees Retirement S- ys tem
the adoption of a proposed plan of the board of trustees of said Statewide City
Employees? Ret-l.rement System, providing for coordination of the benefits of Federal
O.A.S.I. coverage with the benefits provided by the Statewide City Employees, Retirement
System with.a reduction of two percent in the present contribution rate to the said
system and in the event said plan is adopted the City Commission is hereby authorized
to enter into appropriate agreements with the Employment Security Department and the
Board of Trustees of the Statewide City Employees Retirement System to implelm'ent said
plan, the coverage provided by said plan to be effective as of January 1, 1956 with
100% prior service credits.
SECTION 2 The above mentioned agreement with the Employment
Security Department may contain provision for payment by the City of Yakim to the
Employment Security Department of the prorated share of the costs of ach.ainistering.
Social Security allocable to said City of Yakima.
