DECEMBER ;10, 1956
The City Commission met in regular session, Mayor Alderson, Commissioners..Schutt and
Mathews and Assistant Attorney Loy present on roll call.
The minutes of the regular meeting of December 3, 1956 were approved as read:
This being the time for the hearing on the proposed plat submitted by Lewis Ulrich and
Anne S. Ulrich, proposed plat being described as follows: the West .1 /2.of the East 1/2
of the East 112 of the NE1 /4 of the SW 1/4 of Section 22, Township 13 North, Range 18
E.W.M. Except that portion lying North of the Yakima Valley Canal and except said
canal r/w and also County Road r /w, 20; said plat to be known as the Scenic Hills
Addition; it was MOVED by Mathews, seconded by Schutt that said plat be tentatively
approved and referred back to the Planning Commission and brought before the City
Commission at a later date for final approval: carried, Alderson, Schutt and Mathews
voting aye on roll call.
This being the time for the hearing on the assessment Roll for L.I.D. No. 821, being .
the curb and gutter district in Lots 1 to 19 Glenview Addition, and there being no
objections in writing or otherwise, it was MOVED by Mathews, seconded by Schutt that
Ordinance No. B -1966 confirming said assessment roll and every part thereof be passed .
as read: carried, Alderson, Schutt and Mathews voting aye on roll call.
ORDINANCE NO. B -1966, AN ORDINANCE confirming the assessment roll covering Local
Improvement District No. 821 as created and established by Ordinance No. B -1745 of the
Ordinances of the City of Yakima..

the '31st Avenue South Curb and Gutter District, and there being no objections in
writing or otherwise, it was MOVED by Mathews., seconded by Schutt that Ordinance B -1967
confirming said assessment roll and every part thereof ,.be passed as read: carried,
Alderson, Schutt and Mathews voting aye on .roll c,all..
ORDINANCE NO. B -19672 AN ORDINANCE confirming the assessment roll covering Local
Improvement District No. 826 as created and established by Ordinance No. B -1755 of the
Ordinances of the City of Yakima.

award made at the next regular meeting of the Commission on Monday,.December 1'7, 1956:

This being-the time for receiving bids for a 4" Model Compound meter and connections for
the Water Department and the bid of Hersey Manufacturing Company in the amount of
$764,1.0 being the only bid received, it was MOVED by, Mathews, seconded by Schutt that
said bid be awarded to said Hersey Manufacturing Company: carried, Alderson, Schutt
and Mathews voting aye on rr6ll call.
Moved by Mathews, seconded by Schutt that Ordinance No. B -1968 rezoning Lots 1 to 14,
Malletts Addition from "A" Residence Area 1 to "B" Residence Area 1, be passed as read:

ORDINANCE NO. B -1968, AN ORDINANCE rezoning certain specific property situate in the
City of Yakima, Washington,
Moved by Schutt, seconded by Mathews that Resolution No. C -1440 retaining as bond
counsel, the firm of Preston, Thorgrimson & Horowitz of Seattle, Washington in connec-
tion with the issuance and sale of $400,000.00 General Obligation Library Bonds for the
City of Yakima and providing payment for said services; - be:.passed a 'r.ead:, darried,

RESOLUTION NO. C- 11.40, A RESOLUTION bf the City of Yakima retaining bond counsel for
certain services in connection with the issuance of - $100,000.00 of general obligation
library bonds of the city- and providing payment for said services.
WHEREAS, at a special election held within the City of Yakima,
Washington, on November 61 1956, the number and proportion of the voters required by
law voted in favor of a proposition authorizing the issuance and sale of $400,000.00
of general obligation bonds of the city for the purpose of paying part or 0.11 of the
cost of constructing a new library building; and
WHEREAS, it is deemed necessary that said bonds be offered for
sale and that recognized bon.d counsel be retained by the city to draw the proceedings
necessary for such sale and to give their opinion as to the validity of said bonds at
the time 6f their. sale;
NOW, THEREFORE, BE IT RESOLVED P.Y THE CITY COMMISSION OF THE
CITY OF YAKIM, , WASHINGTON, as follows:
Section 1. That Preston, Thorgrimson & Horowitz, attorneys at
law of Seattle, Washington, be and they are hereby retained to perform the services
above set forth, and as compensation therefore the city agrees.to pay them the sum of
seven Hundred Fifty Dollars ($750), and in addition thereto agrees to reimburse them
for any out -of- pocket expenses such as long distnnee telephone tolls which they may
incur in the performance of said services. The city further agrees to furnish said
counsel at their office in Seattle, Washington, with a complete certified transcript of
all proceedings taken in the matter of the issuance of said bonds.

Section 2. That all said attorney's fees and expenses required
to be paid by the City shall be payable out of the proceeds derived from the issuance
and sale of the library bonds.
PASSED by the Corlmission of the City of Yakima, Washington, and
approved by its Mayor at a regular meeting of said commission held this 10th day of
December, 1956.

Moved by Mathews, seconded by Schutt that the City Clerk be and is hereby- authorized
to call for bids on Gas, Oil, Grease, Road oil and other petroleum products needed
for operation for the year 1957, said bids to be received on or before the hour of
10 o'clock on Monday the 24th day of December, 1956: carried, Alderson, Schutt and
Mathews voting -aye on roll call.
Moved by Schutt, seconded by Mathews that Resolution No. C -1441 authorizing the filing
of a petition on behalf of the City of Yakima for reconsideration by the Civil
Aeronautics Board of its order No. E -10578 discontinuing the service of Northwest
Airlines to Yakima, be passed as read: carried, Alderson, Schutt and Mathews voting
aye on roll call.
RESOLUTION NO. C -1441, A RESOLUTION authorizing the filing of a petition on behalf of
the City of Yakima for reconsideration by the Civil Aeronautics Board of its Consoli-
dation_ Order No. E- 10578.
WHEREAS, on August 31, 1956 the Civil Aeronautics Boeard,
Washington D.C., issued its order of Consolidation in the Pacific Northwest Local
Service Case, being Docket No. 5463 et al.; and
WHEREAS, pursuant to said order an investigation was directed
to determine whether the public- convenience and necessity requires an amendment of
Northwest's certificate for Route No. 3 to eliminate therefrom the carrier's authority
to serve Yakima if local service carrier or carriers are already authorized to serve
this city; and u
WHEREAS, the City of Yakima is unequivocally opposed to the
suspension or elimination of Northwest Airlines service to the city; and
WHEREAS such suspension or elimination of Northwest's service
to the City of Yakima would be a subordination of the.public's convenience and
necessity;
NOW, THEREFORE, BE IT RESOLVED:
(1) That it is the expressed intention of the City to oppose
any suspension or elimination of Northwest Airlines service to the City and that the
City Attorney is hereby authorized and directed to prepare a petition on behalf of the
City of Yakima requesting that the Civil Aeronautics Board. reconsider its order No.
E- 10578, and that said board terminate its investigations upon this matter.
ADOPTED BY THE CITY COMMISSION, signed rand approved this
10th day of December, 1956.
