NOVEMBER :26, 1956
The City Co-!mission met in regular session, Mayor Alderson, Commissioners, Schutt and
Mathews present on roll call. Q
The minutes of the regular meeting of November 13 1956 and. adjourned meeting thereof
and the minutes-of the special meeting of November 19, 1956, we.re approved as read.
The City Engineer having reported the completion of the construction of the alley
paving in Block 89, Yakima and Block 35, New Modern Addition, L.I.D. No. 828, by the
contractor, it was MOVED by M- athews -, .seconded by Schutt'that said work be and is hereby
accepted and the City Engineer instructed to prepare the assessment roll for said
district and the City Clerk authorized to give notice of hearing on said assessment
roll for Monday the 17th day of December, 1956, at the hour of 10 o'clock a.m.: carried
Alderson, Schutt and Mathews voting aye on roll call.
The City Engineer having reported the completion -of the curb, gutter and surfacing in
the Chestnut Park District, L.I.D. No. 841, by the contractor, it was MOVED by Mathews
seconded by Schutt that laid work be and is hereby accepted and the City Engineer
instructed to prepare the assessment roll for said district and the City Clerk author-
ized to give notice of hearing on said assessment roll for Monday the 17th day of
December, at the hour of 10 o'clock.a.m,.: carried, Alderson, Schutt and Mathews voting
aye on roll call.
This being the time for the hearing on Resolution No. C -1428, being a resolution of
intention to construct an irrigation system to serve an area to be known as the Rolling
Green District, and there being no objections in writing or otherwise, it was MOVED by
Mathews, seconded by Schutt that Ordinance No. B -1962 providing for said improvement
and creating L.I.D. No. 851, be passed as read: carried, Alderson, Schutt and Mathews
voting aye on roll call.
ORDINANCE NO. B -19621 AN ORDINANCE providing for the improvement of property in the
City�of Yakima, Washington by the construction of an irrigation system, establishing a
Local Improvement District, providing for the method of payment, and creating a special
fund.
Moved by Mathews, seconded by Schutt that Resolution No. C- 1434 authorizing payment for
title reports in connection with the acquisition of land for improvement of the City,
Airport, be passed as read: carried, Alderson, Schutt and Mathews voting aye.on roll
call.
RESOLUTION NO. C -14342 A RESOLUTION authorizing payment, for title reports in connec-
tion with the acquisition of land for improvement of the City Airport;
WHEREAS, certain real property has been acquired_ by purchase
for the construction of a by -pass for Washington Avenue in connection with the exten-
sion of the existing airport runway, and otherwise improveing the City airport;.and
WHEREAS, certain property also is sought to be acquired by con-
demnation for the aformentioned purpose;- and
WHEREAS, it has been deemed necessary and proper to secure
title reports in connection with such acquisition of real property; and
WHEREAS, Schreiner Title Company has performed the work in
connection with said title reports at the request of,the City, copies of which are
herto attached, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY OF YAKIMA:
Section 1. That the C_ty Treasurer is hereby authorized and.,
directed. to make the following payments out of the airport improvement fund to
Schreiner Title Company, 30 North 2nd Street, Yakima, Washington:

Section 2. Payment of the foregoing amount to Schreiner Title
Companf shall be in full payment for the work performed in connection with the title
reports mentioned hereinabove.

A,:map of a proposed plat of certain property in Senic Hills Addition having been sub
mitted by the City Planning Commission together with a notice of hearing on proposed
slat, it was MOVED by Mathews, seconded by Schutt that the City Clerk be authorized
to post notice of hearing on the property setting the date of hearing; at the hour of
10 o'clock a.m. on Monday, the 10th day of December 1956, said hearing to show cause
why said plat should not be Tproved: carried., Alderson, Schutt and Mathews voting aye
on roll. call.
This being the time for further hearing on the assessment roll of L.I.D. No. 810, and
the Citir Engineer reporting the assessment roll had been checked and no errors found
and that most of the objections were from properties facing Jerome Avenue and that sine
there was no change in the location of the improvenents as described in the original
petition, and that the L.I.D. law does apply to the properties facing on Jerome Avenue,
it was MOVED by Mathews, seconded by Schutt that Ordinance No. B- -1963 confirming said

assessment roll and every part thereof be passed as read: carried, Alerderson, Schutt
and Mathews voting aye on roll call.
ORDINANCE NO. B -19631 AN ORDINANCE confirming the assessment roll covering Local
Impr.overient District No. 810 as created and established by Ordinance No. B -1872 of the
Ordinances of the City of Yakima.
Moved by Mathews, seconded by Schutt that Ordinance No. B -1964 fixing the time of de-
linquency and prescribing the form of bonds for L.I.D. No. 815 be passed as read:
carried, Alderson, Schutt and Mathews voting aye on roll call.
ORDINANCE NO. B -1964, AN ORDINANCE fixing the time of delinquency of installments of
assessments levied for the payment, of the cost of the improvement in Local Improvement
D_'strict No. 815, and providing for the issuance of bonds with coupons attached for the
payment of the unpaid portion thereof.
Due to the appointment of Joseph K. Alderson as Mayor of the City of Yakima, a vacancy
in the City Planning Commission has been created. MOVED by Mathews, seconded by Schutt
that Thomas Hargis be appointed to the Planning Commission to serve .during the balance
of the unexpired term of Joseph K. Alderson: carried, Alderson, Schutt and Mathews
voting aye on roll call.
RESOLUTION NO. C- 1135, A RESOLUTION filling a vacancy in the City Planning Commission.
WHEREAS, the appointment of Joseph K. Alderson as Mayor of the
City of Yakima has created a vacancy in the City Planning Commission, and
WHEREAS, the provisions of Ordinance No.. B -1899, creating a
Planning Commission for the City of Yakima, requires that said Planning Corti-mission shall
have ten members, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY OF YAKIMA:

John W" Maloney and 7ita Maloney having filed a petition for the vacation of the alley
in Block 330 Capital Hill Addition, said petition was read by the Clerk and referred to
the City Attorney for a resolution which will set the hearing date, said resolution to
come before the commission on December 3, 1956.
It having been reported by the Statewide City Employees Retirement :_:System that J. 0.
White, Meat Inspector for the City of Yakima, will reach the extended compulsory retire-
ment age of 70 by January 1, 1957 and J. 0. White petitioning the City Commission to
continue on in the employment of the City, it was MOVED by Mathews, seconded by Schutt
that Mr. White be retained in his present position, but retired from the Statewide
Retirement system as required by law: carried, Alderson, Schutt and Mathews voting
aye on roll call.
Moved by Mathews, seconded by Schutt that the City Clerk be and is hereby authorized to
call for bids for two new cars for the police department, said bids to be received up to
the hour of 10 o'clock a.m. on Monday the 10th day of December 1956: carried, Alderson
Schutt and Mathews voting aye on roll call.
Moved by 1Vlathews, seconded by Schutt that the City Clerk be and is 'hereby authorized to
call for bids for one 4" Model Compound meter and connections for the dater Department:
carried, Alderson, Schutt and Mathews voting aye on roll call.
Moved ry Schutt, seconded by Mathews that we do now adjourn to meet aggin at the hour
of 3 p.m. on this 29th day of November, 1956: carried, Alderson, Schutt and Mathews

ADJOURNED MEETING, MONDAY, NOVEMBER 26, 1956, 3 O'CLOCK P.M.
The City Commission met pursuant to adjournment, Alderson, Schutt and Mathews present
on roll call.
.Bids having been received on November 13th, 1956 for the purchase of two accounting
machines, one being for the City Clerks Office and the other for the City Treasurerts
office, it was MOVED by Schutt, seconded by Mathews that the bids be awarded to National
Cash Register Co., and that they be paid 1/2 in 1957 and 112 in 1958 without interest:
carried Alderson, Schutt and Mathews voting; aye on roll call.
Moved by Schutt, seconded by Mathews that Resolution No. C -1435 providing for city
employees participation. in Federal Old Age and Survivors Insurance and providir..g for
the advance withholding of employee contributions for this purpose, be passed as read:

RESOLUTION NO. C -14353 A RESOLUTION pursuant to Crapter 4, Laws of the State of
Washington, Extraordinary Session 1955, authorizing a referendum election relative to
City employees participation in Federal Old Age and Survivors Insurance, and providing
for the advance withholding of employee contributior,,s to the Social Security program.
WHEREAS the City Commission of the City of Yakima has expressed
its desire to give employees an opportunity to vote for a.plan placing them under the
Federal Social Security program, and

-WHEREAS it is planned that employees will be given an opportunity to
vote on such a program in March of 1957,and
WHEREAS Social Security requires a deduction of 24910 from employees
salaries and it 4ppears that it will be for the best interest of the employees to de-
duct 24/ percent from their salaries commencing January 1, 1957 to cover payments from
that date,
NOW THEREFORE,°BE IT RESOLVED x?Y THE CITY COMMISSION OF THE CITY OF
YAKIMA
Section 1. That the City Clerk is hereby directed to deducted 24
from the salaries of all City employees who are members of the Statewide City Employees
Retirement System or who will become members of this Retirement System before July 1,
1957• That such deductions commence January 1, 1957 and end July 1, 1957. Providing
further, that if the .City of Yakima and its employees are not covered by Social Security
during or by the end of such period that such funds withheld be forthwith returned to
the employees, or if the City of Yakima and its employees shall be-covered by Social
Security during or by the end of such period that such sums withheld from each employee
be credited to his account under the Social Security program.
Section 2. That the Personnel Director of the Citv of Yakima is
hereby directed to take charge of all necessary details to be observed in carrying o)it
the referendum process contemplated under Chapter 4, Laws of Extraordinary'Seesion 1955,
State of Washington. And providing further that the Personnel Director is hereby ap-
pointed the Certifying -Of.f'icer for the.. c6nduct of said re.fe:r,eridum,'and that.. th.e City
Treasurer, the City Engineer and the City Clerk be appointed as an Election Committee
to function in connection with said referendum.
