The City Commission met in regular session, /Acting 'Mayor Schutt,C.ommissioner Mathews
and City Attorney Hawkins present on roll call.
The minutes of the regular meeting of November 5, and adjourned meetings thereof,.were
approved as read.
Moved by Mathews, seconded by Schutt that the bids received November 5, 1956 for the
Extension of the Airport Runway, the relocation of Washington Avenue and High
Intensity Lighting for the Yakima Municipal Airport, be awarded as follows subject to
the approval of the C.A.A.:

This being the time for the receiving of the bids for two accounting machines, one
being for the Treasurer's Department and the other for the City Clerk's office, the
following were received:

Moved by Mathews, seconded by Schutt that Resolution No. C -1430 authorizing the City
Commission to acquire certain real property from Harold D. Graham et ux in the amount
of $1.,750.00 and Leland S. Harris et , ux in the amount of $250.00 fomr. the improvement of
the Airport, be passed as read: carried, Schutt and Mathews voting aye on_roll call.
RESOLUTION NO. C -1430, A RESOLUTION authorizing the City Commission to acquire certain
real property necessary for airport improvement purposes, and providing for the payment.
therefor.
WHEREAS, the City of Yakima contemplates the vacation of a
portion of Washington Avenue, the extension of the existing airport runway, and the
construction of .high intensity lighting, and otherwise improving the airport; and
WHEREAS, the City deems it necessary to provide a by -pass for
Washington Avenue, and has negotiated for the acquisition of certain portions of said
by -pass right -of -way, NOW, THEREFORE ,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
Section 1. That the
accept quit claim deeds from Harold. D. Graham
Leland S. Harris and Alma E. Harris, husband
Decoto, husband and wife, and Roy Decoto and
said quit claim deeds convey certain portions
way to the City of Yakima.
City Commission is hereby authorized to

and Leland S. Harris and Alma E. Harris, husband and wife, respectively, as grantors:

Moved by Mathews, seconded by Schutt that Ordinance No. B -1958 amending the Traffic
Code, B -1526, and changing the speed limits on certain streets and making other changes
as to signs etc., be passed as read: carried, Schutt and Mathews voting aye on roll
call.
ORDINANCE NO. B -1958, AN ORDINANCE relating to and regulating traffic, travel and
transportation and other incidents upon the streets and other ways open to the public;
prescribing the powers and duties of officers and others in relation thereto; defining
offenses; providing penalties, and amending Ordinance No.. B -1526.
Moved by Mathews, seconded by Schutt that Ordinance No. B -1959, amending Ordinance No.
B -1756 and retransferrii g money .frora the Current Expense Fund to the Firemen's Relief
and Pension Fund and ordering the cancellation of-certain warrants drawn on the Fire -
ments Relief and Pension Fund, be passed as read: carried, Schutt and Mathews voting
aye on roll call.
ORDINANCE NO. B -19592 AN ORDINANCE amending Ordinance Noe B -1756, and-re-transferring
from the Current Expense Budget to the Firemen's Relief and Pension Fund the sum of
$606.04 and authorizing and directing the City Clerk and City Treasurer to Cancel
Warrants Nos. 19183, 19242, and 19309 in the amount of $1307.18 drawn on the Firemen's
Relief and ,Pension Fund.
Moved by Mathews, seconded by Schutt that Resolution No. C- 1431 cancelling N. L.
Kimball's contract with the City bf Yakima for the completion as shown and specified
for the concrete extension of the bridge across Pacific Power & Light Company Wasteway
at 16th Avenue North and Cherry Avenue, be passed as read: carried, Schutt and Mathews
voting aye on roll call.
RESOLUTION NO. C- 1431, A RESOLUTION cancelling Kimball contract.
BE IT RESOLVED BY THE CITY COMMISSION OF-THE CITY OF YAKIMA:
That in consideration of the sum of $50.00 which the City
Treasurer is hereby authorized to pay from the Maintenance and Operation Acco -ant of the
Street Department Fm d, the Paablic Works Commissioner or his authorized representative
is hereby authorized to cancel and void that certain contract made and entered into on
or about the 10th day of April, 1956, by and between the City of Yakima and N. L.
Kimball in the amount of $2,656.25 entitled "Construction of Bridge across P.P. & L.
Wasteway at,16th North and Cherry Avenue in the City of Yakima."

transfer of $7,350.00 from various items in the Street Department budget to other items
in the same budget, more fully described in said resolution, be passed as read: carried
Sch att and Mathews voting aye on roll call.
RESOLUTION NO. C -1432, A RESOLUTION providing for the transfer of funds within the
street department maintenance and operation account.
BE IT RESOLVED BY THE CITY OF YAKIMA:
Section 1. There is hereby transferred $2,000.00 from the
Paint Shop Account; $550.00 from the Broom Fiber account; $100.00 from the Hardware and
Tools account; $400.00 from the Lumber Account, $2,000.00 from the Sidewalk Repair
Account; $550.00 from the Salt Account;, $750.00 from the Insurance and Licenses account
and $1,000.00 from the Retirement account; into the following accounts, to the amounts,
to the amounts specified: Fuel Account, 300.00; Auto Equipment and Maintenance Account
$3,300.00; Gas and Oil account $3,300.00; Street and Bridge Rehabilitation account,
$450.00; Storm Sewer Account, 4150.00;. Medical Aid and Insurance, $450.00
Section 2. The City Treasurer is hereby authorized, empowered
and directed to make the foregoing transfers, and issue warrants upon such accounts in
the manner provided by law.

Moved by Mathews, seconded by Schutt that,.the.::.City Engine6r`; having reported the
completion of the construction of curbs, gutters and surfacing in the Glenview District;
being L.I.D. No. 821, by the contractor, said work is hereby accepted and. the City
Engineer instructed to prepare the assessment roll for said district and the City Clerk
authorized to give notice of hearing on said assessment roll for Monday, the 10th day
of December at the hour of 10 o'clock a.m.: carried, Schutt :and Mathews voting aye on
roll call.
Moved by Mathews, seconded by Schutt that we do now adjourn to meet again at 3:30 p.m

B -1939 which is the 1957.Budget of the City of Yakima, said ordinance B -1960 reducing
and deleting certain budgeted items in the Street Department, be passed as read:

ORDINANCE -NO. B -1960, AN ORDINANCE amending the 1957 budget of the City of Yakima and
re.ducing and deleting certain budgeted items in the Street Department.
It being determined that the amount of $43,432.00 set forth by ordinance for the
necessary expenditures of the Street Department over and above the 1956 Budget, said
ordinance having been read by the clerk and taken under consideration on November 8,
1956, and a new ordinance having been drawn providing for the expenditure of $63,110.00,
this expenditure more fully itemized in said ordinance; it was MOVED by Mathews,secoridel
by :Schutt that Ordinance No. B -1961 be passed as read: carried, Schutt and Mathews
voting aye on roll call.
ORDINANCE NO. B -1961, AN ORDINANCE providing for the expenditure of funds not budgeted
for the payment of the following accounts in the operation and maintenance account of
the Street Department Budget, to -wit: Road Oil, Crushed Rock, and Sanding Materials;
and for the expenditure of funds not budgeted for the payment of labor in the Labor
Account of the Street Department Budget of 1956; and declaring an emergency;
