The City Engineer having submitted the semi -final estimate for work performed on the 31st Avenue Curb, Gutter and Surfacing District, L.I.D. No. 826 and recommending that the work be accepted as complete and that the final payment be withheld for 30 days pending clear- ance from the Department of Labor and Industries and the State Tax Commission, it was .MOVED by Mathews, seconded by Schutt that said work be accepted and the City Clerk in- structed to notify the City Engineer upon receiving clearance from the two State Depart- ments: carried, Behnke, Schutt and Mathews voting aye on roll call. The City Engineer having submitted the semi -final estimate for work performed on the 5thz: Avenue South Sewer District,rL.I.D. No. 834, and recommending that the work be accepted conditionally, conditions being that the trunk line be repaired as necessary to prevent the excessive infiltration which now exists, and that final payment be withheld for 30 days pending clearance from the Department of Labor and Industries and the State Tax Commission, it was MOVED by Mathews, seconded by Schutt that said work be accepted and the City Clerk instructed to notify the City Engineer upon receiving clearance from the two state departments: carried, Behnke, Schutt and Mathews voting aye on roll call. Moved by Schutt, seconded by Mathews that the City Clerk be and is hereby instructed to call for bids on sewage sludge: carried, Behnke, Schutt and Mathews voting aye on roll call. Moved by Mathews, seconded by Schutt that Resolution No. C -1114 authorizing the purchase of materials in excess of $500.00 without a call for bids be'passed as read: carried, Behnke, Schutt and Mathews voting aye on roll call. RESOLUTION NO. C -1414, A RESOLUTION authorizing the purchase of materials in excess of $500.00 without a call for bids and declaring an emergency: WHEREAS, it is now necessary to obtain a supply of crushed rock for use in sanding the streets in anticipated icy weather as the material must be dry to be effectively used and same should be purchased and stockpiled forthwith so as to be dry at the time of use, and WHEREAS, informal bids have been received from the only two firms equipped to furnish said material, the De Atley Asphalt Paving and Crushing Company quoting a price of $1.85 per ton and the Yakima Cement Products Company quoting a price of $1.20 per ton and to haul the same to the City's yard for an additional $.57 per ton, and WHEREAS, an emergency exists, now, therefore, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That the Street Department be and it is hereby authorized to purchase 3,000 tons of crushed rock for use in sanding streets from the Yakima Cement Products Company forthwith at a total cost of $5,310.00. It is further resolved that an emergency exists because of the time limit involved and said street department is authorized to make the foregoing pur- chase without calling for bids because of such emergency. The minutes of the adjourned meeting of September 27, 1956 were approved as read: Moved by Mathews,, seconded by Schutt that Resolution No. C -1415, being a resolution of intention to improve Del Mar Terrace and other streets more fully described in said resolution, by grading ballasting, surfacing and constructing concrete curbs and 'gutters and the City Clerk be and is'hereby instructed to give notice of hearing to be held at the hour of 10 o'clock a.m. on Monday, the 22nd day of October, 1956, be passed as read: carried, Behnke, Schutt and Mathews voting aye on roll call. RESOLUTION N0; C- 14152 EE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That it is its intention to improve the followirF streets by grading, ballasting, surfacing with asphaltic concrete, and construction concrete curbs and gutters, together with the necessary drainage features: West Walnut Street from Del Mar Terrace to G1,-nn Drive; Glenn Drive from West Walnut Street to Tieton Drive; 34th Avenue South from Tieton Drive to Webster Avenue; 45th Avenue North from Douglas Drive to Englewood Avenue; Sunset Avenue from 44th Avenue North to 46th Avenue I\Iorth; That it is also its intention to improve the following streets and alleys by grading, ballasting, surfacing with asphaltic concrete and constructing the necessary drainage features: Del Mar Terrace; The east -west alley and the north -south alley in the block 1 1 1 1 1 1 1 1 OCTOBER 1, 1956 between 4th Avenue South and 5th Avenue South and between West Yakima AvenVie and West Chestnut Street. The proposed Local Improvement District is to embrace all property adjacent'to the above mentioned improvements which are subject to assessment. All persons who may desire to object to said proposed improvemazt: are hereby notified to appear and present such objections, if any, at a meeting of the City Commission to be held at its office in the City Hall in-the City of Yakima, Yakima County, Washington, at-the hour of 10 o'clock a.m. on Monday, the 22nd day of October, 1956, which time and place are hereby fixed for the hearing of all matters relating to said proposed improvements or objections thereto, and for determining the method of pay- ment for said improvements;•and the City Clerk is hereby directed to give clue notice of said hearings and of the intention to make the aforesaid improvements. All costs and expenses in connection with the construction of said improvement,.includ.ing the engineering, inspecting, advertising, publication of notices and all other expenses incident thereto, shall be levied and assessed against all of the property legally and properly assessable therefor as provided by law and as above described. and the City Engineer is hereby directed to submit to the City Commission at or prior to the date fixed herein for said hearing, all of the data and other information required by law to be by him submitted; all of said improvements to be constructed in full accordance with the plans and specifications to be prepared by the City Engineer and filed with the "ity Clerk. This being the time for receiving bids for roof repairs on the Old City Hall Building located at 27 North Front Street and the City Water Department Shop Building at South 3rd Avenue and Division and Yakima Valley Ro -Tile being the only bidder, bid received being $865.11 on the Old City Hall Building and $375.66 on the City Water Department building, it was MOVED by Behnke, seconded by Schutt that this bid be referred to the Building Inspector and the City Engineer for consideration and recommendation: carried, Behnke and Schutt voting aye on roll call. Mathews absent.
