AUGUST 20, 1956
The City Commission met'in regular session, Monday, August 20, 1956, Mayor Behnke,
Comanissioners Schutt and Mathews and Assistant Attorney Loy present on roll call.
The minutes of the adjourned meeting of August 15, 1956 were approved as read.
This being the time for receiving bids on L.I.D-. No, b44, being the 5th Avenue South
Curb and Gutter District, the following bids were received:

Moved by Mathews, seconded by Schutt that these bids be referred-to the City Engineer
for recommendation: carried, Behnke, Schutt and Mathews voting aye on roll call.
Moved by Schutt, seconded by Mathews that It is to the best interest or the City of
Yakima and necessary in the extention or the airport runway, to sell one complete
dwelling unit located at the Yakima Municipal Airport and that City Clerk is hereby
instructed to call ror bids on said dwelling unit, said property to be offered "as is"
and "where is" and to be paid 1or at the time of acceptance of said bid: carried, °
Behnke, Schutt and Mathews voting aye on roll call.
Moved by Mathews, seconded by Schutt that Ordinance No. B -1922 relating to the municipal
sewage system and providing for an alternative procedure for extention, expansion, and
addition of said sewer system, be passed as read: carried, Behnke, Schutt and Mathews
voting aye,on roll call.
ORDINANCE NO. B -1922, AN ORDINANCE relating to the municipal sewage system and providin .
for an alternative procedure for extension, expansion, and addition of said sewer system
and providing the metriod of financing thereof; and declaring an emergency.
Moved by riathews, seconded by Schutt that the City Clerk is hereby authorized and in-
structed to give notice to bidders by publication as required by law for the purchase of
1 - self propelled pulvi mixer, 1 - sel propelled pneumatic tired roller, 1 - brush
chipper, 1 - leaf collector for the Street Department; said equipment to be available fo
delivery as of January 1, 1957 and said bids to be received on or before the 4th day of
September, 1956 at the hour of b o'clock p.m.: carried, Behnke, Schutt and Mathews
voting aye on roll call.
Moved by Mathews, seconded by Schutt that we do now adjourn to convene again on Wednesda
August 22, 1956, at the hour of 10 o'clock a.m.:, carried, Behnke, Schutt and Viathews
voting aye on roll call.
ADJOURNED MEETING, WEDNESDAY, August 22, 1956, 10 O'clock A.M
The Uity Commission met pursuant to adjournment, Mayor Behnke, Commissioners Schutt
and Mathews-and Assistant Attorney Carl Loy present on roll call.
Moved by Mathews, seconded by Schutt that the bid of De Blasio Bros., in the aluount
of $13,'125.00, Schedule 1, be accepted to construct curbs and butters for L.I.D. No. 644
and the bid of Columbia Asphalt Paving Company, in the amount of• $3u,735.00, Schedule 2,
be accepted to construct the surracing in the same Local Improvement District, being the
5th Avenue South Curb and Gutter District, and the Mayor and City Clerk are hereby
authorized to execute a�contraet in each instance on behalf' or the City of Yakima ror
doing said work upon the filing of the proper bonds as provided by law: carried,k
Behnke, Schutt and Mathews voting aye on roll call.
Moved by Mathews, seconded by Schutt that the bid of De Atley Paving Company in the
amount of $3,352.30 be accepted, the City Engineer naving - reported the adjustments made
in L.I.D.•No. 626, Blk 69 Yakima and Blk 35 New Modern Addition Ailey Paving Distriet,1.�
and the City Clerk are hereby authorized to execute a contract on behalf of the City
of Yakima for doing said work upon the filing or the proper bond as provided by law:

delinquency and prescribing the form of bonds for L.1.D4 No. 624, Chestnut'Park Domestic
Water District, be passed as read: carried, Behnke, Schutt alid Mathews voting aye on
roll call.
ORDINANCE NO. B -1921, AN ORDINANCE nixing the time or delinquency of installments of
Assessments levied rur the payment of the cost of the improvement in Local Improvement
District No. d24, and providing for the issuance of bonds with coupons attached for the
payment oil the unpaid portion thereof.

for a certain intra -fund transfer with the 1956 budget ror the Fire Department or the

The City Commission met in regular session, Mayor Behnke, Commissioners Schutt and
Mathews, and City A- ttorney Hawkins and Assistant Attorney Loy present on roll call.
Tne minutes of the regular meeting of Monday, August 2U, 1956, were approved as read.
This being the time ror receiving the bids for furnishing cast iron pipe, fittings,
nydrants and various appurtenances for the Municipal Water System of the City of Yakima
and said bids having been received, opened and read by the City Clerk; it was MOVED by
Mathews, seconded by Schutt that said bids be turned over to the Superintendent of the
Water Department ror tabulation and recommendation, report on said bids to be made on
Wednesday, August 29, 1956 at 10 o'clock a.m.: carried, Behnke, Scriutt and iviathews
voting aye on roll call.
Moved by Mathews, seconded by Schutt that the City Engineer having reported the comple-
tion of the Chestnut Park Irrigation Distriet,.being L.I.D. #642, said work is hereby
accepted and the City Engineer instructed to prepare the assessment roll'for said
district and the City Cierk'authorized to give notice of hearing to be held September
17, 1956 at 10 o'clock a.m.: carried, Behnke, Schutt and Mathews voting aye on roll
call.

borrowing of $4UO,000.UO and issuing and selling negotiable general obligation bonds ror
the purpose or contributing toward the cost of constructing and equipping a new Regional
Library Building, and providing for the submission of the proposition of incurring such
indebtedness and issuing such bonds to the qualified electors of the City at a special
election to be held X6vember 6, 1956, be passed as read: carried, Behnke, Schutt and
Mathews voting aye on roll call.
ORDINANCE NO. .B- 1924.9 AN ORDIi)lANCE of the City of Yakima, Washington, providing ror the
borrowing of §4UO,000.OU, and issuing and selling negotiable general obligation bonds
for the purpose of contributing toward the cost of constructing and equipping a new
Regional Library Building, the bonds to be payable by annual tax levies without
limitation as to rate or amount; and providing for the submission of the proposition of
incurring such indebtedness and issuing such bonds to the "qualified electors of the City

described in said resolution, and there being considerable objection both in writing
,and in person, it was brd red that all objections be made in writing and that the City
Engineer evaluate said protests,and report to the City Commission at their regular
meeting on Monday, the 10th day of September 1956: carried,'Behnke, Schutt and Mathews
voting aye on roll call.
This being the time.for the hearing on.Assessment roll for L.I.D. -.No. 819, being the
Clinton Way Curb and Gutter District and there being no objections in writing or
otherwise to said assessment roll or any part thereof; it was MOVED by Mathews, seconded
by Schutt that Ordinance No. B -1927, confirming said assessment roll and every part

City of Yakiraa, Washington,_a budget covering the detailed estimates of all expenditures
proposed to be made by the City of Yakima for the ensuing fiscal year, and a statement
of the,probable revenue from sources other than taxation for the ensuing fiscal year,
in the manner and form prescribed by law;
WHEREAS, the same has been considered by the City Commission in detail
and such revisions and additions made as has been deemed necessary;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF YAKIMA:
That the aforesaid budget be and the same is hereby adopted and approved
as the budget for the City of Yakima for the ensuing fiscal year, and the City Clerk is

and a copy thereof will be furnished any taxpayer wo will call at the office of the City
Clerk therefor, and that the City Commission of the City of Yakima will meet on the
first Monday of October 1956, at the offices of the City Commission in the City Hall, at
the hour of 8 p.m, for the purpose of fixing the final budget and making the tax levies
and notifying any taxpayer that he may appear at said meeting and be heard for or against
any part of said budget and said notice shall be published once each week for two con
secutive weeks immediately following the adoption of said preliminary budget.
