The minutes of', the regular meeting of July 23, 1956 were approved as read: This being the time for the hearing on the assessment roll covering L.I.D. No. 839 providing for a sewer in Lots 1 to 27 inc., Liebert Addition, and. there being no objec- tions in writing or otherwise to said assessment roll, or any part thereof; it was MOVED by Mathews, seconded. by Schutt that Ordinance No. B -1912 confirming said assess- ment roll and every part thereof be passed as read.: carried., Behnke, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -1912, AN ORDINANCE confirming the assessment roll covering Local Improvement District No. 839 as created and established by Ordinance No. B�1869 of the Ordinances of the City of Yakima. This being the time f'or receiving bids f'or the Chestnut Park curb and gutter :district, L.I.D. d41, and the alley paving in Blocks 89 to 109 inc., City and others, L.I.D. No. 828, the following were received: De Atley Paving Co., Schedule #1 Schedule #2 $7,668.70 alternate "a" 6,477.35 alternate "b" 4,477.b5 Columbia Asphalt Co., Scnadule #1 'i $8,01.2.00 Schedule #2 alternate "a" 7,538.50 alternate "b" 5,968.5o Moved by Mathews, seconded by Schutt that there bids be referred to the City Engineer f'or tabulation and recommendation: carried, Behnke, Schutt and Mathews voting aye on roll call. This being the time f'or receiving bids f 'or a self propelled, steel wheeled, tandem roller in the 2 -3 ton classification with a gasoline engine, the followings were,-received: Jack Sahlberg Equipment Company Cramer Machinery Company Fenaughty Machinery Company #1 #2 361, 981.70 2,525.00 2,998;00 4,495.00 Moved by Mathews, seconded by Schutt that these bids be referred to the Street Engineer for tabulation and recommendation: carried, Behnke, Schutt and Mathews voting, aye on T roll call. Moved by Mathews, seconded by Schutt that Resolution No. C -1399 providing f'or the transfer of $95.00 from the off 'ice expense account to the traveling expense account of the Planning Commission in the 1956 budget, be passed as read: carried, Behnke, Schutt and Mathews voting aye on roll call. RESOLUTION NO:; C -1399, A RESOLUTION providing for the transfer of funds from the office expense account to the traveling expense account of the Planning Commission, for municipal purposes; WHEREAS, there is now on hand funds in the office expense account of the Planning Commission, and WHEREAS, the city has heretofore approved of certain members of the Planning Commission attending an institute on government, and WHEREAS, the City Comnission deems it for the best interests'::of the public to pay f'or the travelling expense of said members of said planning c d {fission, now, therefore, BE IT RESOLVED BY THE CITY COMMISSION OF THE CTTY OF YAKIMA 1. That the City Treasurer is hereby authorized, empowered, and directed to transfer $95.00 of the funds in the office expense account of the Planning Commission to the travel expense account of the Planning Commission. .. Schutt voting nay. ORDINANCE NO. B -1913, AN ORDINANCE providing for the improvement of certain property by grading, Ballasting, surfacing, constructing concrete curbs and gutters, establishing a Local Improvement District, providing for the method of payment therefor, and. creating a special fund. Moved by Mathews, seconded by Schutt that Ordinance loo. B -1914 relating to and prohibit - ing fortune telling, phrenology and. kindred subjects and repealing Ordinance No. B- 1049 be passed as read: carried, Behnke, Schutt and Mathews, voting aye on roll call. ORDINANCE NO. B -1914, AN ORDINANCE relating to and prohibiting fortune telling;, phrenol- ogy, palmistry, astrology, spiritualism and kindred subjects; declaring same to be a nuisance; prescribing penalties for the violation of this ordinance; repealing Ordinance No. R. -1049, together with all amendments thereto; and declaring an emergency. 1 1 1 1 1 JULY 30, 1956 Upon the recommendation of the Personnel Director, it was MOVED by Mathews, seconded by Schutt that the application of Floyd W. Taylor for extension of time of employment as per law governing the Statewide City Employees Retirement System, be granted to February 1, 1957, said action subject to further extension after that date should it become clear that Mr. Taylor could qualify for Social Security pension within a period of 18 months or less after January 1, 1957; carried, Behnke, Schutt and Mathews voting aye on roll call. Moved by Schutt, seconded by Mathews that we do now adjourn to convene again at 10 O'clock a.m. on Wednesday, August 1, 1956: carried, Behnke, Schutt and Mathews voting aye on roll call. ADJOURNED MEETING, WEDNESDAY, AUGUST 1, 1956, 10:00 A.M. The City Commission met pursuant to adjournment, Mayor Behnkg, Commissioners Schutt and Mathews present on roll call. The City Attorney absent. Moved by Mathews, seconded by Schutt that the 16w bid of De Alley Paving Company, Schedule II, Alternate b, in the amount of $L!_,477.85 be accepted to construct curbs, gutters and surf acing in lots 1 to 13 Chestnut Park, L.I.D. No. 841 and the Mayor and City Clerk are hereby authorized to execute a contract on behalf of the City of Yakima for doing said work upon the filing of the proper bond as provided by law: carried, Behnke, Schutt and Mathews voting aye on roll call. As the Alley Paving bids submitted for Blocks 89 and 109 .City .et.'.al,i :being.,L.I.D. NO.828, exceeds the Engineer's estimate, it'was MOVED by Mathews, seconded by Schutt that the awarding of the contract for Schedule 1 be withheld pending answers from the property owners to questionaires sefttthem by the City Engineer: carried, Behnke, Schutt and Mathews voting aye on roll call. Moved by Mathews, seconded by Schutt that the bid submitted by Jack Sahlberg Equipment for a self propelled,steel wheeled tandem roller, with gasoline Engine in. the amount of X1,981.79 be accepted as the best bid: carried, Behnke, Schutt and Mathews voting aye on roll call.
