Moved by Schutt, seconded by Mathews that the minutes of the regular meeting of June 18, 1956, be passed as read: carried, Behnke, Schutt anal Mathews voting aye on roll call. Moved by Schutt, seconded by Mathews that Ordinance No. B -1898 providing for the expendi- ture of funds not budgeted for the salary of an Assistant Purchasing Agent and Personnel Manager, which was read: : -by the City Clerk on Monday; June 18,'1956 and laid on the table for one week as provided by law, be passed as read: carried, Behnke, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -1898, AN ORDINANCE providing f'or`the expenditure of funds not provided for in the 1956 budget for the payment of,salary for an assistant purchasing agent and personnel manager and declaring an emergency. Moved by Schutt, seconded by Mathews that Ordinance No. B -1899 amending Ordinance No. B -224 and repealing Ordinance No. B -1150, providing for the powers and duties and creat- ing a .�'lanning Commission for the City of Yakima, was passed as read: carried, Behnke Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -1899, AN ORDINANCE amending Section 1 and 2 of Ordinance No. B -224, en- titled: "AN ORDINANCE creating a Planning Commission for the City of Yakima, providing for the powers and duties of such Commission, repealing Ordinance No. A -893, and de- claring an emergency", and repealing Ordinance B -1150, and declaring an emergency. Moved by Schutt, seconded by Mathews that Ordinance No. B -1900 rezoning certain specific property situated and being a part of J. H. Hathawayts Five Acre Tracts, be passed. as read: carried, Behnke, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -1900, AN ORDINANCE rezoning certain specific property situate in the City of Yakima, County of Yakima, Washington. Moved by Mathews, seconded by Schutt that Ordinance No. B -1901 rezoning Lots 18 to 24 inclusive, Block 1, Broadway Park Addition No. 2 and other properties more particularly described in said ordinance, be passed as read: carried, Behnke, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -1901, AN ORDINANCE rezoning certain specific property situate in the City of Yakima, Yakima County, Washington. An ordinance was introduced providing for the expenditure of funds not provided. for in the 1956 budget for the pa ment of salaries for a cost accountant and a secretary, expenditure not to exceed 4,875.00 fort he remainder of the calendar year 1956. This ordinance was read in,fuli and laid on the table f'or one week as required by law. r An ordinance was introduced providing for the expenditure of funds not budgeted for the payment of office supplies for the Engineering Department, total sum of expenditure to be $800.00. This ordinance was read in full and laid on the table for one week as re- quired by law and the City Charter. An ordinance providing for a full time clerk for the police judge and increasing his salary accordingly and amending Ordinance No. B -513 which creates the office of clerk for the police judge, was introduced. and read in full by the City Clerk and laid on the table for one week as provided by law and the City Charter. .An ordinance providing for the expenditure of funds not' provided for in the 1956 budget for the payment of salaries for a street engineer, an assistant engineer, two inspectors three draftsmen, and an increase in salary of the city engineer, deputy engineer and chief' inspector in the engineering department of the City of Yakima; said ordinance being an emergency 'requiring-, the expenditure.. of not. This being the time for a hearing on Resolution No. C -1392 providing for the vacation of 55th Avenue from the north line of Richey Road to the north line of Ressel Home Tracts, in Yakima, Yakima County, Washington; 'it was MOVED by Mathews, seconded by Schutt that action be deferred for one week to allow time for inspection of the area: carried, Behnke, Schutt and Mathews voting aye on roll call. Moved by Mathews, seconded by Schutt that Resolution No. C -1398, being a resolution of intention to improve various streets by grading, ballasting, surfacing and constructing concrete curbs and gutters, and fixing the date of hearing on said. resolution at the hour of 10 o'clock a.m. on Monday, the 23rd day of July, 1956, be adopted as read: carried, Behnke,. Schutt and Mathews voting aye on roll call. RESOLUTION NO. C -1398, BE IT'RESOLVED BY THE CITY COMMISSION OF THE CITY OF YA_KIMA: That it is its intention to improve the following streets by grading, ballasting, surfacing and constructing concrete curbs and gutters: The west side of Third Avenue South, Fourth Avenue South, Fifth Avenue South, Sixth Avenue South; and the.east side of Cornell Avenue, from Mead Avenue to Pierce Street;; The South side of Meade Avenue from Cornell Avenue to Sixth Avenue South and from Fifth Avenue South to Third Avenue South; King Street and the north side of Pierce Street from Cornell Avenue to Third Avenue South. The district to be served by and assessed for the above describ- ed improvement is situate in Yal�ima County, Washington, and described as follows: Beginning at the intersection of Cornell Avenue and Mead Avenge thence easterly along Mead Avenue to Third Avenue South; thence southerly along 113 F_ 11.4 V Third Avenue South to Pierce Street; thence westerly along Pierce Street to Cornell Avenue!ko Mead Avenue which is the place of beginning, situate in the City of Yakima, Washington. All persons who may desire to object to said proposed improvement are hereby notified to appear and present such objections, if any, at a meeting of the City Commission to be held at its office in the City Hall in the City of Yakima, Yakima County, Washington, at the hour of 10 o'clock a.m. on Monday, the 23rd day of July, 1956; which time and place are hereby fixed for the hear. __ng of all matters relating to said proposed improvement or objections thereto, and for determining the method of payment for said improvement; and the pity Clerk is hereby directed to give due notice of said. hear- ing and of the intention to make the aforesaid improvement. All costs and expenses in connection with the conttruction of said improvement, including the engineering,, inspection, right -of -way, advertising, publication of notices and all other expenses incident thereto, shall be levied and assessed against all of the property legally and properly assessable therefor as provid- ed by law and as above described; and the City Engineer is hereby directed to submit to the City Commission at or prior to the date fixed herein for said hearing, all of the data and other information recuired by law to be by him submitted; all of said improve- ment to bey --: :constructed in full accordance with the plans and specifications to be pre- pared by the �'ity Engineer and filed with the City Clerk. BEHNKE Mayor The City Engineer having reported the completion of the Englewood Park Sewer being L.I.D. No. 831, by the contractor, said work is hereby accepted and the City Engineer insteucted to prepare an assessment roll for said district and the City Clerk authorized to,give notice of hearing on said roll for Monday, July 23, 1956, 10 o'clock a.m.: carried, Behnke, Schutt and Mathews voting aye on roll call. Moved by Schutt, seconded by Mathews that the request of Fire Chief, W. K. Moore to call for bids to repair the roof of Fire Station Number One and purchase a new door f'or Fire Station Number Two, be tabled for further study: carried, Behnke, Schutt and Mathews votin,a; aye on roll call. Moved by Schutt, seconded by Mthews that the request of John Maloney presented by the Planning Commission, to rezone the Southeast corner of 16th Avenue and Summitview Avenue, be and the same is hereby referred back to the Planning Commission for further study: carried, Behnke, Schutt and Mathews voting aye on roll call. Because delay has been prevelent on nearly all projects due to bad weather last winter, it was MOVED by Mathews, seconded by Schutt that we grant a two months extension of time on the contract of Ranney Method Western Corporation as per their request: carried, Behnke, Schutt and Mathews voting aye on roll call. Moved by Schutt, seconded. by Mathews that Carl Loy be appointed to the position of Assistant City Attorney to succeed Lauren W. Dobbs; said appointment to take effect the lst day of July, 1956 and to continue during th-e pleasure of' the City Commission or until his successor is duly appointed: carried, Behnke, Schutt and Mathews voting aye on roll call. Moved by Mathews, seconded by Schutt that the petition for annexation of property situated south of Terrace Heights Way between 12th and ljth Streets be deferred until a larger area is submitted: carried, Behnke, Schutt and Mathews voting aye on roll call. Moved by Mathews, seconded by Schutt that the request of the property owner to connect 806 West Meade Avenue to-the city 'sewer be denied: carried, Behnke, Schutt and Mathews voting aye on roll call. Moved by Schutt, seconded by Mathews that the request of Robert Alderson to connect.:to the city sewer be denied: carried, Behnke, Schutt and Mathews voting aye on roll call.
