Moved by Mathews, seconded by Schutt that the minutes of the adjourned meeting of June 6, 1956, be approved as read: carried, Behnke, Schutt and Mathews voting aye on roll call. I This being the time for receiving bids for paving alleys in Blocks 89, 109 City and others, L.I.D. 828, the bid of De Atley Paving Company was the only one received. This bid was referred to the .City Engineer for recommendation. This being the time for healAoh on Resolution No. C -1382 providing for the construction of a domestic water system on South lst S<treet,dnd Mead'Avenue, and there being objection by.Mr. Woodrow J..Kluth and Mc Guire Lumber.'Company, it was MOVED by Mathews and seconded by Schutt .that this proje'''ct' be referred to the erngineer foie further study: carried, Behnke, Schutt _anal' Mathews voting, aye on roll call. Moved by Mathews, seconded by Schutt that the City Engineer having reported the completion of the Lincoln- Cresent Sewer District,' L.J.D. 835, by the contractor, said work is hereby accepted,'and the'City Engineer 'instructed ' to prepare an assessment roll for said district, and the City Clerk authorized to give notice of hearing on said roll for Monday, July 2, 1956 at 10 o'clock a.m.: carried, Behnke, Schutt and Mathews voting aye on roll call. Moved by Mathews, seconded by Schutt that Ordinance No. B -1894, amending Ordinance No. B -1476, imposing a lien upon I property for delinquent garbage collection service charges, be passed as read: carried, Behnke, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -1894, AN ORDINANCE amending Ordinance No. B- 1876,'entitled "AN ORDINANCE imposing a lien'upon property for delinquent garbage collection service charges and amending subdivision (C) of Section 10, of Ordinance -No. B -1523 entitled 'AN, ORDINANCE relating to public health and sanitation; providing for and regulating the ,.compulsory collection in disposal of garbage, refuse and dead animals in the City of Yakima; regulating the operation of the City Dump and collection service; creating a special fund and providing f'or the payment of monies into said fund; providing penalties for the violation hereof; and repealing Ordinance No. B -1511 and all other ordinances a and parts of ordinances in conflict herewith'." Moved by Schutt and seconded by Mathews that Ordinance No. B- 1695, repealing Section 1 of Ordinance No. B -1893, same being amendments to the Water Code, Ordinance No. B -606, for the City oi' Yakima, be passed as read: carried, Behnke; Schutt and Mathews voting -aye on roll call. ORDINANCE NO. B -1895, AN ORDINANCE repealing Section. 1 of Ordinance No. B -1893 entitled "AN ORDINANCE repealing Section 34 and 'amending Section 36 of Water Code Ordinance No. -606, entitled: 'An ordinance relating to the regulating and operation of the Water Department of the City of Yakima; providing for the management and control thereof; pro- viding for rules regulating and fixing the use and price of water supplied by the City and connections therewith; amending and 'rewriting Ordinance A -988 as amended; providing penalties for the violation thereof; repealing certain ordinances and declaring an emergency;' and prescribing penalties for the delinquency in the payment of water bills." Moved by Mathews, seconded by Schutt that Sam H. Hobbs be appointed to the position of City Engineer to succeed Arthur Collins, resigned; said appointment to take effect this 11th day of June, 1956 and to continue during the pleasure 'of the City Commission or until his successor is duly'appointed: carried., Behnke,,Schutt and Mathews voting aye on roll call. RESOLUTION NO. C, -1396, BEFORE THE CITY COMMISSION-OF THE CITY -OF YAKIMA, WASHINGTON IN THE MATTER OF THE VACATION OF ) a portion of Washington Avenue in ) RESOLUTION NO. C -1396 the City of Yakima, Yakima County, ) Washington. ) A RESOLUTION fixing the time of hearing re: vacation of street. WHEREAS, the City of Yakima owns the real estate abutting upon the street hereinafter mentioned and said City desires to vacation said street described as follows, to-wit: Beginning 2u feet east of the southwest corner of the Southeast J 1 �l 1 .l 11 JUNE 1 1956 quarter of the Northeast quarter of Section 34, Township 3 North, Range 18, E.W.M., said point being the point of intersection of the center line of Washington Avenue with the easterly line of Sorenson Road extended northerly; thence easterly 3344.88 feet.to a point which is 2020.88 feet easterly from the west 1/4 corner of Section 35, Township 13 North, Range 18 E.W.M., in Yakima County, Washington. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That the matter of the vacation -of said street shall be brought on for hearing; and determination on Monday, the 16th day of July, 1956, at the hour of 10:00 o'clock a.m. in the forenoon on said day at the office of the City Commission of the City of Yakima, at the City Hall in Yakima, Yakima County, Washington., or as soon thereafter as the sbame'may be heard, and that notice of said hearing be given as provided by law. day of June, 1956. BEHNKE Mayor This being the time for further hearing on Resolution No. C -1382, providing for the con- struction of a Domestic Water System on South First Avenue and Mead Avenue, more par- ticularly described and set forth in said resolution and the objections to said project having been satisfied, it was MOVED by Mathews, seconded by Schutt that Ordinance No. B -1896, creating L.I.D. No. 843, be passed as read: carried, Behnke, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -1896, AN ORDINANCE providing for the improvement of property in the City of Yakima by the construction of a domestic water system, establishing a local improvement district, providing for the method of payment therefor, and creating a special fund. Moved by Mathews, seconded by Schutt that we reject the bid received Monday, June 11, 1956 from De Atley .Paving Company, t'or paving alleys in Blocks 89 and 109 City and other L.I.D•. No. 828: carried, Behnke, Schutt and Mathews voting aye on roll call. Moved. by Schutt, seconded by Mathews that we create a position to be known as Purchasing Agent for the purpose of making all purchases for all departments of the City and to be paid by the various departments on the percentage of their needs: carried, Behnke, Mathews and Schutt voting aye on roll call. Moved by Schutt, seconded by Mathews that we create a position of Personel Director: carried, Behnke, Schutt and Mathews voting aye on roll call.
