The minutes of the regular meeting of Monday'14, 1956 and adjourned meeting thereof, be approved as read. This being the time for the hearing on Resolution No. C -1368, providing for the construc- tion of an irrigation disteict for all of the lots in Chestnut Park Addition, and there being no objections in writing, or otherwise, to said improvement, or any part thereof; it was MOVED by Huey, seconded by Huza that Ordinance No. B -1881, creating L.I.D. No. 842, be passed as read: carried, Burns, Huza and Huey voting aye on roll call. ORDINANCE NO. B -18812 AN ORDINANCE providing for the improvement of property in the City of Yakima, Washington, by constructing an irrigation system to serve various lots and tracts of land; establishing a Local Improvement District; providing for the method of payment therefor, and creating a special fund. Moved by Huza, seconded by Huey that Ordinance No. B -1882 providing for an expenditure of funds not to exceed X4,500.00 for the construction of a new concrete reinforced bridge over the Wide Hollow Creek at the Municipal Airport, and which was introduced and read in full by the City Clerk on Monday, May 14, 1:956 and laid on the table for one week, be passed as read: carried, Burns, Huza and Huey voting aye on roll call. ORDINANCE NO. B -1882, AN ORDINANCE providing for the expenditure of funds not budgeted for the construction of a new concrete reinforced bridge at the Yakima Municipal Airport, and declaring an emergency. Moved by Huza, seconded by Huey that Ordinance No. B -1883, providing for the expenditure of funds not provided for in the 1956 budget in the sum of $4,435.20, for extra labor for the City Street Department, which was introduced and read in full by the city Clerk on Monday, May 14, 1956 and laid on the table for one week, be passed as read: carried, Burns, Huz. and Huey voting aye on roll call. ORDINANCE NO. B -1883, AN ORDINA_NCE providing for the expenditure of funds not budgeted for extra labor for the Street Department, and declaring an emergency. Moved by Huey, seconded by Huza that Ordinance No. B -1884, relating to and regulating the sale, installation and servicing of heating appliances in the City of Yakima; pro- viding for the enforcement thereof; prescribing penalties for violation thereof; re- pealing Ordinance No. B -18L5, and declaring an emergency, be passed as read: carried, Burns, Huza and Huey voting aye on roll call. ORDINANCE NO. B- 188L�, AN ORDINANCE relating to and regulating the sale, installation and servicing of heating appliances in the City of Yakima; providing for the enforcement thereof; prescribing penalties for violations thereof; repealing Ordinance No. B -1845; and declaring an emergency. Moved by Huey, seconded by Huza that this being the time for the hearing on the petition of 0. G. Chisholm and wife, for the annexation of the Westover Terrace Addition and also the property owned by Dick Madcb x and there being no objections in writing or otherwise to said annexation or any part thereof; it is ordered that Ordinance No. B -1885, annex- ing said property and every part thereof be passed as read: carried, Burns, Huza and Huey voting aye on roll call. ORDINANCE NO. B -1885, AN ORDINANCE providing for the annexation and zoning by the City of Yakima, Washington, of certain property contiguous to the City of Yakima, Washington. Moved by Huey, seconded by Huza that this being the time for the hearing on the petition of 0. G. Chisholm, et ux, et al, for the annexation extending from West Chestnut Street to Summitview Avenue, and there being no objections in writing or otherwise to said annexation, or any part thereof; it is ordered that Ordinance No. B -1886 annexing said property and every part thereof, be passed as read: carried, Burna, Huza and Huey voting aye on roll call. ORDINANCE NO. B -1886, AN ORDINANCE providing for the annexation by the City of Yakima Washington, of certain property contiguous to the City of Yakima, Washington. Moved by Huey, seconded by Huza that the resignation of Fred W. Richards, Superintendent of the Parking Meter Department, to take effect May 29, 1956, be accepted: carried, Burns, Huza and Huey voting aye on roll call. Moved by Huza, seconded by Huey that the City Clerk is hereby authorized and directed to give notice to bidders for the construction of grading and paving with asphaltic.con- crete placed on a crused rock base various alleys in L.I.D. No. 82$; said bids to be received on Monday the iltht day of June 1956, at 10 otclock a.m.: carried, Burns, Huza and Huey voting aye on roll call. An ordinance providing for the expenditure of funds not budgeted in the sum of 4`455.50 for the Building Inspector for the payment of the cost of examination and checking the plans and specifications of the new school building near Tieton Drive and 40th Avenue, which item was not forseen at the time the 1956 budget was approved, was introduced and read in full by the City Clerk and laid on the table for one week as provided by law and the City Charter. Moved by Huey, seconded by Huza that Resolution No. C -1385, being a Resolution of Intention to construct curbs and gutters on various streets in the City of Yakima, said described property being more particularly described in said Resolution, and fixing the date of hearing on said Resolution as of Monday, the 25th day of June, 1956, at 10 otclock a.m. be adopted as read: carried, Burns, Huza and Huey voting aye on roll call. RESOLUTION NO. C ®1385, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That it is its intention to improve the following streets by grading, ballasting, surfacing and constructing concrete curbs and gutters; MAY 21,x,1956 The west side of Third Avenue South, Fourth Avenue South, Fifth Avenue South, Sixth Avenue South, and the east side of Cornell Avenue, from Mead Avenue to Pierce Street; The South side of Mead Avenue from Cornell Avenue to Sixth Avenue South and from Fifth Avenue South to Third Avenue South; Lomg street and the north side of Pierce Street from Cornell Avenue to Third Avenue South. The district to b,e served by and assessed for the above describec improvement is situate in Yakima County, Washington, and described as follows: Beginning at the intersection of Cornell Avenue and Mead Avenue; thence easterly along Mead Avenue to Third Avenue South; thence southerly along Third Avenue South to Pierce Street; thence westerly along Pierce Street to Cornell Avenue; thence northerly along Cornell-Avenue to Mead Avenue which is the place of be- ginning, situate ' in t he City of Yakima, Washington. 1-111 persons who may desire to object to said proposed improvement are - hereby notified to appear and present such objections, if any, at a meeting of the City Commission to be held at its office in the City Hail in the City of Yakima, Yakima County, Washington, at the hour of 10 otclock a.m. on Monday, the 25th day of June, 1956; which time and place are hereby fixed for the hearing of all matters relating to said proposed improvement or objections thereto, and for determining the method of payment for said improvement; and the City Clerk is hereby directed to give due notice of said hear- ing and of the intention to make the aforesaid improvement. All costs and expenses in connection with the construction of said improvement, including the engineering, inspection, right -of -way, advertising, publication of notices and all other expenses incident thereto, shall be levied and assessed against all of the property legally and properly assessable therefor as provid- ed by law and as above described; and the City Engineer is hereby directed to submit to the 'ity Commission at or prior to the date fixed herein for said hearing, all of the data and other information required by law to be by him submitted; all of said improve- ment to be constructed in full accordance with the plans and specifications to be pre- pared by the City Engineer and filed with the City Clerk. BURNS Mayor Moved by Huza, seconded by Huey that Resolution No. C -1386, authorizing the Mayor and the City Clerk to execute a lease on behalf of the City of Yakima with Fred Squire and wife, for approximately 300 square feet of space in the Municipal Airport, be adopted as read: carried, Burns, Huza and Huey voting aye on roll call. RESOLUTION NO. C -1386, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That the Mayor and City Clerk, on behalf of said city, are here- by authorized and directed to execute a lease to Fred Squire and Crystal Squire, husband, and wife, for a period commencing May 1, 1956, and terminating August 31, 1956, with an option for renewal for an additional three year period, at a rental of $10.00 per month f'or the months of May, June, July and August, 1956, and X75.00 per month thereafter, payable monthly in advance, of approximately 300 square feet of space in the northwester- ly portion of the main floor of the Administration Building of the Yakima Municipal Airport; according to the terms and conditions of said lease copy of which is attached hereto and incorporated by reference herein. BURNS Mayor Moved by Huza, seconded by Huey that Resolution No. C -1387, authorizing the Mayor and City Clerk to execute a lease for and on behalf of the City of Yakima with the United States of America for the second floor of the old City Hall building for a term commenc- ing May 16th, 1956, and terminating on the 30th day of June 1957, be adopted as read: carried, Burns, Huza and Huey voting aye on roll call. RESOLUTION NO. C -1387, BE IT RESOLVED BY THE CITY COMMISSION OF T.FIE CITY OF YAKIMA: That the .Mayor and `'ity Clerk, on behalf of said city, are here- by authorized and directed to execute a lease to the United States Government of the second floor of the old City Hall building in said City of Yakima, for use as a Naval Reserve Electronics Facility, for a term commencing May 16, 1956 and terminating June 30, 1957, with an option to renew said lease from year to year upon the same terms and conditions, provided that no renewal thereof shall extend beyond June 3U, 1961, at a monthly rental of $60.00 per month, payable :jp90.00 after June 30, 1956, for the period May 16, 1956 to June 30, 1956, and thereafter in quarter- annual installments of 6180.00 at the end of each quarterly period, according to the terms and conditions as more fully stated in said lease, copy of which is attached hereto and incorporated by reference herein. Raynor for the annexation_of certain property in the City of Yakima, more particularly described and set forth in said petition, is hereby accepted, and the date of hearing on said petition to be Monday the 28th day of May,-1956 at 10 o'clock a.m.: carried, Burns, Huza and. Huey voting aye on roll call. Moved by Huza, seconded by Huey that Shelton Realty Company be allowed the sum of $250.00, for services rendered for Airport and Disposal Plant: carried, Burns, Huza and Huey voting aye on roll call. Moved by Huza, seconded by Huey that the 'ity of Yakima proceed to construct,a.,rein- forced concrete bridge over the Wide Hollow Creek at Municipal Airport by force account and the City Attorney is hereby instructed to prepare a resolution authorizing said construction work: carried, Burns, Huza and.Huey voting aye on roll call.
