The minutes of the regular meeting of Monday., March 19p 1956, and adjourned and recess meetings thereof, were approved as read. This being the time for the hearing on Resolution No. C -1349, providing for the King Street irrigation system, and there being no objections in writing or otherwise to said Improvement, or any part thereof; it was MOVED by Huey, seconded by Huza that Ordinance No,. .B -1862, creating L.I.D. No. 837, be passed as read: carried,.Burne, Huza and Huey voting aye on roll call. ORDINANCE NO. B -1862, AN ORDINANCE providing for the improvement of certain property the City of Yakima, Washington, by constructing an irrigation system to serve various lots-and tracts of land; establishing a Local Improvement District; providing for the method of payment therefor, and creating a special fund. Moved by Huey, seconded by Huza that Ordinance No. B -1863, providing for the expenditur of funds not budgeted for the payment of the cost of repairing fire damage to a Street Department shed at the City Street Department, and declaring an emergency, be passed as read: carried, Burns, Huza and Huey voting aye on roll call. ORDINANCE NO. B -1863, AN ORDINANCE providing for the expenditure of funds not budgeted for the payment of the cost of repairing fire damages of the Street Department shed at South Third Avenue and Division, and declaring an emergency. Moved by Huey,.seconded by Huza that Ordinance No. B -1864, amending subdivisions (h) and (j) of Section 88 of Ordinance No. B -1526, with reference to fifteen minute parking on the North-side of East "A" Street between Second Street and the alley between Second and Third Streets, be passed as read: carried, Burns, Huza and Huey voting aye on roll call ORDINANCE NO. B -1864, AN ORDINANCE amending subdivisions (h) and (j) of Section 88 of Ordinance No. B -1526 entitled "AN ORDINANCE relating to and regulating traffic, travel and transportation and their incidents upon the streets and other ways open to the public; prescribing the powers and duties.of officers and others in relation thereto; defining offenses; providing penalties, and repealing Ordinance No. B- 131.and all amend- ments thereof and all other ordinances in so far as they are in conflict therewith, and declaring an emergency ", as amended by Ordinance No. B -1546, and declaring an emergency. This being the time for receiving bids for the construction of the Lincoln - Crescent sewer district in L.I.D. No. 835, the following were received: N. L. Kimball Carroll & Sanislo Paul R. Henley $1,136.50 1,106.90 912.25 it was MOVED by Huey, seconded by Huza that the bid of Paul R. Henley, in the sum of 0912.25 being the lowest and best bid, same be accepted and the Mayor and City Clerk authorized to enter into a contract with mid Paul R. Henley on behalf of the City of Yakima for doing said work, upon receipt of the proper bond as required by law: carri Burns, Huza and Huey voting aye on roll call. Moved by Huey, seconded by Huza that the City Clerk is hereby authorized and instructed to give notice to bidders by, publication as required by law, for the construction of an irrigation system known as the "King Street" system; said bids to be received on Monday, April 9;•.1956, at 10 o'clock a.m.: carried, Burns, Huza and Huey voting aye on roll call. Moved by Huey, seconded by Huza that the City Clerk is hereby authorized and instructed to give notice to bidders by publication as required by law, for the construction of a reinforced concret bridge,extention on 16th Avenue North at Cherry Avenue; said bids to be received on Monday, the 9th day of April, 1956 at 10 o °clock a.m;: carried, Burns, Huza and Huey voting aye on roll call. Moved by Huey, seconded by Huza that the City Clerk is hereby authorized and instructed to give notice to bidders by publication as required by law, for the purchase of 350 gallons of yellow paint and 650 gallons of white paint for the City Street Department; said bids to be received on Monday, the 9th day of April, 1956 at 10 o'clock a.m.: carried, Burns, Huza and Huey voting aye on roll call. Moved by Huey, seconded by Huza that Resolution No. 0-1357, being a Resolution of inten tion to improve a portion of Swan Avenue by grading, ballasting, surfacing and con- structing-concrete curbs and gutters, and fixing the time for the hearing on said reso- lution as of Monday, the 16th day of April, 1956 at 10 o'clock a.m.: carried, Burns, Huza and Huey voting aye on roll call. RESOLUTION NO, C -1357, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That it is its intention to improve a portion of Swan Avenue by grading, ballasting, surfacing and constructing concrete curbs and gutters together witl the necessary drainage features consisting of curb boxes, 8 inch pipe siphons and 175 lineal feet, more or less, of 8-inch pipe drain. The district to be served by and assessed for the above de- . scribed improvement is situate in Yakima County, Washington, and described as follows: Beginning at a point on the north line of Swan Avenue 147 feet east of the east line of 16th Avenue North; thence north 150 feet; thence ,easterly to a point on the east line-of the North- east quarter of the Southwest quarter of the Southwest quarter of Section 13, Township 13 North, Range 18 E.W.M., which is 90 feet north of the north line of Swan Avenue; thence south 240 feet to a point 90 feet south of the south line of Swan Avenue; thence westerly and parallel with Swan Avenue to the center lin FF 0 MARCH 269 196 of the P,P.&L. Co's Canal; thence southwesterly along said center line to a point 139.7 feet south of,the south line of Swan Avenue; thence westerly and parallel with Swan Avenue to a point 147 feet east of the east line of 16th Avenue North; thence north to the point of beginning, situate in Yakima County, Washington. All persons who may desire to object to said proposed improve- ment-are hereby notified to appear.and present such objections, if any, at.a meeting of the City Commission to be held at its office in the City Hall in the City of Yakima., Yakima County, Washington, at the hour of 10 o'cicok a.m. on Monday, the 16th day of April, 1956; which time and place are hereby fixed for the hearing of all matters re- lating to said proposed improvement or objections thereto; and for determining the method of payment for said improvement; and.the City Clerk is hereby directed to give due notice of said hearing and of the intention to make the aforesaid improvement. All costs and expenses in connection with the construction of said improvement, including the engineering, inspection, advertising, publication of notices and all other expenses incident thereto, shall be levied and assessed against all of the property legally and proPerly assessable therefor as provided by law and as above described; and the City Engineer is hereby directed to submit to the City Com- mission at or prior to the date fixed herein for,said hearing, all of the data and other information required by law to be by him submitted, all of said improvements to be con- structed in full accordance with the plans and specifications to be prepared by the City Engineer and filed with the City Clerk. Mayor Moved by Huey,, seconded by Huza that Resolution No. 0-1358, being.a resolution of inten- tion to improve Lots 1 to 27, Liebert Addition, and the south 70 feet of the west 140 feet of the East 165 feet of the west half of the Northeast quarter of the Northeast quarter of Section 27 -13 -18 E.W.M;, and fixing the date of hearing on said resolution as of Monday, the 16th.day of April, 1956 at 10 o'clock a.m.: carried,.Burns, Huza and Huey voting aye on roll call. RESOLUTION NO. C -1358, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That it is its intention to improve the property within the following described district by constructing a pipe sewer with the necessary wye branch- es, manholes and flush tanks with water connections therefor; all of said improvement to be constructed in full accordance with the plans and specifications'to be prepared by the City Engineer and filed with the City Clerk. The district to be served by and specially benefited by and assessed for the above described improvement is situate in.the City of Yakima, Yakima County, Washington, and described as follows: Lots 1 to 27 inclusive of Liebert Addition, and the South 70 feet of the West 140 feet of the East 165 feet of the West half of the Northeast quarter of the Northeast quarter of Section 27, Township 13 North, Range 18 E.W.M., Yakima County, Washington. All persons who may desire to object to said proposed improve- ment are hereby notified to appear and present such objections, if any, at a meeting of the City Commission to be held at its office in the City Hall in the City of Yakima, Yakima County, Washington, at the hour of 10 o'clock a.m. on Monday, the 16th day of April, 1956; which time and place are hereby fixed for the hearing of all matters re- lating to said proposed improvement or objections thereto; and for determining the method of payment for said improvement; and the City Clerk is hereby directed to give due,notiee of said - hearing and of the intention to make the aforesaid improvement. Tipple for the vacation of a 10 foot strip of 20th Avenue South from Lombard Lane to the Naehes and'Cowiche Ditch, be accepted and referred to the City Attorney to prepare the necessary proceedings: carried, Burns,.Huza and Huey voting aye on roll call. Moved by Huey, seconded by Huza that the etition of A. L. Baxter for the annexation of the property at the Northwest corner of 24th Avenue South and West Washington Avenue, be accepted and the same referred to the City Attorney to prepare the necessary proceed- ings; carried, Burns, Huza and Huey voting aye on roll call. Moved by Huey, seconded by Huza that the petition of John R. Harman and wife for the annexation of the west-780 feet of the north 320 feet of the Southwest quarter of Section 36 -13 -19 E.W.M., be accepted and referred to the City Attorney to prepare the necessary proceedings: carried, Burns, Huza and.Huey voting aye on roll call.
