Moved by Huza,.seeonded by Huey that Ordinance No' B- 1842a,providing..for.the expenditure of funds not budgeted for the Policemenos.Relief & Pension Fund, which -as introduced on Monday, :February 6, 1956, and read in full, be passed as read: carried, Burns, Huza and Huey voting aye on roll call. ORDINANCE NO. B- 1842a, AN ORDINANCE providing for the expenditure of:funds not budgeted for the Policemenls'Relief & Pension Fond, and declaring an emergency. .... Moved by.Huey, seconded by Burns that Ordinance No. B -1843, providing for the submission to the qualified electors of the City of Yakima at the general election to be held on the 13th day.of March, 1956, the proposition of authorizing the sum of WO.000 to pay,part of the cost of piping, covering and fencing certain open irrigation ditches and.the Pacific Power & Light Wasteway within the City, be passed as read: carried, Burns, Huza and Huey voting aye.on roll call. ORDINANCE NO. B -1843, AN ORDINANCE of the City of Yakima, Washington, providing for the submission.-to the qualified electors of the city at a special elebtion to be held there- in of a proposition authorizing the issuance of general obligation bonds in the principal sum of $400,000 to pay part of the cost of piping, covering, and /or fencing certain open irrigation ditches and the Pacific Power & Light Wasteway within the city.. B- 18440 AN ORDINANCE relating to and regulating the installation, mainten ante and use of 'gas transmission and distribution piping systems; adopting by reference section 8 of the American Standard Code of Pressure Piping, 1955; making certain except- ions, changes and amendments thereto; prescribing penalties for violations thereof; and declaring an emergency. Moved by Huey, seconded by Huza that Ordinance No. B -1845, relating to and regulating thi sale, installation and servicing of ,heating appliances, and providing for the enforcement thereof, be passed as read : - carried, Burns, Huza and Huey voting aye on roll call. B -1845, AN ORDINANCE relating to and regulating the sale, installation and servicing of heating appliances in the City of Yakima; providing for the enforcement thereof; prescribing penalties.for violations thereof; and declaring an emergency. B -18462 AN ORDINANCE requiring permit issued by.the Fire Marshal for the installation, maintenance or use of gas appliances and piping; adopting by reference the "American Standard Installation of Gas Piping and Gas Appliances in Buildings", 1954 edition, subject to certain exceptions and amendments thereof, OAmerican Standard Re- quirements for Installation of Gas Equipment in Large Boilers "; 1950 edition, (approved by the American Standards Association),: "Standards of the National Board of Fire Under- writers for the Storage and Handling of Liquified- Petroleum Gases ", 1954 edition, (as recommended by the National Fire Protection Association; National Board of Fire Under- writers Code No. 58), and "Standards of the National Board of Fire Underwriters for the Storage and Handling of Liquified Petroleum Gases at Utility Gas Plants ", 1954 edition, (as recommmended by the National Fire Protection Association; National Board of Fire Underwriters Code No. 59); prescribing penalties for violations thereof; and declaring an emergency. Moved by Huey, seconded by Huza that Resolution No. C -1340, being a resolution of inten- tion to improve the east side of 16th Avenue South from Lenox Avenue to Mead Avenue by the construction of concrete curbs and gutters; the hearing on said resolution to be on Monday, the 5th day of March, 1956, be adopted as read: carried, Burns, Huza and Huey voting aye on roll call. RESOLUTION NO. C -1340, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That it is its intention to improve the east side of Sixteenth Avenue South from Lenox Avenue to Mead Avenue by grading, ballasting, surfacing and con- strueting concrete curbs and gutters. The district to be served by and assessed for the above described improvement is situate in Yakima County, Washington, and described as follows: Beginning at the intersection.of Sixteenth Avenue South and Lenox Avenue; thence easterly along Lenox Avenue to a point mid- way between Sixteenth Avenue South and Fifteenth Avenue South; thence southerly and parallel with Sixteenth Avenue South to Mead Avenue; thence westerly along Mead Avenue to Sixteenth Avenue South; thence northerly along Sixteenth Avenue South to the point of beginning, situate in Yakima, Yakima County, Washington, All persons who may desire to object to said proposed improve- ment are hereby notified to appear and present such objections, if any, at a meeting of the City Commission to be held at its office in the City Hall in the City of Yakima, Yakima County, Washington, at the hour of le o °clock a.m. on Monday,.the 5th day of Man 1956; which time and place are hereby fixed for the hearing of all matters relating to 1 1 1 1 Li 1 FEBRUARY 14.6-195 said proposed improvement or objections thereto, and for determining the method of pay - m®nt.for.said improvement; and the City Clerk is hereby.direeted to give due notice of said hearing and of the intention to make the aforesaid improvement. All costs and expenses in connection with the construction of said improvement, including the engineering, inspection, advertising, publication of notices and all other expenses incident thereto, shall be levied and assessed against all of the property.legally and properly assessable therefor as provided by law and as above described; and the City Engineer is hereby directed to submit to the 01ty Com- mission at or prior to the date fixed herein for said hearing, all of the data and other information required by law to be by him submitted; all of. said improvements to be con- structed in full accordance with the plans and specifications to be prepared by the Cit; Engineer and filed with the City-Clerk, ADOPTED BY THE CITY COMMISSION this 14th day of February, 1956. BURNS Mayor Moved by Huey, seconded by Huza that Resolution No. C -1341, transferring the sum of $3798.16 from item $9000400 for Rehabilitation of Streets, to-pay for rental of snow r moval equipment, be adopted as read: carried, Burns, Huza and Huey voting aye on roll call. RESOLUTION NO. C -1341, WHEREAS, the budget of the Street Department for 1956 contains an item of $9000.00 for Rehabilitation of Streets, and due to an emergency the sum of $3798.16 is needed to pay for rental of snow removal equipment, and that funds therefor were not provided in the 1956 budget and it was impossible at the time of making said budget to have reasonably foreseen the need for such sums for said purpose; now, there- fore, BE IT.RESOLVED BY THE CITY COMMISSION -OF THE CITY OF YAKIMA: That the sum of $3798.16 is hereby transferred from the said $9000.00 item in the Street Department Budget to pay for rental of snow removal equip- ment and that the expenditure of said sum for said purpose is hereby fully and in all respects authorized and approved, and the'.appropriate city officials are hereby author- ized, empowered and directed to do any and all things necessary or proper for carrying out this resolution.. BURNS Mayor Moved by Huey, seconded by Huza that Resolution No. C -1342, providing that the City Street Department shall construct, grade and ballast a new street, namely; South 46th Avenue to South 43rd Avenue on account of the erection of a new high school building and a new junior high school building in said area, be adopted as read :. carried, Burns, Huza and Huey voting aye on roll call. RESOLUTION NO. C -13421, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That the City Street Department shall construct, grade, ballast a new street, to-wit: South 4oth Avenue from Tieton Drive to Viola Street, and Viola Street from South 40th Avenue to South 43rd Avenue. An emergency exists therefor re- quiring said street construction by reason of,the.pending construction of a new high school building and new junior high school building in said area, ADOPTED BY THE CITY COMMISSION this 14th day of February, 1956. Huza voting NO. RESOLUTION NO. 0-13439 BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA, WASHINGTON: That there shall be submitted to the qualified voters of said city at the election on Tuesday, March 13, 1956, for approval or rejection the following ballot proposition: nFROPOSITION COUNCIL-MANAGER CHARTER AMENDMENT "Shall the City of Yakima amend Articles II and III of its City Charter in the manner provided in the petition therefor filed with the City Clerk on February 10,'1956 for the adopt- ion of the Council-Manager Form of Government?
