The City Commission met in regular session,'Mayor Burns and Commissioners Huza and Huey
present on roll call.
The minutes of the regular meeting of Tuesday, January 3, 1956, and adjourned meeting
thereof, were approved as read.
This being the time for the hearing on Resolution No. C -1318, providing for the construe
tion of pipe sewers with the necessary wye branches and manholes in Lots 1 to 16 incluab
of Westwood Addition; Lots 1 to 15 inclusive of Ressel Homesites; Lots 1 to 28 inclusive
of Englewood Park; Lots 1 and 12, Block 4, The Uplands; and the east 125 feet of the wee
485 feet of the South 135 feet of the north 165 feet of the northwest quarter of the
northeast quarter of Section 21, Township 13 North, Range 18 E.W.M.; it was MOVED by Hue
seconded by Huza that Ordinance No. B®1817, creating L.I.D. No. 831, be passed as read:
carried, Burns, Huza and Huey voting aye on roll mall.
ORDINANCE NO. B -18179 AN ORDINANCE providing for the improvement of certain property by
constructing -pipe sewers with the necessary wye branches and manholes; establishing a
Local Improvement District, providing for the method of payment thereof, and creating a
special fund.
Moved by Huza, seconded by Huey, that. Ordinance No, B®1818, fixing the time of dell
cy and prescribing the form of bond in L.I.D. No. 812, be passed as read.: carried,
Huza and Huey voting aye on roll call.
ORDINANCE N0. B -18189 AN ORDINANCE fixing the time of delinquency of installments of
assessments levied for the payment of the cost of the improvement in Kcal Improvement
District No. 812, and providing for the issuance of bonds with coupons attached for the
payment of the unpaid portion thereof.
This being the time for the hearing on rezoning Lots 1 to 8 of Block 48, said property
being on the west aide of North 3rd Street from East NBO Street to East 4Cd Street; it
was MOVED by Huey, seconded by Huza that Ordinance No. B -1819, rezoning said property,
passed as read: carried, Burns, Huza and Huey voting aye on roll call,.
ORDINANCE NO. B -18199 AN ORDINANCE rezoning certain specific property situate in the
City of Yakima, Yakima County, Washington.
Moved by Huey, seconded by Huza that this being the time for receiving bids for the pur-
chase of gravel and crushed rock for the City Street Department. Bids were received and
taken under advisement until a later date: carried, Burns, Huza.and Huey voting aye on
roll calla
Moved by Huza, seconded by Huey that Resolution No. C ®1326, transferring the sum of
$3,114,70 from the Insurance and Premium category in the Miscellaneous Department as
follows: to Publications and Printing in the sum of $950.00; to St. Elizabeth Hospital
in the sum of $1,464.70; to L.I.D. Advances in the sum of $450,00; and to Bonds the sum
of $250.00, be adopted as read: carried, Burns, Huza and Huey voting aye on roll call,
RESOLUTION NO. C -1326, WHEREAS, certain items budgeted for maintenance and operation
under Miscellaneous General Government for the calendar year 1955 have been.everspent and
it appearing that an emergency exists requiring the expenditure of the sums hereinafter
mentioned for the purposes hereinafter mentioned in addition to the amounts budgeted
therefor, and that it was impossible at the time of making said budget to have reasonab13
foreseen the need for such additional monies for said purposes, and it further appearing
that the maintenance and operation item in said department for Insurance Premiums will
not be entirely used and sufficient funds are available for transfer; now, therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That the sum of $3114.70 shall be transferred and deducted from
the maintenance and operation item of Insurance Premiums budgeted for Miscellaneous
General Government of said city in 19550 and added to the following items ef.said depar
ment in the following amounts, to -wit : -
To Publications and Printing, the sum of $950.00;
To St. Elizabeth Hospital, the sum of $1,464.70;
To L. I. D. Advances, the sum of $450,00;
To Bonds, the sum of $250.00;
and that the expenditure of said funds.for said purposes and in the manner hereinabove
_mentioned is hereby fully and in all respects authorized and approved; and the appropr
city officials are hereby authorized, empowered and directed to do any and all things
necessary or proper for carrying out this resolution.

fore received for codifying the ordinances of the City of Yakima, and instructing the
City Clerk to readvertise for bids as more particularly set forth and described in said
resoluti ®n, -and fixing the date for receiving bids as of Monday, the 23rd day of January,

RESOLUTION NO. 0-13270 BE IT RESOLVED BY THE CITY COMMISSION OF THE -CITY OF YAKIMA:
That the City of Yakima does hereby reject any and all bids h
tofore submitted for ordinance codification.-on account of the wide diversity therein
cause based on widely varying codification and printing methods,
That the City of Yakima shall have its ordinances -of a general
nature, except the uniform building code, which shall be effective as of February 1, 195

or such date subsequent thereto as may be mutually agreed upon, revised, compiled, codi-
fied and indexed,;and 200 copies thereof printed, including the City Charter as amended
and franchise ordinances, after approval of said codification by the Yakima City Com-
mission and city attorney; and the city clerk is directed to readvertise for competitive
bids therefor, to be opened on January 239 1956, at 10 o'clock a.m. The city reserves
the right to reject any or all bids, waive informalities or to accept any bid which ap-
pears to serve the best interests of the city.
In the codification, prior to the first printing so far as prac-
ticable, errors and obsolete ordinances should be eliminated and inconsistencies and
desirable corrections pointed out after designation thereof specifically to the city
attorney. The number, title and,date of passage of each ordinance should be shown.
The off -set printing method shall be used, on sheets of paper 8*
by 11 inches in size, preferably printed on both sides of the sheet; the same to be
placed in a loose -leaf binder of the.type which can open and lie flat. .
Each bidder is also requested to bid separately on the annual
charge for revising, keeping up to date and printing quarterly loose leaf supplements to
said ordinance codification for a period of seven years or such additional period as may
be mutually agreed upon.

Moved by Huey, seconded by Huza that Resolution No. C -1328, accepting the bid of Lee
Hoffman of Beaverton, Oregon, with reference to Parts A and B for the construction of a
sewerage -lift station and-pipe lines and an air compressor station and other improvement
more particularly set forth in said ordinanoe, and authorizing the Mayor and City Clerk
to execute a contract on behalf of the City.of Yakima in the sum of $175,665.00, be
adopted as read: carried, Burns, Huza and Huey voting aye on roll call.
RESOLUTION NO.. C -13280 BE.IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That the City of Yakima does hereby accept the bid of Lee Hoffma:
of Beaverton, Oregon, with reference to Parts. A and B for the construction of a sewerage
lift station and pipe lines and an air compressor station complete with equipment, aux-
iliaries and pipe lines, as modified by modification to lump ,sum bid, namely, Modifieatiol
No. 1 shown at the top of page 2 of letter to the City Commission from Lee Hoffman dated
January 3, 1956-,the same as modified being for a total contract priee of $1 75,665.00;
and the Mayor and City'Clerk,. on behalf of said city, are hereby authorized to execute
the said revised contract therefor with Lee Hoffman as prepared by Stevens & Thompson
and approved by the City Attorney; and the appropriate city officials are hereby.author-
ized -and directed to make payments-of said contract price to said Lee Hoffman as and
when the same becomes due and payable pursuant to the terms and.conditions of said re-
vised contract.

An ordinance was introduced providing for the employment of a part time City Civil De-
fense Director and providing for a salary of, $1,200.00 and $300.00 for expenses per year
was read in full by the City Clerk'and laid on the table for one week as provided by

ing the typographical error as to the 1974 maturity bonds, so as to show that the bonds
maturing during the years 1974 to 1977, inclusive, shall have a coupon interest rate of
2.75%. that the bid submitted by Blyth & Co. & Foster & Marshall, for said bond issue, ii
hereby accepted: carried, Burns and Huey voting aye on roll call. Huza absent.
It was further MOVED by Huey, seconded by Burns that the checks presented by all of the
---- bidders other than the successful bidder be returned by the City Clerk to said bidders:
