JANUARY 3, 1956
The City Commission met in regular session, Mayor Burns and Commissioners Huza and Huey
present on roll call.
The minutes of the regular meeting of Tuesday, December 27, 1955, and adjourned meeting.
thereof, were approved as read.
This being the time for the hearing on the assessment roll covering L.T.D. No. 827 pro-
viding for a sewer system in Heyduck Park No. 2,.and there.being no objections in writin
or otherwise to said assessment roll, or any part thereof; it was MOVED by Huey, seconde
by Huza that Ordinance No. B -1812, confirming said assessment roll and every part thereo
be passed as read: carried, Burns, Huza and Huey voting aye on roll call.
ORDINANCE NO. B -1812, AN ORDINANCE confirming the assessment roll covering Local Improv
went District No. 827 as created and established by Ordinance No. B -1757 of the Ordinancx
-of the City of Yakima.
This being the time for the hearing on Resolution No. C -13149 providing for the construcl
ion of a domestic water system, beginning at the intersection of the center line of Fair
Avenue and the center line of Terrace Heights Way, more particularly described and set
forth in said resolution, and there being no objections in writing or otherwise to said
improvement, or any part thereof; it was MOVED by Huey, seconded by Huza that Ordinance
No. B -1813, creating L.I.D. No. 830, be passed as read: carried, Burns., Huza and Huey
voting aye on roll call.
ORDINANCE NO. B- .18139 AN ORDINANCE providing for the improvement of property in the Cit
of Yakima by construction of a domestics mater system, establishing a local improvement
district, providing for the method of payment therefor, and creating a special fund.
Moved by Huza, seconded by Huey that ,Ordinance No. B -1814, providing for the payment of
the cost of the special city election of December 28, 1955, not to exceed $2000.00, out
of the airport fund, and declaring an emergency, be pasted as read: carried, Burns, Huz
and Huey voting aye on roll call.
ORDINANCE NO. B -1814, AN ORDINANCE providing for payment of the cost of the special cit
election of December 28, not to exceed $2000.00, out of the city airport fund, and de-
claring an emergency.
Moved by Huza, seconded by Huey that Ordinance No. B -1815, transferring the sum of
$200.00, from "Electric Power ". to "New Structures, Pipe, etc." in. the Irrigation Depart-
ment; and the sum of $375.00 be transferred from "Automobile" to "Fuel" and Miscellaneou
items in the City Street Department, and the further sum of $4000.00 be transferred from
"Loader to Replace Scoop" item to "Labor" in said Street Department, be passed as read:
carried, Burns, Huza and Huey voting aye on roll call.
ORDINANCE NO. B -1815, AN ORDINANCE providing for the transfer of funds from certain
budgeted items of the street department and irrigation department of the City of Yakima,
and declaring an emergency.
This being the time for the hearing on the petition of the Metropolitan Park Board for
the annexation of beginning at a point on the oenterline of Fair Avenue 66 feet north of
the northwest corner of the south half of the southwest quarter of the southwest quarter
of the northwest quarter of Section 20, Township 13 North, Range 19 E.W.M.; thence east
parallel with the north line of said subdivision, to a point midway between the east and
west boundary line of said subdivision; thence north parallel with the east line of Fair
Avenue to the north line of the south half of the Southwest quarter of the Northwest
quarter of said Section 20; thence east along said north line to the venter line of Sumac
Lane; thence south along the center line of Sumach Lane to the center line of East Maple
Street; thence westerly and southwesterly along the center line of East Maple Street to
the center line of Fair Avenue; thence north along the center line of Fair Avenue to the
point of beginning,'and there being no objections to.said annexation, or any part thereof
it was MOVED by Huey, seconded by Huza that Ordinance No. B -1816, annexing said property,
be passed as read: carried, Burns, Huza and Huey voting -aye on roll call.
ORDINANCE NO. B -18160 AN ORDINANCE providing for the annexation_by* the City of Yakima,
Washington, of certain property contiguous to the City of Yakima* Washington.
Moved by Huey, seconded by ;Huza that the City Engineer having reported the completion of
the 33rd Avenue South curb and gutter district, in L.I.D. No. 784, by the Contractor,
said work is hereby accepted, and the City Engineer instructed to prepare an assessment
roll for said district, and the City Clerk authorized to give notice of hearing on said
roll for Monday, January 23, 1956 at 10 o'clock a.m.: carried, Burns, -Huza and Huey
voting aye on roll call.
The petition of F. G. Brewer and W. S. Phillips for annexation to the City of Yakima of
Lots 19 and 20, T. J. Hackett Addition, be accepted and referred to the City Attorney for
the necessary proceedings therefor; hearing on said petition to be held on Monday, Januar,
`16, 1956 at 10 o'clock a.m.: carried, Burns, Huza and Huey voting aye on roll call.
Moved by Huey, seconded by Huza that the City Attorney be instructed to prepare a resolu-
tion for an advisory ballot to be placed on the City Primary election to be held on Tues-
day, February 14, 1956, relative to a proposed bond issue for the Yakima Airport: carrled,
Burns, Huza and Huey voting aye on roll call.
Moved by Burns, seconded by Huza that we do now adjourn to meet Friday, January 6, 1956
at 4 o'clock p.m.: carried, Burns, Huza and Huey voting aye on roll call.
ADJOURNED MEETING, FRIDAY, JANUARY 6, 1956, 4 :00 P.M.
The City Election Board met for the purpose of canvassing the returns of the.speeial
election, held"on the 28th day of Dee-ember, 1955 as provided by law, and found that a
total,of 7645 votes were east; 4190 votes were east in favor of the $350,000.00 Airport
Bond Issue, and 3400 votes were cast against said bond issue; said proposition was de-
feated for the reason that at the last General Election of the County of Yakima, 14,164
ballots were cast at said election, requiring a 40% vote, or 5,667 and 60% of said amount
to carry said Bond Issue.

The board further found that 6480 votes were ,cast in favor of- the--9ascade -Natural.-Gas
Company, Inc. franchise, and 983 votes cast against said franchise, and that said pro-
position carried.
Moved by Burns, seconded by Huza that we do now adjourn:. carried,,-Burns., Huza and Huey
voting aye on roll call.
