The City of Yakima Police Department (YPD) is implementing a Commercial Vehicle
Enforcement Program to ensure commercial vehicles are adhering to laws and ordinances
within the city limits. The start up of this program requires specialized equipment to properly
measure commercial vehicle loads.
Loadometer Corporation is the sole vendor selling Haenni & Cie.AG's wheel load weighing
devices. The Haenni WL101 wheel load weigher is the only hydraulic/analog low profile wheel
load weigher in production in the world, and is protected under United States Patent #4,673,049
(see attached letter from Loadometer Corporation).

RESOLUTION NO. R -2013-
A RESOLUTION authorizing the sole source and purchase of 6 portable Haenni WL101
scales from Loadometer.
WHEREAS, Article VI, Section 6 of the City of Yakima Charter and the Yakima Municipal
Code Chapter 1.80 generally require that purchases in excess of $25,000 be done by
competitive bid, subject to certain exceptions; and
WHEREAS, the law recognizes a "sole source purchase" exception from bidding
requirements, when due to the uniqueness of the product to be purchased and the fact there is
only one source for the product, it would be futile to utilize competitive bidding; and
WHEREAS, the Yakima Police Department is starting a Commercial Vehicle
Enforcement Program and needs to outfit the unit with specialized equipment, including scales
for weighing and inspecting commercial vehicles; and
WHEREAS, Loadometer Corporation is the only vendor in the United States supplying
Haenni & Cie.AG products, and the Haenni WL101 wheel load weigher is the only
hydraulic/analog low profile weigher in production, and is protected under United States Patent
#4,673,049; and
WHEREAS, the City Council finds it would be futile to call for bids regarding the Haenni
WL101 scales; and
WHEREAS, the Yakima City Council finds it to be in the best interest of the City to
authorize purchase six (6) Haenni WL101 scales with Loadometer Corporation as a sole source
purchase without calling for bids; now, therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager of the City of Yakima is hereby authorized to purchase to six (6)
Haenni WL101 scales with Loadometer Corporation as a sole source purchase without calling
for bids..

have checked other sources via Amazon and E Bay and have not found another vendor. I also
confirmed through Washington State Patrol sources that this vendor and price is industry
standard.
