A RESOLUTION authorizing and directing the City Manager to implement a Police
Department succession plan to ensure leadership continuity and a
smooth transition through senior command staff early retirements.
WHEREAS, eight of nine Yakima Police Department Command Staff Captains and
Lieutenants are retirement eligible within the next eight months; and
WHEREAS, a staggered retirement plan is necessary to ensure a smooth leadership
transition by encouraging four Lieutenants to retire early, and filling those vacancies with
promotion eligible Sergeants, and
WHEREAS, an early retirement lump sum financial incentive, plus Teamster's
Medical plan payments through August, 2014, will partially offset expected future earnings
for the four Lieutenants, and
WHEREAS, the cost savings to the City will more than offset the expenses of the
program due to vacancy driven savings and hiring of four new Officers; and
WHEREAS, the City Council has determined that it is in the best interest of the City
of Yakima to implement the proposed succession plan attached and previously presented
on July 8, 2013, now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager of the City of Yakima is herby authorized and directed to
implement the attached succession plan.
ADOPTED BY THE CITY COUNCIL this 6 1 day of August 2013.

ITEM TITLE: Resolution authorizing implementation of a Yakima Police
Command Staff succession plan.

SUMMARY EXPLANATION:
Eight of nine command staff members are retirement eligible in the next eight months. To
maintain high standards of professional excellence and a smooth leadership transition, a
succession plan proposing early retirement financial incentives will be offered to four lieutenants
in order to stagger their retirements between October 1, 2013, and September 1, 2014. The four
will be offered an early retirement lump sum incentive of $55,000, plus coverage of their
Teamster's Medical costs through August, 2014. Expected savings exceed the cost for the plan
by nearly double due to replacement of top tier salaries with new officers combined with the
vacancy rate incurred during the hiring process.
