SUBMITTED BY: Tony O'Rourke, City Manager SUMMARY EXPLANATION: Eight of nine command staff members are retirement eligible in the next eight months. To maintain high standards of professional excellence and a smooth leadership transition, a succession plan proposing early retirement financial incentives will be offered to four lieutenants in order to stagger their retirements between October 1, 2013, and September 1, 2014. The four will be offered an early retirement lump sum incentive of $55,000, plus coverage of their Teamster's Medical costs through August, 2014. Expected savings exceed the cost for the plan by nearly double due to replacement of top tier salaries with new officers combined with the vacancy rate incurred during the hiring process.
