The council directed staff to develop some modifications to the existing ordinance that governs panhandling in Yakima, as well as develop a public education campaign regarding panhandling. One of the public education tools presented to the Council was the installation of "giving meters ". These are refurbished parking meters that have been brightly painted and re- signed. They provide an alternative for concerned, compassionate citizens to donate money directly to organizations that provide services to the homeless population, and NOT give money to panhandlers. Installing the meters is a component of the public education campaign.
