CITY OF YAKIMA, WASHINGTON
JANUARY 4,' 2000
BUSINESS MEETING
1. ROLL CALL
The City Council met in session on this date at 2:00 p.m., in
the Council Chambers of City Hall, Yakima, Washington, Mayor
Mary Place, presiding. Council Members Clarence Barnett, Henry
Beauchamp, Larry Mattson, John Puccinelli, and Bernard Sims
present on roll call. Council Member Lynn Buchanan was absent.
City Manager _Zais, City Attorney Paolella, and City Clerk
Roberts were also present.
2. INVOCATION /PLEDGE OF ALLEGIANCE
An Invocation was given by Council Member Puccinelli, followed
by the Pledge of Allegiance led by Council Member Beauchamp.
3. ELECTION OF MAYOR
Council Member Puccinelli nominated Mary Place for Mayor. The
nomination carried by unanimous voice vote; Buchanan 'absent.
Mayor Place thanked the Council and said she was honored by
their confidence in her.
4. ELECTION OF ASSISTANT MAYOR (MAYOR PRO -TEM)
Council Member John Puccinelli nominated Larry Mattson for Mayor
Pro -Tem. The nomination carried by unanimous voice vote;
Buchanan absent.
5. OPEN DISCUSSION FOR THE GOOD OF THE ORDER
A. PROCLAMATIONS (IF APPLICABLE)
• MARTIN LUTHER KING, JR. WEEK
Mayor Place introduced a young man from Toppenish who is "job
shadowing" Council Member Puccinelli. His name is Mathew
Sanchez and he attends Toppenish High School.
Mayor Place then read a proclamation declaring January 16th
through January 22nd as Martin Luther King, Jr. Week in Yakima.
The proclamation discussed racial equality and indicated that
the theme for this year's celebration was, "Keepers of the
Dream." .Mrs. Ester Huey, Director of the Yakima County
Substance Abuse Coalition and the Southeast Community Center
accepted the proclamation. She thanked the Council for the
proclamation and said she appreciated the City's support of the

Martin Luther King Celebration and mentioned the City had been
involved since the celebration began. She introduced other
members of the Committee: Reverends Gardner and. Everhart. She
said that the celebration was going to represent the diversity •
of the community and stressed the qualities of freedom, justice,
peace and equality. She highlighted the activities which would
be occurring during the week. She said that even though the
celebration takes place only once a year, she hoped that we
could all continue to strive throughout the year to achieve the
ideals of Dr. King.
Community & Economic Development Director, Bill Cook, introduced
the City's new Engineering Division Manager, Kay Adams, who
began his job on January 3, 2000. Mayor Place congratulated him
on his appointment and said the City was glad to have him on
staff.
Council Member Puccinelli thanked the Council for the privilege
of serving as Mayor of Yakima and for all of the help he
received from the Council while he was Mayor.
6. CONSENT AGENDA
Mayor Place referred to the items placed on the Consent Agenda.
She said that Item No. 10 has been withdrawn from the agenda and
will be considered at a future time. City Attorney Paolella
addressed Agenda Item No. 13, saying that the resolution,
distributed today, had been slightly revised to include the
Hearing Examiner's recommendation as an attachment.
Mayor Place questioned whether there were any additions to or
deletions from the consent agenda from either Council members or
citizens present. The City Clerk then read the Consent Agenda
items, including resolutions and ordinances by title. It was
MOVED BY SIMS, SECONDED BY PUCCINELLI, THAT THE CONSENT AGENDA,
AS READ, BE ADOPTED. The motion carried by unanimous roll call
vote; Buchanan absent. (Subsequent paragraphs preceded by an
asterisk ( *) indicate items on the Consent Agenda handled under one
motion without further discussion.)
*7. APPROVAL OF MINUTES OF THE DECEMBER 17, 1999 ADJOURNED LUNCHEON
MEETING AND DECEMBER 21, 1999 BUSINESS MEETING
The minutes of the December 17, 1999 Adjourned Luncheon Meeting
and the December 21, 1999 Business meeting were approved, having
been duly certified accurate by two Council members and no one
present wishing to have said minutes read publicly.

Mayor Placed opened the discussion on assignments to boards,
commissions and special committees and said these are the tasks
the Council members would have for the next year or two.

Council Member Barnett said the July 4th Committee needed to be
added to the list. Mayor Place serves on that Committee.
Council Member Barnett also said that the Best S.E.L.F.
committee should also be added to the roster.
Mayor Place indicated that she would confer with Council Member
Buchanan' on all of his assignments to see if he agrees to serve
on the committees as previously discussed. If he declines to
serve on any of the committees for which he is currently
assigned, Council will revisit those committees specifically to
review assignments.
10. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF LOAN
AGREEMENT WITH CHESTNUT MANOR LIMITED PARTNERSHIP FOR
REHABILITATION OF CHESTNUT MANOR APARTMENTS
This item was withdrawn from the agenda and will be considered
at a future time.
*11. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF SIED FUND
GRANT /LOAN CONTRACT WITH YAKIMA COUNTY FOR THE CHINOOK BUSINESS
PARK /BABY JOGGER EXPANSION PROJECT
RESOLUTION NO. R- 2000 -01, A RESOLUTION authorizing the City
Manager to execute a SIED Fund Grant /Loan Contract with Yakima
County to fund public infrastructure improvements related to the
Chinook Business Park /Baby Jogger Expansion Project.
*12. CONSIDERATION OF RESOLUTION AUTHORIZING THE ACCEPTANCE OF GRANT
FUNDING FROM THE INTERAGENCY COMMITTEE FOR OUTDOOR RECREATION
FOR IRRIGATION SYSTEM AT ELKS PARK
RESOLUTION NO. .R- 2000 -02, A RESOLUTION authorizing the City
Manager to execute and file a funding assistance application for
a Youth Athletic Facility Grant ( "YAF ") project to the
Interagency Committee for Outdoor Recreation ( "IAC ") as provided
in Chapter 43.98A RCW, and all other applications, agreements,
amendments and documents for the purpose of automating the
1/ irrigation system at Elks Park.

*13. CONSIDERATION OF RESOLUTION DENYING THE APPEAL FILED BY LARRY
LOVELESS OF THE HEARING EXAMINER'S DECISION ON LOVELESS' CLASS
(2) APPLICATION TO DEVELOP FOUR DUPLEXES IN AN R -1 ZONE IN THE
VICINITY OF NORTH 46TH AND ENGLEWOOD AVENUES
RESOLUTION NO. R- 2000 -03, A RESOLUTION denying the appeal by
Larry Loveless of the Hearing Examiner's Decision on Loveless'
Class (2) Application to develop four duplexes in the single -
family (R - 1) zone on 46th Avenue north of Englewood Avenue.
*14. SET DATE OF PUBLIC HEARING TO CONSIDER THE HEARING EXAMINER'S
RECOMMENDATION TO APPROVE EXPANSION OF NON- CONFORMING USE FOR
GOLDEN VILLA MOBILE HOME PARK AND VACATION OF A PORTION OF
CORPMAN LANE REQUESTED BY BRAD DOWNEY
January 18, 2000 was set as the date of public hearing to
consider the Hearing Examiner's recommendation to approve the
request from Brad Downey, d.b.a. Golden Villa Mobile Home Park,
to expand the legal non - conforming mobile home park and to
vacate a portion of Corpman Lane.
15. OTHER BUSINESS
Other Business
Items of information provided to Council were: Letter from the
State Department of Community, Trade and Economic Development
regarding notice that the City's application for funding from the
1999 -2000 Growth Management Competitive Grant Awards Program was not
funded. 12/22/99; Correspondence from Yakima Manufacturing relating
to closure of Yakima Manufacturing and the loss of 74 jobs effective
in March 2000. 12/28/99; City of Yakima Planning Division
Assignments Pending as of January 4, 2000; and Article from
December 27, 1999 Clearing Up, "Albany Won't Pursue Municipalization;
Missoula Stays the Course" (electric system).
Mayor Pro -Tem Larry Mattson said he would like to first thank
the people who helped with his campaign. He then thanked the
Council members for electing him Mayor Pro -Tem and said he
appreciated the vote of confidence.
Council Member Henry Beauchamp expressed his appreciation to
outgoing Mayor, John Puccinelli, for his service to the Council
and to the Community and said he had been impressed with
Mr. Puccinelli's leadership. He commended him for a job well
done.
