HomeMy WebLinkAbout07/16/2013 05C Sole Source Agreement with KDH Defense Systems for "Transformer" Body ArmorBUSINESS OF THE CITY COUNCIL YAKIMA, WASHINGTON AGENDA STATEMENT Item No. For Meeting of: 7/16/2013 ITEM TITLE: Resolution authorizing sole source and purchase of KDH Defense Systems "Transformer" Body Armor with Municipal Emergency Services (MES) SUBMITTED BY: Chief Dominic Rizzi - 575 -6211 SUMMARY EXPLANATION: The City of Yakima Police Department (YPD) has been testing ballistic body armor and is respectfully requesting sole source and purchase of KDH Defense Systems KDH LTST- 102 -11 "Transformer" soft body armor with KDH 6x8 Polyethylene Speed Plate. KDH Defense Systems is the manufacturer of the armor and the Transformer is the only ballistic package in existence that meets the LAPD Ballistic specifications, which YPD desires. The unique core of the Transformer Armor System is an Internal Speed Plate Carrier Strapping System that connects directly to the ballistic inserts, which is not available from any other manufactures (see attached letter from KDH Defense Systems). This purchase is 50% reimbursed on a federal grant from the "Bullet Proof Vest Program" through the US Department of Justice. A requirement of the grant is that the vests be NIJ- 0101.06 compliant. YPD currently purchases "Survival Armor" brand vests through Blumenthal Uniforms via Washington State Contract at $750.00 per unit. These KDH vests are superior to the Survival Armor vests with the same protection /threat level, and are considered superior in support straps, fit, and comfort. They are priced at $598.00 per unit, a cumulative savings of approximately $3000 per year. The sole source will remain active as long as YPD chooses this model of Armor. Purchasing has reviewed and recommended this sole source purchase (see attached sole source justification form). The core of the Transformer Armor System consists of an Internal Speed Plate Carrier Strapping System that is attached directly to the ballistic inserts. With the suspension system integrated in this unique way, the same plate and suspension system can be used with concealable or overt Transformer carrier sleeves. This allows for lower costs of replacement carrier sleeves, better conformity of the ballistic insert to the body, enhanced ease of care and maintenance, and eliminates the use of traditional hook and loop that is typically caught in other garments during laundering. Plus, there's no need to remove the ballistic panels, or re- adjust the vest each time it's washed. The system provides a vast range of adjustability for comfort, snugging the vest close to the body so that it fits like a glove.
