ITEM TITLE: Resolution authorizing Fire Department Sole Source
Purchase of SCBA Equipment

SUMMARY EXPLANATION:
Staff respectfully requests City Council consideration of a resolution authorizing a sole source
procurement and standardization with Sea Western Fire Fighting Equipment. This would be a
sole source purchase and formal bid requirements would be waived, since bidding to the
desired requirements would result in only one responsive and responsible submittal.
Currently, the department uses MSA SCBAs and has been doing so for several decades. With
council approval to replace our SCBAs in May, we have selected to remain with MSA as the
sole source provider for our new SCBAs based on the following:
Training will be minimal as our personnel are currently trained on the same manufacture of
SCBAs.
The department has certified technicians to repair and maintain the new SCBAs.
We have parts in stock and test equipment to maintain the new SCBAs.
We will be interoperable with neighboring fire departments that use the same manufacture of.
SCBAs.
Existing apparatus mounting brackets will accommodate the new SCBAs.
We are able to use some components from our current SCBAs on our new SCBAs saving some
purchase costs.
It is to the City's advantage to purchase the same SCBAs as are currently used for the reasons
outlined above.

Sole Source Justification
RESOLUTION NO. R -2013-
A RESOLUTION authorizing the City Manager's execution of an agreement
between the City of Yakima and Sea Western Fire Fighting
Equipment for the purchase of Self- Contained Breathing
Apparatus (SCBA).
WHEREAS, the City Council has approved the purchase of new SCBA funded
by a L.O.C.A.L. Washington State loan; and
WHEREAS, the Yakima Fire Department utilizes MSA SCBA and has selected
MSA to provide replacement SCBAs; and
WHEREAS, the City Council has determined that it is in the best interests of the
City to approve Sea Western Fire Fighting Equipment as the sole source provider for
the purchase of the SCBA, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized a sole source procurement between the
City of Yakima and Sea Western Fire Fighting Equipment for the purchase of SCBAs.
ADOPTED BY THE CITY COUNCIL this 16th day of July 2013.
