SUMMARY EXPLANATION:
In December 2012, the City Council authorized a contract with Olympia lobbyist Jim Justin. Throughout
the 2013 State Legislative session, Mr. Justin assisted the City in its pursuit of legislative and
administrative priorities established by the City Council. Mr. Justin has provided a written summary of
progress made in Olympia regarding the City Council's legislative and administrative priorities and will
make a verbal presentation to the Council about the same during the July 2nd Council regular agenda
business meeting.

HIGH PRIORITY BILLS Position Status

Still no final operating budget as of this writing - the morning of June 25. It appears local liquor
distributions will continue at the given level but the Public Works Assistance Account will be swept
into the General fund and cost Yakima our $2.5 million dollar project. I expect some level of gang
funding assistance. Previous versions of the House and Senate budget provided some resources:
Senate - $500,000 and the House - $600,000.
We expect a final budget "deal" sometime today.
ESHB 1089 Concerning the 2013 -2015 capital budget. Support H Rules 3C Dunshee
(SB 5035) Concerning the 2013 -2015 capital budget.
The final agreed upon capital budget awaits agreement on the operating budget for traditional
resources for the capital budget may be shifted to the operating budget. The House Capital
Budget chair has told me once the size of the operating budget is determined they would probably
need about 2 days to complete the capital budget. The Yakima basin project remains a key piece
of the capital budget discussions. Senator Honeyford is key and very helpful.
ESHB 1253 Concerning the lodging tax.

We were successful is securing passage of this bill that continues to allow us to use the proceeds
for capital purposes. The bill also provides for the continued use of lodging tax revenues to
promote tourism and increase economic activity for local jurisdictions. Subjects the use of lodging
tax revenues to a periodic review to ensure that the incremental economic benefit is measured and
that the use of lodging tax revenues continues to increase tourism and generate revenue for local
jurisdictions.
E2SHB 1306 Extending the expiration dates of the local Support H Rules 3C Wylie
(SB 5293) infrastructure financing tool program.
Extending the expiration dates of the local infrastructure financing tool program as requested by
Yakima, Vancouver, Everett and others. A key top priority for the City to secure full funding from the
program as initially intended by the Legislature.
If we can get the bill out of the House we believe we have now secured sufficient help in the
Senate to pass the bill. No firm answers either way from the House with only a few more days left
in the session. We continue to press.
HB 1368 Concerning the distribution of state liquor Support H Approps Tharinger
(SB 5703) revenues to cities and counties.
(Dead) Concerning the distribution of state liquor revenues to cities and counties.
Introduced by AWC in an effort to secure additional resources previously provided to local
governments but recently diverted to the State. Tough year to pass such legislation given the
State's fiscal position.

Establishes the Washington voting rights act of 2013. A priority in the House but not considered in
the Senate. As you know, some promoters of the bill site Yakima local elections as the reason the
bill is needed.

Another key priority for Yakima that would have expanded the criteria for an interest arbitration
panel to consider when making a determination. Some key Senators helpful but as a body they
did not want to advance the bill given the strong opposition by some.

Providing for community economic revitalization in incorporated areas.
Authorizes the community economic revitalization board to make interest -free loans and
revitalization loans for purposes of the revitalization of abandoned and vacant properties within
incorporated areas of the state. Creates the revitalization loan program account. Some support
but not sufficient to advance the bill.

Incentivizing up -front environmental planning, review, and infrastructure construction actions.
Authorizes a local government to: (1) Recover its reasonable expenses of preparation of a
nonproject environmental impact statement, prepared under RCW 43.21C.229 regarding infill
development and under RCW 43.21C.440 regarding planned actions, through access to financial
assistance, with funding from private sources, and by the assessment of certain fees; and (2)
Assess a fee upon subsequent development. Addresses requirements for contracts with owners of
real estate for water or sewer facilities and reimbursement of costs by subsequent users.
Some in the city expressed concern with this bill but AWC, after close review and contacting other
cities, did not oppose.
ESB 5099 Concerning fuel usage of publicly owned Support C 328 L 13 Rivers

equipment.
Concerning fuel usage of publicly owned vehicles, vessels, and construction equipment.
Exempts from certain fuel usage requirements, police, fire, and other emergency response
vehicles; engine retrofits that would void warranties; and conventional vehicles and equipment
owned before June 1, 2018. Requires local government subdivisions to determine whether meeting
fuel usage requirements is practicable. Good bill for cities supported by AWC and other cities.

Concerning transportation revenue.
Imposes, increases, and /or changes certain fuel tax rates and motor vehicle related fees to
increase revenue for the state's transportation system. Establishes an electric vehicle
infrastructure bank to provide financial assistance for the installation of publicly accessible electric
vehicle charging stations. Creates the connecting Washington account and the pedestrian, bicycle,
and safe routes to school account.
There are some Yakima projects that are tied to the revenue generated by this bill. The bill may
be passed by the House but is unlikely to pass in the Senate.
