A RESOLUTION authorizing and directing the City Manager to execute a Collective
Bargaining Agreement Amendment for 2012 -2014 between the City of
Yakima and Council 2, Washington State Council of County and City
Employees representing Local 1122, American Federation of State
County and Municipal Employees representing Municipal Employees
with the City of Yakima, AFL -CIO ( "Union "), incorporating a onetime
salary adjustment, vacation buyback program for 2013 and 2014,
additional personal holiday for 2013, and managed competition
restriction for 2013 in exchange for a zero percent salary increase for
2013.
WHEREAS, pursuant to requirements of state law, labor negotiations have occurred
between the City and the Union, resulting in the attached Amendment 1 to the current
Collective Bargaining Agreement, 2012 -2014; and
WHEREAS, the Union and the City of Yakima have bargained the subject
agreements in good faith, including two days of mediation through the Public Employees
Relations Commission; and
WHEREAS, the members have voted in favor of the attached proposed Collective
Bargaining Agreement Amendment; and
WHEREAS, the City Council has determined that it is in the best interest of the City
of Yakima to settle collective bargaining in accordance with the terms and conditions of the
attached Collective Bargaining Agreement Amendment, now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager of the City of Yakima is hereby authorized and directed to execute
the attached Amendment 1 to the 2012 - 2014 Collective Bargaining Agreement between
the City of Yakima and the Union.

AMENDMENT EFFECTIVE:
January 1, 2013 to December 31, 2014
AMENDMENT TO COLLECTIVELY BARGAINED AGREEMENT
BETWEEN THE CITY OF YAKIMA, WASHINGTON and COUNCIL 2,
WASHINGTON STATE COUNCIL OF COUNTY AND CITY EMPLOYEE
REPRESENTING LOCAL 1122 GENERAL CITY OF YAKIMA MUNICIPAL
EMPLOYEES, AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL
EMPLOYEES AFL -CIO.
THIS AMENDMENT is made and entered into by and between the City of
Yakima, Washington, hereafter called the "City," and Council 2, Washington State
Council 'of County and City Employees, representing Local 1122 General City of Yakima
Municipal Employees of the American Federation of State, County, and Municipal
Employees, AFL -CIO, hereafter called the "Union."
WHEREAS, the parties entered into a collective bargaining agreement effective
January 1, 2013 through December 31, 2014; and
WHEREAS, additional language to Article 17 - Salaries and longevity and
Deferred Compensation, Article 22 — Vacation Leave, Article 23 — Holidays, Defined, of
said agreement and
WHEREAS, the parties have conducted such negotiations and reached agreement;
NOW, THEREFORE, the parties hereto agree to the additional Collectively
Bargaining Language as follows:
_ ARTICLE 17 - SALARIES & LONGEVITY &
DEFERRED COMPENSATION
A one time payment of six hundred dollars ($600.00) to each current employee employed with the
City through June, 30, 2013, within the AFSCME Local 1122 Municipal Collectively Bargained
Agreement.

ARTICLE 22 - VACATION LEAVE
A vacation buy back program for 2013 and 2014:
The City shall implement a vacation buy back program were the employee could
sell back to the City up to one third (1/3) of their accrued vacation leave within a twelve
(12) month period (based on the employee's anniversary date).
Example: A ten (10) year employee accrues 13.67 hours per month at 165 hours per
year. 165 hours vacation leave at 1/3 (.333) would equal 55 hours of vacation time payable
to you at your current hourly rate.
ARTICLE 23 - HOLIDAYS
23.2: Personal Holiday:
2013: An extra personal holiday day for 2013.
Employees would have to use the total of their three (3) personal holidays by
December 31" of this year or it will be forfeited.
WHEREAS, the parties entered into a collective bargaining agreement that the
City has agreed to NO MANAGEMENT COMPETITION BIDDING effective January 1,
2013 through December 31, 2013.

This is an amendment to the 2012 -2014 agreement negotiated by City management and the
AFSCME (Municipal) Bargaining Group relating to:
*One time payment of $600 to each current AFSCME employee in a pay status on June 30,
2013.
*One additional personal holiday for 2013.
*A vacation buy -back program where the employee could sell back to the City up to 1/3 of their
accrued vacation leave within a 12 -month period of time.
*The City has agreed to no Management Competition bidding effective January 1, 2013 through
December 31, 2013.
