A RESOLUTION to amend the Yakima Urban Area Comprehensive Plan Capital
Facilities Element to incorporate the Six -year Transportation
Improvement Program (TIP) for the period of 2014 through 2019.
WHEREAS, the City of Yakima annually prepares, reviews and adopts a Six — Year
Transportation Improvement Program for the construction of streets and arterial streets in
the City of Yakima for the ensuing six year period, all as contemplated and required by State
RCW 35 77.010 and applicable Federal law; and
WHEREAS, the City of Yakima desires to amend the Yakima Urban Area
Comprehensive Plan Capital Facilities Element to reflect the adoption of the Six -year TIP, as
contemplated and required by RCW 36.70A.070(6) to ensure compliance with the Growth
Management Act and consistency of the Comprehensive Plan and the Six -year TIP; and,
WHEREAS, this amendment is limited to incorporation of the projects listed in the
Six -year Transportation Improvement Plan for the period of 2014 to 2019 to the Capital
Facilities Element of the Yakima Urban Area Comprehensive Plan, which is contemplated
and provided under RCW 36.70A.130(213) and RCW 35.77.010; and,
WHEREAS, public hearings were held by the Yakima City Council on the Six -year
TIP on June 4, 2013 and June 18, 2013, with proper public notice as required by RCW
35.77 010; now, therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The adopted Six -Year Transportation Improvement Program for the period of 2014
through 2019 for the City of Yakima shall be incorporated as an amendment to the Capital
facilities Element of the Yakima Urban Area Comprehensive Plan.

ITEM TITLE: Public Hearing and resolutions to consider: A) Adoption of the
Six -year Transportation Improvement Program (TIP) for the
years 2014 to 2019, and to amend the Metropolitan
Transportation Plan, and B) Amend the Yakima Urban Area
Comprehensive Plan Capital Facilities Element.

SUMMARY EXPLANATION:
Attached is the 2014 — 2019 Six -year TIP, along with an explanation sheet that describes the
information contained on the various columns of the Six -year TIP. One project has been added
to the six -year TIP. The project is:
#44 2014 Alley Paver
Projects that that have been removed from the 2013 — 2018 TIP as they were completed or the
funds were obligated include:
#40 River Road — 6th Avenue to 16th Avenue
#49 Citywide Safety Improvements
Two projects were removed from the six -year TIP as a result of the June 6th Public Hearing.
The two projects that have been removed are:
#53 Washington Avenue Railroad Grade Separation, and
#54 Mead Avenue Railroad Grade Separation
Project No. 15, E. 'H' Street Extension — 1st Street to Yakima River, has been split into two
projects:
#15 E. 'H' Street Extension — 1 st Street to 10th Street, and
#53 E. 'H' Street Extension — 10th Street to 1 -82
Project No. 16, N. 10th Street Extension —'R' Street to Lincoln Avenue, has been renamed and
new limits given. It is now, Cascade Millsite Parkway —'H' Street to Lincoln Avenue.
Attached also are comments received from Phil Hoge at the June 6th hearing addressing
bicycle and pedestrian facilities. Two of the projects on his list have secured funding. The
design of these projects address the issues he raised. The 64th Avenue Roadway Widening
project is constructing 14 -foot wide shared vehicle /bike lanes (the requirements for a Type 2
Bicycle Facility) and the Lincoln Avenue Corridor Safety Improvements project will construct
sidewalk on the north side of Lincoln between 20th Avenue and 23rd Avenue. The designs for
the other projects contained on his submitted list, once funding is received, will also address his
concerns.
Council and the public are welcome to add other arterial system projects to the list. The six -year
TIP project listing will be finalized at the June 18th hearing and sent to the Yakima Valley
Conference of Governments (YVCOG) after approval.
City and County staff, together with the Council Intergovernmental Committee, are working
toward common standards and coordinated planning for public projects that impact both the city
and surrounding county areas. Agreement on these issues will be the first step toward the goal
of a seamless transportation planning process between the City and County.
A) Each year the City is required by RCW 35.77.010 and RCW 36.81.121 to update its Six -
year Transportation Improvement Program (TIP) for submittal to the Washington State
Department of Transportation. This plan must include all transportation projects for which state
gas tax revenue of federal revenue will be used.
The current plan for 2014 — 2019 includes six projects that are funded. Funding for the
remainder of the projects will continue to be sought.
Six -vear Transportation Improvement Proaram (TIP) Backaround
On August 10, 2005, the President signed into law the Safe, Accountable, Flexible, Efficient
Transportation Equity Act: A Legacy for Users (SAFETEA -LU). This act is the next authorization
after the prior Transportation Equity Act of 1998 for the 21st Century (TEA -21) and previous
Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991. The current act again
specifies the systems on which certain funds can be used and activities for which funds can be
used and promotes the role of the Metropolitan Planning Organizations (MPO) in the planning
and programming of projects. SAFETEA -LU requires each designated MPO to develop a
Transportation Improvement Program (TIP), and the state to develop a Statewide
Transportation Improvement Program (STIP) as a condition to securing federal funds for the
transportation projects.
Projects listed in the STIP are the only projects that can be approved by the Federal Highway
Administration (FHWA) and the Federal Transit Administration (FTA) to utilize federal fund of by
the State of Washington for approved State funding agencies. The STIP is a prioritized program
of transportation projects, complied from local and regional plans, along with the Washington
Transportation System Plan (WTP), which provides a backbone for developing projects for the
intermodal transportation network in the State of Washington.
The STIP contains federally funded projects plus state and local projects that are regionally
significant. These projects have been identified through the planning process as the highest
priority for the available funding to the state's transportation program. Planning activities of state
and local governments are essential parts of integrated regional planning processes. Long
range transportation planning is a part of the comprehensive land use planning carried out by
local governments. Citizen participation is an integral part of the planning process at all
levels. Local Agencies are required to develop and adopt a six -year transportation program. All
local agencies are required to hold at least one public hearing during the development of the
six -year transportation program.
Project ranking has been performed utilizing data supplied by the Street and Traffic
Division. The ranking will be integrated with other project needs and the total list will be
reviewed and adjusted to the particular need of the City of Yakima.
B) The City needs to amend the Yakima Urban Area Comprehensive Plan Capital Facilities
Element to incorporate the adopted six -year TIP for 2014 to 2019. This will ensure that we are
in compliance with the Growth Management Act and that we are consistent with the
Comprehensive Plan as required. The amendment is limited to incorporate only those projects
that adopted in the STIP and is not subject to the "once a year' change required under the laws
of the Growth Management Act.

A RESOLUTION adopting the Six -Year Transportation Improvement Program for the

WHEREAS, after public hearings on the matter, held at the regular meeting of the
Yakima City Council on June 4, 2013 and June 18, 2013, with proper public notice as
required by RCW 35.77.010, the City Council finds that the plan attached hereto should be
adopted as the Six -Year Transportation Improvement Program for the period of 2014
through 2019 for the construction of streets and arterial streets in the City of Yakima, now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The Six -Year Construction Program for the period of 2014 through 2019, a copy of
which is attached hereto and by this reference made a part hereof, is hereby adopted as the
official Six -Year Transportation Improvement Program for the City of Yakima, including
proposed amendments to the Metropolitan Transportation Plan along with Street
Improvements, which are also approved.
