14afEI AS, a missing person is someone who fias disappeared andtfieir status as alive or dead
cannot Be confirmedas tfieir location andfate are not known; and
`WJIEREAS, when any person goes missing it can Be a senior citizen, adult, teenager, or a child it is
important tfiat they do not Become merely a statistic. Ike circumstances reading to a disappearance are varied;
and could due to a natural disaster, By tfieir own decision, as in runaway or suicide or due to foulplay,for
example, kidnapping, sextraffi'cking, or murder, and
IgafiERVIS, anyone, regardless of age,gender, ethnicity, education or social status could someday
have a loved one go missing or even go missing themselves; and
WYfE1AS, at any given time tfiere are as many as 100,000 active missing persons cases in the
V nitedStates—the National Institute of Justice fias called this "Tfie Nations Silent Wass Disaster, "and
'W'JIEREAS, it is estimated t fiat tfiere are more than 700 families with missing loved ones in the State
of Washington and tfiere are more than 40,000 sets of unidentified fiuman remain Being field in the offices of
coroners/medicalexaminers across the vnitedStates and100 or more of those are in Washington State; and
W IEI AS, the fami5.,andfriends of a missing person are now living tfieir fives in limho—uncertain
if they should continue to Rope or if they should Begin to grieve. Lackof closure is extremely painful and can
Rave long lasting effects tfiat can make it difficult to move forwardin lift; and
WXEI AS, research fias shown that for every missing person tfiere are at least 12 people on average
that are affected emotionally,physically,psychologically, orfinancially; and
'WJIEREAS, missing persons that are homeless, orsufferfrom mental disorders ortRose that are
addicted to drugs/alcohol-often receive very little attention from law enforcement and get very little sympathy
from the puffin and
'WXEI AS, regardless of age EVERT-missing andunidentified person IS someone's child and
WifiERVIS, ifyou are concernedforsomeone's safety and welfare and do not know tfieir
whereaBouts you shouldfile a missing person report- tfiere is NO waiting period
