ADJOURNED MEETING
The City Council met in session on this date at 7:30 a.m., in the 2nd
Floor Training Room, at the Police Station /Legal Center, 200 South 3rd
Street, Yakima, Washington. Mayor John Puccinelli, presiding, Council
Members Clarence Barnett, Henry Beauchamp, Lynn Buchanan, John Klingele,
Mary Place, and Bernard Sims present. City Manager Zais, Al Gillespie,
Fire Chief; Don Blesio, Chief of Police; Rick Pettyjohn, Information
Systems Manager; Marketa George Oliver, Administrative Assistant to the
City Manager; and Deputy City Clerk Skovald were also present.
REVIEW OF DESIGN OPTIONS FOR SIGNALIZATION OF SOUTH 6 TH STREET AND
EAST NOB HILL BOULEVARD INTERSECTION
Mayor Puccinelli opened the meeting. Bill Cook, Director of Community
and Economic Development, provided some background information about
signalization and improvements for the South 6th Street and Nob Hill
Boulevard intersection. In June 1997, design was considered because
this intersection had the greatest need. It has been put on the work
schedule and some pre- design work has been done.
Al Rose, Project Engineer, introduced two representatives from Gray &
Osborne, Inc.;. Dave Hamlin, Traffic Engineering Consultant, and Michael
Rohrich, Design Engineer, who oversaw the study and did the design for
the preliminary layout. Mr. Rose reported that the preliminary layout
took about one year to complete, with Gray and Osborne's participation
during the last eight months. Shelley Willson, Streets and Traffic
Operations Manager, was also available to answer questions about the
traffic movement at the intersection.
Michael Rohrich summarized three alternatives for signalizing the
intersection which include installing traffic lights only, adding
improvements to the corners of the intersection, a total reconfiguration
of the intersection, plus two alternatives previously developed totaling
five alternatives for Council consideration. Mr. Rohrich identified the
benefits and disadvantages of each alternative including estimates for
basic construction costs and right -of -way value estimates. He explained
that the project began with an extensive right -of -way research and
survey, developing the alternatives from that. Mr. Rohrich entertained
several questions from the Council; he described traffic signal
characteristics, left turn lane setbacks, site distance concerns for the
7 th Street curve, the Level of Service designations for South 6 Street
and Nob Hill Boulevard, signal coordination possibilities to address big
truck interference problems, possible impacts to the Fair Avenue and Nob
Hill Boulevard intersection, and a request to look at that intersection.
Dave Hamlin addressed questions from the Council concerning pedestrian
demands, i.e., traffic walks and signals; lack of visibility at
6 Street and Nob Hill Boulevard; the heavy use of this route by

pedestrians, especially children; and ,probable impacts to adjacent
streets when the improvements are complete. Council members also
extensively discussed the traffic flow and drainage problems at the Fair
Avenue, Nob Hill Boulevard intersection and the Sundome traffic issue.
After further discussion concerning right turn lane options, site
distance problems, actuated traffic signals, landscaping, and the
prospective liabilities issue, the meeting adjourned at 8:13 a.m. .
