LETTER OF AGREEMENT

SUBJECT: Operation of the Airport Lighting System by the Yakima Federal Aviation
Administration Contract Tower (YKM FCT) at the Yakima Air Terminal -McAllister Field (YKN).
Yakima, Washington.
1. PURPOSE: This Letter of Agreement establishes procedures for the operation of the airport
lighting GyGtSnl when YKM F[|T is closed. N0[n1a| hours are from 0000 UOU| 2200 local time,
seven (7) days axvegk.
2. CANCELLATION: The subject agreement between the YKM and Yakima FCT, dated June
1.2O1S.iocancelled onthe effective date ofthis Agreement.
3 SCOPE: The procedures outlined herein are between the Yakima Air Terminal -McAllister
Field and the YKM FCT,
4. RESP0NS|BLITLIES:
a. Signatories to this agreement are responsible for ensuring all applicable personnel under
their authority are briefed on and comply with the procedures contained in this
agreement.
b. The airport owner/operator covenants and expressly agrees that with regard to any
liability which may arise from the operation of the runway lights at the airport that each
party must be solely and exclusively liable for the negligence of its own agents, servants,
and/or employees, in accordance with applicable law, and that neither party looks to the
other to save or hold it harmless for the consequences of any negligence on the part of
one ofits own agents, servants, and/or employees.
5. PROCEDURES:
a. At the close of each doy'o operation of the FCT, personnel of the `yKM FCT must adjust
the lighting controls as outlined inthe table below:

1) When the remote air/ground pilot -controlled lighting feature isoperational, set
Runway B/27Edge Lighting System toStep 1.
2) When the pilot -controlled lighting feature is not operational, set Runway 9/27 Edge
Lighting System tO Step 3.
3\ When RVVY8/27 is open, RVVY4/22 Edge Lighting SvSt8[n ahOUkj not be left on
when the tower iSclosed. This helps ensure there iGDOconflicting,
non -communicating air traffic in the air traffic control pattern using different runways
that cross 2tthe center Ofthe airport. When strong prevailing winds support aircraft
operations on RVVY4/22, \'KM FCT may elect to illuminate RVVY4/22 lighting
systems (edge lights, PAP|oand RE|La).
4) When RVVY9/27is closed, settings for FlVVYS/27and RVVY4/22must bereversed
as outlined inthe table below:

b. Runway lights, PAP| and FlBL systems must not be lighted if NC)TAM closing a
particular runway is in effect.
c. YKK8 FCT agrees it will nnahg e reasonable attempt to contact YKM management/staff or
YKM maintenance personnel in a timely manner in the event of a lighting system or
lighting system control circuit malfunction.
