Dear City Council Members of Yakima,
On behalf of the graduating senior class at A.0 Davis my name is Jessica Navidad. I am a student in
Mrs. Allred's senior current world problems class at A.0 Davis high school in Yakima County.
We are studying how citizens can participate in their government, and how we can deal with local
problems with the help of the local government.
The problem my class is studying is the over consumption of plastic shopping bags. We will be
holding a presentation about the issue with shopping bags. To hopefully gather insight about how
the community feels. ThUpresentation will take place in the KIVA at A.0 Davis high school from
10:20 –11:20 on May 13 , 2013. We value your time and would greatly like your input into this

YAKIMA — THE CITY THE RAILROAD CREATED
* North Yakima, the Northern Pacific Railroad created, incorporated in 1885 and became the new
County Seat in 1918. North Yakima became Yakima and Yakima City became Union Gap by decree of the
Washington State Legislature.
* With love for railroads & a unique vision, developer John Edwards opened Track 29 in
1987 — 26 years ago.
* Using old boxcars (some dating from as early as 1920) and other types of railroad units,
he built an "Old West Frontier" style town — a perfect location for incubator type locally
owned small businesses.
* In a Central Washington city that traditionally destroys its historic downtown buildings,
Track 29 serves as a "DESTINATION" landmark for our tourist industry. In an online
survey, people (almost 300) from every area of the United States responded to its
uniqueness and said they recommended a visit if ever in Yakima.
* Over the early years, Track 29 served its "incubator" function with success as businesses
grew and moved on.
* The railroad cars are historic. However, they are not classified as "rolling stock ", so they
are considered "not historic ".
* With 14 more years in business, Track 29 would reach eligibility status for a historic
designation.
* As late as December 2010, businesses at Track 29, to all outward appearances, appeared
to be doing well.
* However in 2009, Del Matthews, who succeeded Edwards several years earlier, proposed
to relocate Track 29 across the street. This plan and the uncertainty of its future
eventually proved detrimental to the complex.
* The relocation never happened! However, CLOSURE RUMORS flew and Track 29
tenants suffered.
* Deferred maintenance, with tenants investing their own funds in repairs, also affected the
stability of the complex.

• Yesterday's Village filed for bankruptcy in March 2011 (not in its HOME TOWN) in
Federal Court in SPOKANE).
• Attorney Matt Anderton was made the court appointed bankruptcy trustee.
• In August 2012, UB Properties (part of Umpqua Bank of PORTLAND, OREGON)
bought the both the Holtzinger Building (1 Lot) and land and buildings of Track 29 (6
Lots) for $3.6 million.
• Apparently, the corporation (Yesterday's Village) owned the properties listed above. The
corporation in turn leased the land to Track 29.
• Yesterday's Village, LLC also owns 3 properties housing Foseens, a parking lot and one
lot immediately west of Foseens with more train equipment.
• Yesterday's Village owes Umpqua Bank (its main creditor) approximately $9.6 million.
• An unnamed investor made an offer on Track 29. The asking price apparently was too
inflated for the value of the property.
• A current permit request in the City Planning Department calls for razing the property
and creating a PARKING LOT!
Our questions: Does an OREGON BANK & the COURT APPOINTED ATTORNEY have
any interest or incentive to work with investors to save this
"destination"
Landmark?
Does Yakima need ANOTHER PARKING LOT?
What message does this send when the City of Yakima is embarking on a
downtown plan to economically revitalize and enhance the appearance of
our downtown core?
Lastly, where are the citizens of Yakima, the Greater Yakima Chamber
of
Commerce, Central Washington Chamber of Hispanic Chamber of
Commerce, and Hispanic Chamber of Commerce of Yakima County in
this effort to preserve a "destination" landmark in Yakima? Where are
our public and private organizations, and leaders who are ready to
engage in community revitalization and enhancement? What kind of
message is this sending?
Why don't we all begin our efforts with:
IS THIS (WHATEVER ?), FIRST AND FOREMOST, GOOD FOR THE
CITY OF YAKIMA AND ITS' CITIZENS?
