ITEM TITLE: Citizen survey questions and options

SUMMARY EXPLANATION:
The City of Yakima is planning the 2013 Citizen Survey. The Council has the opportunity to identify
up to three (3) additional policy questions to ask. Also, the additional add -on options need to be
decided on. There is $37,000 in the budget for the 2013 survey. (Please see attached memo.)

RE: 2013 Citizen Survey — policy questions
Below are two proposed questions for the 2013 Citizens Survey. Please review the
questions and let me know if you would like to change the questions or use them as
indicated below. In addition, we can have a third question if you have any suggestions.
1. Please indicate how important, if at all, it is for the City to address each of the
following issues in the next 12 months.
a. Community appearance
b. Economic development /job creation
c. Infrastructure improvements
d. Public safety /police services
e. Parks and recreation services
f. Fire service
g. Community events /activities
The corresponding choices would be essential, very important, somewhat
important, not at all important.
2. If the City implements a curbside recycling program are you willing to pay
a. $0.00 /month
b. $3.50 /month
c. 5.00 /month
d. $7.50 /month
Secondly, the cost for the basic survey service is $10,300 and includes the following
items:
- mailing to 1,200 residents
- comparison to prior NCS results
- national benchmark comparisons
In 2012, the City paid for the following additional options:
- expanded mailing (from 1,200 sample residents to 3,000)

-web survey (scientific— limited to sample group)

-web survey (non- scientific — open to everyone)

- Spanish survey for 3,000 residents

Council needs to determine which additional options it would like to pay for this year.
The 2013 budget for the survey is $37,000.
