SUBMITTED BY: Cindy Epperson, Director of Finance & Budget SUMMARY EXPLANATION: As 2013 is unfolding, 4 initiatives have been identified as requiring additional appropriation, one comes with additional revenues to support it. Three would need to be paid from the affected fund balance. 1. City Council asked that we review the animal control service. The Humane Society has made a proposal to add 2 animal control officers for $51,015 for the last 6 months of 2013, to be paid by General Fund. The resolution to contract with the Humane Society is a separate agenda item. 2. Negotiations for the contract with the Yakima School District for School Resource Officers (SRO) resulted in adding a Police Sergeant to oversee the program starting in the new 2013 -14 school year. The resolution to contract with the Yakima School District is a separate agenda item. The new contract results in an additional revenue of $52,000 to be received by General Fund in 2013 which will support an additional sergeant for 5 months (August- December). 3. The bids to reconfigure the Franklin Park parking lot to add spaces was higher than the original estimate of $150,000 by $113,500 (a total of $263,500), primarily due to scope and underlying condition considerations. This project is being funded by the first 1/4% Real Estate Excise Tax (REET 1), and there is a sufficient fund balance for this one -time expense. 4. The Cowiche Canyon Conservancy (CCC) approached the Water Department requesting that the City partner with them by assisting in their purchase of undeveloped land to keep in its natural state, which will protect the City watershed and water resources. The Water Capital Fund is proposing to participate in the purchase by paying CCC $70,000, representing about 20% of the total purchase cost. The resolution authorizing this transaction is on this agenda as a separate item. The attached appropriation adds these 4 items to the 2013 budget, which increases the total City expenditure budget by $286,515, and the revenue budget by $52,000. WHEREAS, the various funds indicated on the attached Schedule 1 contain Unappropriated Fund Balances available for appropriation and expenditures during 2013 in various amounts to provide for 2 additional animal control officers; an additional Police Sergeant for the School Resource Officer program; additional costs to reconfigure the Franklin Park parking lot; and participation with Cowiche Canyon Conservancy to purchase undeveloped property for water quality purposes, and WHEREAS, at the time of the adoption of the 2013 budget it could not reasonably have been foreseen that the appropriation provided for by this ordinance would be required; and the City Council declares that an emergency exists of the type contemplated by RCW 35.33.091 and that it is in the best interests of the City to make the appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1: Appropriations are hereby made, for expenditure during 2013, from Unappropriated Fund Balances in the various Funds to the various accounts and in the various amount, and for the various specific purposes, all as specified in the Schedule attached hereto and incorporated herein. Section 2: This ordinance is one making an appropriation and shall take effect immediately upon its passage, approval and publication as provided by law and by the City Charter.
