SUMMARY EXPLANATION:
The City of Yakima (City) Wastewater Division desires to purchase Wemco Primary Sludge
Recirculation Pumps from Apsco to be utilized at the Wastewater Treatment Plant (WWTP)
Three such Wemco pumps are needed for a total of $39,712. Any purchase exceeding $25,000
requires competitive bidding. The Wastewater Division is respectively requesting a sole source
procurement with Apsco for the purchase of the Wemco pumps and to waive the formal bid
process.
The Wemco pumps have a unique impeller /volute design that allows the gritty, abrasive process
stream to avoid contact with the impeller. This adds longevity and reliability to the pumps. Other
leading primary sludge recirculation pumps have demonstrated poor durability as a result. In
addition, the Wemco pumps match the WWTP's existing pumps currently in service; increasing
efficiency of maintenance and providing proper inventory of replacement parts.

A RESOLUTION authorizing a Sole Source Procurement between the City of Yakima and
Apsco for the purchase of Wemco Primary Sludge Recirculation Pumps
for the Wastewater Division.
WHEREAS, Article VI, section 6 of the City of Yakima Charter and the Yakima Municipal
Code Chapter 1.80 generally require that purchases over $25,000 be done by competitive
bidding, subject to certain exceptions; and
WHEREAS, pollution control facilities are governed by a specific statute allowing for the
acquisition of equipment and services in the sole source discretion of the governing body
pursuant to RCW 70.95A.090; and, a "sole source" exception from competitive bid requirements
is utilized when, due to unique specifications and requirements, it is less costly and more
efficient to proceed as an alternate to competitive bidding; and
WHEREAS, the City of Yakima (City) Wastewater Division desires to purchase Wemco
Primary Sludge Recirculation Pumps from Apsco to effectively meet operational needs its
Wastewater Treatment Plant (WWTP); and
WHEREAS, the cost for the purchase of Wemco pumps through Apsco exceeds
$25,000; and
WHEREAS, Wemco pumps from Apsco have a unique impeller /volute design that allows
the gritty, abrasive process stream to avoid contact with the impeller adding longevity and
reliability to the pumps. Other leading primary sludge recirculation pumps have demonstrated
poor durability as a result; and
WHEREAS, the City's WWTP currently has Wemco pumps in service; increasing
efficiency of maintenance and providing proper inventory of replacement parts.
WHEREAS, the City Council has determined that it is in the best interest of the City for a
sole source procurement of Wemco pumps from Apsco; now, therefore;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized to execute a sole source procurement without
calling for bids, for the purchase of Wemco primary sludge recirculation pumps from Apsco
designed to meet the operational needs of the City's Wastewater Division.

STATEMENT OF NEED:
My division's recommendation for sole source is based upon an objective review of
the good /service being required and appears to be in the best interest of the
City /County. I know of no conflict of interest on my part or personal involvement in
any way with this request. No gratuities, favor, or compromising action have taken
place. Neither has my personal familiarity with particular brands, types of
equipment, materials or firms been a deciding influence on my request to sole
source this purchase when there are other known suppliers to exist.

pricing is valid for 30 days.
A spare impeller can be furnished for a $200.00 extra charge.

Yes use the deducts shown. The static adjustable belt and sheave assembly includes a variable pitch motor sheave, so the
pump speed can be fine tuned in the field. We do recommend them. You can also purchase them from your local belt and
sheave supplier. TB Woods and others make them.
Total price would be as follows:
1. Less motor = $20,875 - $1596 = $19,279
2. Less motor, base & guard = $20,875 - $1596 - $3516 = $15,763
3. Less motor, base, guard & v -Belt drive assembly= $20,875 - $1596 - $3516 - $921 = $14,842
The prices shown are still good.

I am trying to get back on this pump quote detail. If I order the pump as listed minus the motor,baseplate & belt guard, static
adjustable belt drive assembly, would the price be 20,875 minus these 3 items? What is the static belt drive assembly? Would this
be a good thing to have?
I may have asked this before, but could we get a sizeable price break if we were to purchase 3 units.
I will probably have to go to 3 price quotes for these pumps

Attached is the long awaited quote for the additional model CE pump with the WEMCO Slurry Seal, we have been discussing.
Please note the deductive costs in the cover letter of the attached quote.
Regarding the impeller with the cracks that you sent me the a photos of. The cracks are not normal, unfortunately the pump is out
of warranty. WEMCO has advised me that in the interest of maintaining good relations with a valued customer they are prepared
to offer the following:
The normal cost for a 4 CE impeller is 1365.00, not including freight.
APSCO and WEMCO are offering one(1) only 4 CE impeller for $668.00, not including freight.
If the City chooses to purchase the quoted pump, described in the attached, we will provide the replacement impeller for an
additional charge of $200.00. The only requirement is that the impeller be listed on the P.O. with the pump.

SUBJECT: Sole Source to EnviroTech Pumpsystems, Inc., dba Weir Specialty Pump for
Wemco Centrifugal Pump
BACKGROUND: There have been chronic difficulties operating the West Boise WWTF
Headworks influent pumping system. Grease, septage solids, sand and grit deposits, and
accelerated pump impeller wear have each created problems during the past ten years.
Headworks interim improvements are currently being designed to alleviate some of the
problems. The design work scope contemplates adding a fourth influent pump to increase the
influent pumping capacity and to draw liquid and solids from a new location in the wet well.
Currently there are two small Wemco influent pumps (20 -inch suction and design capacity of
21.6 mgd each) and one existing large Wemco influent pump (28 -inch suction and design
capacity of 36 mgd). The design team recommends adding another identical small pump. The
new pump will match the current materials in the two existing small pumps after materials
changes were made to combat the accelerated wear of the impellers. Purchasing an identical
Weir Specialty pump will allow for consistency of spare parts, for operational needs, and for
maintenance familiarity.
Neither of the other two known North American manufacturers of this style pump (screw
centrifugal) makes a unit as large as the two small influent pumps. It would not be in the City's
best interest to purchase a different style of pump and trying to mate it to the overall pumping
operation. Public Works staff negotiated with the supplier to obtain a fair and reasonable price.
This is a sole source request due to the fact: The only source available for the purchase of
Wemco Hidrostal pumps is EnviroTech Pumpsystems, Inc., dba Weir Specialty Pump. They are
the sole distributor for Wemco manufactured pumps.
FISCAL IMPACTS: This expenditure is funded from normal funds and there are sufficient
appropriations for this contract available in the following account for this expenditure.

No other vendor can supply the influent pump with the same "screw centrifugal" configuration as two
existing pumps and in the size needed to perform satisfactorily with the current pumps. All of the
existing influent pumps are made by WEMCO, a division of Weir Specialty Pumps. Research was
conducted to see if other manufacturers' screw centrifugal pump products could work. None were as
large as these pumps.

Technical Deficiency: Hayward Gordon models go up to 16 -inch suction size. The pump needed must have the

Sanitation District (SRCSD) have identified ragging as the primary cause for reduced
capacity of the Sump 2A Dry Weather Pumps.
B. Reduced capacity of the Sump 2A Dry Weather Pumps makes the City's combined
sewer system more susceptible to increased outflows during storm events.
C. The consultant study identified replacement of the existing pumps with Wemco
Hidrostal pumps as the corrective action with the highest expected net savings over the
operational life of the equipment. City staff supports this option because smaller
versions of the Wemco Hidrostal Pumps have performed well for City operations and
maintenance staff at other facilities, and this option will retain the original design intent
of Sump 2A, which was to pass rags and other deleterious materials "downstream" to
the regional wastewater treatment plant.
D. City staff has negotiated a cost reimbursement agreement with SRCSD that provides
for the purchase and installation of one Wemco Hidrostal Pump on a demonstration
basis, with reimbursement of the City's costs, provided it successfully addresses the
capacity reduction problem.
E. It is in the City's best interests to suspend competitive bidding for purchase of the
demonstration pump, because the pump called for in the agreement with SRCSD is
only available at the factory set price thru Wemco's exclusive area representatives; the
exclusive Sacramento area representative has offered to hold the pump price thru
March 21, 2008 in spite of a scheduled price increase; the Sacramento area
representative is better situated to offer startup and warranty maintenance than any
other exclusive area representative; and the Sacramento area representative is
offering pro- active assistance to expedite the pump delivery schedule.

BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL
RESOLVES AS FOLLOWS:
Section 1. The City Manager is authorized to sign the Reimbursement Agreement
for Sump 2A with the Sacramento Regional County Sanitation District.
Section 2. The FY 07/08 Capital Grants Improvement Budget is hereby amended for the
Sump 2A Pump Replacement Project by $825,000 in project X14003200, Fund
3702.
Section 3. The FY 07/08 Capital Grants Fund Revenue Budget is hereby amended for the
Sump 2A Pump Replacement Project by $825,000 in project X14003200, Fund
3702.
Section 4. In the best interests of the City, competitive bidding is suspended for
purchase of the demonstration Wemco Hidrostal Pump for Sump 2A.
Section 5. The City Manager is authorized to sign a contract with MuniQuip of Roseville,
CA, for an amount not to exceed $442,911.50, for purchase of the Wemco
Hidrostal Pump including freight, fi
