DOWNTOWN MASTER PLAN WORKSHOPS MAY 9 and 10: The first downtown master plan workshop will be on Thursday, May 9 from 6:30 p.m. — 9:00 p.m. at the Howard Johnson. This event is open to the public so interested individuals are welcome to attend and give input to the process. In addition, the consultants will conduct seven stakeholder meetings. CHAMBER STATE OF THE CITY: The City Council is delivering its State of the City report to the Chamber members • Monday, May 13 at 11:30 a.m. at the Red Lion. Yakima River Basin Integrated Water Resource Management Plan Project Activity Update April 2013 Purpose: To provide updates on technical aspects of ongoing planning studies for the Integrated Plan I. Workgroup and Committee Meetings • YRBWEP Workgroup. Meets quarterly. Upcoming Meetings: June 5, September 4 and December 18, 2013. • Implementation Subcommittee. Meets monthly. Next meeting early May. II. Individual Projects and Programs Fish Passage Element Cle Elum Fish Passage Project Hydraulic modeling for the original multilevel intake structure and subsequent modifications of this design have been completed. Hydraulic modeling for the upstream passage facility is nearly complete. The Cle Elum Dam Downstream Fish Passage Conceptual Design Team met April 4 to discuss the helix, multiple inlet and the trough ramp (downstream passage) conceptual designs. At this meeting, they selected a composite design of the helix and trough ramp. The concept design will be complete in June. The hydraulic modeling will be conducted on the preferred conceptual design by the end of September. The geotechnical field investigation at Cle Elum Dam is scheduled for this spring /summer and is scheduled for completion this fall. Structural and Operational Changes Element K -to -K Conveyance Project Cost estimates are being prepared for the two tunnel alternatives. Drilling activity focused on the two tunnel alternatives will begin following snow melt in May or June. An initial overview of potential environmental effects for the two tunnel alternatives and pipeline alternative has been developed to support the engineering study. Further activity has been scoped and budgeted. However the rationale for the project may be revisited due to unfavorable results from the scoping investigation of a groundwater infiltration pilot project in the east Kittitas Valley. Power Subordination Program The technical workgroup has performed 4 of 5 planned releases of 50 radio telemetry /passive integrated transponder (PIT) - tagged fish each. Two high -flow, early- and late- season releases have been made at a target flow of 1,300 cfs. One low -flow, early- season release was made at a target flow of 500 cfs. The second low -flow, late- season release was not feasible due high flow conditions. One mid - season release was made at a target flow of 2,400 cfs. The fifth (and final) release will be made April 25 at a target flow of 1,800 cfs. Testing of the prototype inriver PIT -tag array occurred the week of April 8 in the Cle Elum River, after high flows in the Selah -Roza reach (adjacent to the Granite property) forced a change in plans. The test was successful and plans are being made for installation of the permanent array at the Selah -Roza reach later this year. Surface Water Storage Element Kachess Inactive Storage Project The drilling program for the pump station alternative will begin in summer 2013. Further activity on the tunnel alternative remains on hold as current information favors the pump station alternative. Wymer Reservoir Project Reclamation has completed a FER with specifications for initial rock borings and geophysical testing aimed at gathering improved information on rock quality, materials needed for dam and dike construction, and seismic issues. Field exploration will be performed in summer 2013. A value engineering analysis and a reservoir temperature modeling effort are currently under way. Examination of an alternate site for the pump station that would lift water from the Yakima River into Wymer Reservoir is under way. Bumping Reservoir Enlargement Project No change from last update. Groundwater Storage Element Monitoring of aquifer response to spring runoff into the KRD North Branch Canal and initial startup of the irrigation system is in progress. Initial field results suggest surficial infiltration in this area may not work as desired. Consideration is being given to adding additional project sites, including the City of Yakima's existing ASR system as well as others. Habitat Protection and Enhancement Element Targeted Watershed Protection and Enhancement The ongoing State Legislative process includes consideration of State funding to purchase land in the Teanaway River Basin as recommended in the Integrated Plan. Mainstem Floodplain and Tributaries Fish Habitat Enhancement Program The Habitat Subcommittee held a conference call on April 18 and a meeting on April 30 to discuss projects, develop evaluation criteria, and prioritize projects to be provided at the June 5 Workgroup meeting. Enhanced Water Conservation Element The Out -of- Stream Water Needs Subcommittee is developing a list of projects and will meet in May to discuss this list and prioritize projects to be provided at the June 5 Workgroup meeting.
