(HLA) Agreement 2012-42 AddendumBUSINESS OF THE CITY COUNCIL YAKIMA, WASHINGTON AGENDA STATEMENT Item No. For Meeting of: April 16, 2013 ITEM TITLE: Resolution authorizing an Addendum to an agreement with Huibregtse, Louman Associates, Inc (HLA) in an amount not to exceed $37,640 to provide Engineering Services for the Replacement of a Sanitary Sewer Pipe within Tieton Drive between 38th and 40th Avenues SUBMITTED BY: Debbie Cook, Director of Utilities and Engineering Scott Schafer, Wastewater Division Manager CONTACT Shelley Willson, Utility Engineer /575 -6077 PERSON /TELEPHONE: SUMMARY EXPLANATION: The City of Yakima (City) Wastewater Division completed inspection of existing sanitary sewer pipes that lay under the 28 lane miles of streets identified in the 2013 Grind and Overlay list. The sanitary sewer line under Tieton Drive between the intersections of 38th Avenue and 40th Avenue has extensive cracks and is heavily corroded. The pipeline will be removed and replaced prior to the Grind and Overlay Project. It is critical that the project be designed, bid, awarded and constructed by June 28, 2013 to allow for the pavement work to be completed this summer. Using the Municipal Research and Services Center (MRSC) of Washington Roster, a statewide small works and consultant's roster system, followed by a competitive selection process, the City selected HLA. Their previous work with the City's IW project provided the qualifications and expertise necessary to successfully complete this project within the constricted timeline. The Addendum (Addendum No. 3) to the existing Professional Services Agreement with HLA, City Contract No. 2012 -42, is to provide all services, project administration, formulation, field investigations, pre- engineering, environmental compliance, permitting, final design, plans and specifications, including services during construction for the replacement of 670 lineal feet of 8 -inch sanitary sewer pipe and associated system. The terms of Addendum No. 3 would be in an amount not to exceed thirty -seven thousand, four hundred sixty dollars ($37,460.00). See attached Agreement with Exhibit A and B. Exhibit "A" of the Agreement describes the Scope of Work in more detail. Exhibit "B" of the Agreement describes the Schedule of Rates. R -2013- A RESOLUTION authorizing the City Manager to execute an Addendum to existing Professional Services Agreement 2012 -42 with Huibregtse, Louman Associates, Inc. (HLA), in the amount not to exceed $37,460 for Engineering Services for the replacement of 670 linear feet of 8- inch sanitary sewer pipe. WHEREAS, the City of Yakima (City) owns and operates wastewater collection and treatment facilities in accordance with applicable Federal, State and Local regulations; and WHEREAS, the City maintains a roster of consultants whose statements of qualifications represent that they have the expertise necessary to perform the services required by the City; and WHEREAS, the State of Washington requires these services to be performed by a Professional Licensed Engineer; and WHEREAS, the City already has an Agreement 2012 -42 with HLA Inc. for Engineering Services related to the design and construction services on recent Industrial Waste Line improvements for the City's wastewater system and are indentified to meet regulatory requirements, community growth, replacement needs, and operational efficiencies; and WHEREAS, the City desires to retain HLA Inc. through an Addendum (Addendum No.3) of the existing Agreement 2012 -42 to provide engineering services for design and construction of the replacement of 670 linear feet of the City's 8 -inch sanitary sewer pipe and related sewer system components on Tieton Drive, between 38th Avenue and 40th Avenue; and WHEREAS, the City desires to have this pipe replaced due to its poor condition by June 28, 2013, prior to the Grind and Overlay Project to be completed; and WHEREAS, the City Council has determined that it is in the best interest of the City to enter into a Professional Services Agreement with a consultant selected from the roster for such expertise; now , therefore; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to execute a Professional Services Agreement in an amount not to exceed thirty -seven thousand, four hundred and sixty dollars ($37,460) for Huibregtse Louman Associates, Inc. to provide the Professional Engineering Services required to design the replacement of the City's 8 -inch sanitary sewer pipe within Tieton Drive between 38th Avenue and 40th Avenue, a copy of the Agreement (Addendum No.3) is attached hereto by reference and made a part hereof.
