Councilmembers Kay Funk, Brad Hill, Soneya Lund and Eliana Macias (all attending via
Zoom)

4. Consent Agenda
Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. There were no changes. The
City Clerk read the Consent Agenda items, including resolutions and ordinances, by title.
(Items on the Consent Agenda are handled under one motion without further discussion —see
motion directly below.)
MOTION: Cousens moved and Macias seconded to approve the consent agenda. The
motion carried by unanimous vote, White absent.
A. Approval of minutes from the February 2, 2021 City Council regular meeting and the
February 9, 2021 study session
B. Approve payment of disbursements for the period January 1 — 31, 2021
C. 2020 4th Quarter Financial Report
D. Set date of March 2, 2021 for a Public Hearing regarding surplus of a utility

Jonathan Hopkins, non-resident and a representative of LIME Electric Scooter and Bike
Sharing program, spoke in support of a scooter sharing app in Yakima and recommended the
City only have one company.
Patricia H[mndenmis.with the Yakima Valley Landlords Association, shared the Association's
concern about the ordinance adopting the International Property Maintenance Code, which in
many cases would hold the landlord accountable and not the tenant.

7. Discussion on directing staff to create a program to paint crosswalks, using Seattle's
Community Crosswalks program aa on example
City Manager Harrison shared a PowerPoint regarding Seattle's crosswalk painting program.
Public Works Director Schafer reported a specific paint must be used and indicated Seattle
reported the cost asapproximately $1O.00Oper cross walk. Council members discussed the
importance nfthe requeotorpaying the cost and maintenance cf the art. After further

O. Request from Bind Rides, Inc to launch a pilot scooter program in downtown Yakima
Co1|eda K8onioh. {}onlmundv Development Specialist, briefed Council on a request for o pilot
scooter program |n downtown Yakima, which would require change tothe Yakima Municipal
Code as they are currently prohibited. Council members shared their concern regarding liability

and other issues including the importance of a pilot program. City Attorney Watkins answered
questions regarding the risk to the City. Michael Covato, with Bird Rides, Inc. responded to
several questions from the Council and stated they are happy to provide a pilot program.
MOTION: Cousens moved and Lund seconded to direct the City Manager to develop
and issue a Request for Proposal (RFP) for a Scooter Transportation Program in the
Yakima downtown. The motion carried by unanimous vote, White absent.
9. Ordinance adopting Chapter 11.40 2018 International Property Maintenance Code; repealing
Yakima Municipal Code (YMC) Chapters 11.07; 11.10; 11.13; 11.20; 11.46; 11.48; 11.56
Glenn Denman, Code Administration Manager, provided follow-up information on the item.
Councilmember Funk shared her concerns about whether the City can give protection to
landlords. After Council discussion, the City Clerk read the ordinance by title only.
MOTION: Cousens moved and Funk seconded to pass the ordinance. The motion
carried by unanimous vote, White absent.
MOTION: Cousens moved and Lund seconded that we add to the agenda of the next
council business meeting, discussion of a possible amendment to IPMC ordinance to
accommodate landlords. The motion carried by unanimous vote, White absent.
ORDINANCE NO. 2021-004, AN ORDINANCE adding Chapter 11.40: Property
Maintenance Code to the City of Yakima Municipal Code and repeal Chapters 11.07, 11.10,
11.13, 11.20, 11.46, 11.48, and 11.56 of the Yakima Municipal Code.
10. Other Business
MOTION: Funk moved and Cousens seconded that we add to the agenda of the next
Council business meeting, discussion of a possible study session regarding data
collection on overdue accounts and uncollectible debt for parking citations, property
maintenance, and animal control violations. The motion carried by unanimous vote, White
absent.
11. Adjournment
MOTION: Cousens moved and Funk seconded to adjourn to a City Council study
session on February 23, 2021, at 5:00 p.m. at City Hall. The motion carried by unanimous
vote, White absent. The meeting adjourned at 6:57 p.m.
