SUBJECT: Weekly Issues Report
• TESTIMONY IN OLYMPIA: Chief Rizzi and Council member Ettl are
traveling to Olympia today. They will be testifying tomorrow morning on the
interest arbitration legislation that Holmquist and King sponsored.
• COUNCIL STUDY SESSION: There will be a Council Study Session on
Tuesday, February 26 at 10:00 a.m. to discuss the Regional Fire Authority
and recent Washington Survey & Fire Rating Study.
• COUNCIL ECONOMIC DEVELOPMENT COMMITTEE MEETING: This
Committee (Lover, Bristol and Cawley) will be meeting on Thursday, February
28 at 1:30 p.m. in the CED Conference Room.
• DOWNTOWN MASTER PLAN: The selection committee will be interviewing
four consulting groups on Tuesday, February 26 at 1:00 p.m.
• IRRIGATION COMPLAINT FROM JIM BELL: At the February 19 Council
meeting, Mr. Bell discussed his concern about irrigation costs in the City of
Yakima. Please see Dave Brown's memo (attached) for additional
information regarding irrigation costs in the City.

RE: Question from Jim Bell at February 19, 2013 Council Meeting
Mr. Bell was concerned about the cost of Irrigation in the City. The answer goes back to 1997
when the Council decided to reform the then 66 separate LID's into a single Utility and fund an
extensive rebuild of the system. As early as 1953, the City Engineer advised that the Irrigation
Systems were failing and the irrigation systems should be abandoned and all irrigation be done
with domestic water. This report with varying recommendations was repeated every few years
over the next 45 years. In 1997 the Council had decided to abandon the irrigation systems and
have everyone use domestic water for irrigation. After many public meetings, the Council
changed their minds and decided to make a single utility and rebuild the systems at an
estimated $20,000,000 (1997 dollars). Details of the project and expenses can be found at

Rates were established to complete the refurbishment, an Operation & Maintenance (0 & M)
rate and a Capital Improvement rate. The Capital rate was set at $0.014 per square foot and
has not changed over the last 16 years. The 0 & M rate has increased due to inflation and is
currently at $0.0201 per square foot. Making a total rate of $0.0341 per square foot.
Mr. Bell's property at 401 N. Naches Ave. is 14,000 square feet in size, considered a large lot or
double lot. At the current rate, his annual assessment would be $477.40. With our current
billing system we calculate the rate to a daily charge and bill based on the number of days in the
billing cycle, which explains the difference in our calculations; his bill had more than 60 days on
that cycle.
I contacted Mr. Kauzlarich of the South Naches Irrigation District, and he informs me the 2013
charge for irrigation is $24.00 per acre or fraction of. The parcel (attached) 171423 -11401 is
37.58 acres making the annual cost $912.00.
Along with the need to fund our refurbishment of the city systems there are several big
differences in how the system operates. In the city system, we pipe the water right to each
parcel under pressure so no one has to pump water. In the south Naches system, the water is
conveyed in an open ditch to near the property with a single turnout. It is the property owner's
responsibility to distribute water over the whole 37 acres and to pump their own water to supply
pressure. In that same 37.58 acres the city could have 117 14,000 square foot parcels with the
infrastructure to convey water to each of those lots. The two types of systems serve a

completely different purpose. The city system is a residential landscaping system and the
district serves an agricultural irrigation purpose.
