SUMMARY EXPLANATION:
As a result of the mutual agreement of the City and County to transfer the complete
ownership and operatio'h of the Yakima Air Terminal to the City, the City Council and the
County have taken legislative action to terminate the County's ownership interest in the Air
Terminal and to transfer' all County interest in real and personal property associated with the
Air Terminal to the City.': As a result of that transfer, the Council must now provide the
structure by which the City will recognize and operate the Air Terminal together with
identifying the general duties and obligations that airport operations must address. The
attached Ordinance provides for the creation of a new department within the City to be
known as the Department of the Airport, and establishes the essential responsibilities said
Department will fulfill on behalf of the City.

ORDINANCE NO. 2013-
AN ORDINANCE relating to administration, creating the Department of the Airport;
identifying the purpose, services provided, general structure of said
Department and providing for a Department Head to oversee the
Department; and amending Chapter 1.18.005 of the Yakima Municipal
Code and adding Section 1. 18.090 as a new Section, titled Department of
the Airport.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Chapter 1.18.005 of the Yakima Municipal Code is amended to read as
follows:
1.18.005 Administrative organization — General provisions.
A. The city government administrative functions shall be performed by departments
administered by department heads who shall be responsible to the city manager for the
direction and control of their respective departments. The city manager, executive secretary,
heads of departments, divisions and offices identified by this chapter, lieutenants in the police
department, deputy fire chief, battalion chiefs in the fire department, city attorney and assistant
city attorneys comprise the management group of the city government.
B. The administration of the city government shall be divided into departments as follows and
with the following described general functions:
City Manager. Provides executive policy guidance and administrative oversight in the
effective discharge of city council policy and Charter and ordinance provisions.
2. Legal. Provides legal services including the defense and prosecution of civil lawsuits,
drafting of legal documents and providing legal advice to the city management and city
council; prosecutes traffic offenses and other criminal violations.
3. Police. Provides protection of persons and property from criminal acts.
4. Fire. Provides protection of persons and property from loss caused by fires.
5. Public Works. Responsible for street maintenance and refuse collection, for
equipment maintenance and garage operation for the city bus transit system, for
constructing, maintaining and operating city park, cemetery and recreation facilities and
programs, for traffic engineering; and performs such other functions as may be directed
by the city manager.
6. Community and Economic Development. Responsible for a housing rehabilitation
program, enforcement and administration of utility shut -off and turn -on services, animal
control, building, fire and construction codes and for comprehensive physical and
environmental planning and to direct proper urban and economic growth and
development; responsible for all city civil and sanitary engineering services; responsible
for operation of the water treatment plant and wastewater treatment plant, along with
sewer maintenance operations; acts as liaison with the Convention Center and Capitol
Theatre; and performs such other functions as may be directed by the city manager.
7. Finance and Budget. Responsible for providing financial planning, budgeting,
investments, fiscal management, and utility customer services and for such other
functions as may be directed by the city manager.
8. Airport. Responsible for the operation of the Yakima Air Terminal, maintenance of
the airport grounds and all of the related airport real and personal properties; providing
safe, secure and FAA compliant provision of commercial air service on behalf of the
Yakima region; administering the several property leases for airport tenants, managing
the airport annual budget, and performing such other functions as may be directed by the

1. Oversee and coordinate the efficient and safe operation of the airport;
2. Maintain and preserve the real and personal property of the airport and maximize
the occupancy of airport tenancies;
3. Insure airport compliance with FAA regulations and maximize opportunities for FAA
funding assistance related to airport operation and maintenance;
4. Oversee, schedule and supervise airport employees;
5. Negotiate new and renewal leases of airport property;
6. Index and maintain all technical, statistical and financial data concerning the overall
service and operation of the airport;
7. Obtain favorable lessees, licensees and other airport users to increase the overall
economic base, airport revenue and to permit airport upgrades; and
8. Formulate airport short and long range planning, including Master Plan
development, maintenance and development projects and budget development and
planning, all with full consideration of the needs of the airport, the City and the
surrounding service area.

Section 3. This ordinance shall be in full force and effect 30 days after its passage,
approval, and publication as provided by law and by the City Charter.
