SUMMARY EXPLANATION:
The City of Yakima approved the termination of the Joint Air Terminal Operations
Agreement and transferred all real and personal property associated with the Yakima Air
Terminal (YAT) back to the City of Yakima. The City is assuming the accounting and finance
duties previously performed by the County.
Since the City has a new enterprise fund with specific legal restrictions and reporting
requirements, it is appropriate to establish a new fund to account for the financial activity for
the Yakima Air Terminal. The proposed new fund would be Fund 421 - Yakima Air Terminal
and would be authorized by the attached ordinance.
The current YAT budget as approved by City Council in November 20, 2012 will be used as
the 2013 adopted budget. As the year unfolds, budget modifications may be necessary.

Ordinance Yakima Air Terminal
ORDINANCE NO. 2013 -
AN ORDINANCE relating to funds management and accounts; creating the Yakima Air
Terminal fund, setting forth sources of revenue for the fund and its proper
expenditure and enacting Chapter 3.122 as a new chapter and Sections
3.122.010, 3.122.020, and 3.122.030 thereof all of the City of Yakima
Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1: Chapter 3.122 is herby enacted as a new chapter and sections thereof of
the City of Yakima Municipal Code to read as follows

YAKIMA AIR TERMINAL FUND
Sections:
3.122.010 Fund created — Purposes.
3.122.020 Sources of funds.
3.122.303 Expenditures.
3.122.010 Fund created — Purposes. There is created a fund to be known as the
`Yakima Air Terminal Fund.' Resources of this fund shall be expended only to pay for
planning, maintenance, and operation, and capital improvement and related costs of the
City of Yakima Air Terminal.
3.122.020 Source of funds. The source of funds for the Yakima Air Terminal fund shall
be revenues generated by the operation of the airport, including, but not limited to
terminal and parking fees, rental income, and grants. From time to time, the city council
shall budget, appropriate or otherwise authorize the transfer of resources from any
available source into such fund.
3.122.030 Expenditures. Expenditures of such fund shall be only for the purposes
mentioned in Section 3.122. 10. No expenditures shall be made from such fund unless
the city council approves such expenditure by passing an ordinance making
appropriations within the fund for the purpose for which the expenditure is to be made, or
by including an appropriation for such purpose in the budget.
Section 2. This ordinance shall be in full force and take effect immediately after its passage,
approval, and publication as provided by law and by the City Charter.
