SUBMITTED BY: Steve Osguthorpe, Director of Community Development CONTACT Steve Osguthorpe, Director of Community PERSON /TELEPHONE: Development/575 -3533 Robert Desgrosellier, Senior Engineer /575 -6228 SUMMARY EXPLANATION: The City of Yakima owns the Yakima Trolley System and the Yakima Valley Trolleys Association has been operating, maintaining and promoting the City's Trolley System since the 1970's. The City Council finds it beneficial and necessary to maintain the operation and quality of the Trolley System on behalf of the City and therefore to assist the Yakima Valley Trolleys Association with some of the direct costs associated with the maintenance and operation of the System. The Yakima Valley Trolleys Association recently had to invest over $13,600 in the Association's bucket truck to restore the truck to a safe and operable condition, as described in the attached and incorporated letter from Ken Johnson, the YVT president. The Yakima Valley Trolleys Association bucket truck is required to maintain the Trolley System poles and electrical circuits, none of which the Association could do without this important equipment. The Yakima Valley Trolleys Association has very limited resources and requests that the City Council consider reimbursing the Trolleys Association for a portion of the cost of the bucket truck repair. There is $3,000 budgeted for trolley repairs and maintenance this year. However, there was $10,000 budgeted for trolley repairs in 2012 that was not spent. It is suggested that we make a non - lapsing appropriation to move the unspent $10,000 from 2012 into this year's budget. That amount combined with the existing budget, would be enough to cover the $11,630 repair reimbursement. The Yakima Valley Trolleys Association requests the that the City Council approve repair cost reimbursement in the amount of $11,630.00 from the City Trolley Fund toward the costs expended to repair the YVT bucket truck. We have the necessary .teriDs on hand and we have a man-lift (bucket) truck that we have used for that kind of work for a n her of years. Two years ago the truM became inoperative due to problems in its hydraulic system. Om maintenance dep. ent, consisting mainly of Ed Neel, spent over 731 hours over the next two years going over the v. Bus systerns arid components of the truck, it was still not operational arid so we took it to C. ier Transports Incorporated in YDdrna. They too had difficulty isolating the problem and tested every system on the truck. When the problem was finally resolved, the bill from C. ier c. e to $13,629.49. The truck is now in excellent condition. We are requesting hinds from the City's dedicated Trolley 1 d (Chapter 3.95) to help pay this bill. The money c ently in the City's Trolley fund e from our salvage of some of the stolen copper wire from the trolley system which was recovered by police. Money from the Trolley Fund is only used for major maintenance related expenses and capital expenses. The day to thy expenses of utilities and minor repairs and maintenance to the trolley system are paid from the trolley association's o Mods. One of the things we will be doing in the restoration of the SeIM line is replacing most of the copper feeder wire with a rectifier unit hDrway along the line. We have the rectifier on hand, we also have on hand a metal outdoor enclosure for it donated by BNSF, and the power company has told us there would be little et no expense co eeting the power to the rectifier. This renders much of the copper feeder wire red darn. It is our plan to use the bucket truck to remove the remaining feeder Te before thieves' take any more of it. We will sell it for sGvage just as we did the previous recovered wire, and deposit the money for it in the Trolley F d. There is considerably mom feeder wire to take do now than the previously recovered wire. Thus, it is estimated that the money ob ed from the taking do of the present feeder wire will be several f es the otmt in the fund from the first wire recovery. Thus spending the money presently in the trolley fund to repMr the truck will be very good business for the City and the trolleys in that the money will be re ed many times over. We would also like to point out that even though the money and volunteer hours spent to get the truck operational again seems high., the cost of buying a replacement truck would be many times the cost of the repairs. And we are not able to perfo our maintenance of the trolley line without a truck like that, One other idea that we would like to broach with you is the possibility of having the truck serviced by the City in the fut It is my tmderstanding that all of the City's trucks are run through a mauler mMinenance schedule to keep them operational by trained persoInel. If the City included tmcks used in trolley in.' te ce in the City's maintenance schedule, costly repairs such as the present ones might be avoided. And filially, told that C . er cable company pays around 81,600 ual rent to the City for having its lines attached to our trolley poles. We have never seen any acco ting of where this money goes, and we fi ly believe the proper place for it is in the Trolley Fund. We would appreciate having this problem rectified as soon as possible, since it might help close any gaps in the ount we have to pay C. er.
