Also attached is the current project spreadsheet developed by the Sewer, Water, Irrigation, Streets, Traffic and Engineering Divisions. The current project listing assists in the planning of current and upcoming projects. It helps the divisions coordinate their work so that, for example, a street is not rebuilt or seal coated just prior to planned underground work on the same street. This narrative report includes projects of the Water /Irrigation Division, Wastewater Division and Engineering Division. CAPITAL IMPROVEMENT PROJECTS West Nob Hill Blvd, 49 Avenue to 64 Avenue This project consists of widening the roadway to five lanes, with curb, gutter, sidewalk and street lighting. Granite Construction began work on this project on July 23 It was hoped that the final lift of paving could occur during the early part of November, 2012. Due to the cold, rainy and overcast conditions of early November, paving had to be postponed to the spring of 2013. Paving of this project is scheduled for early to mid April. ♦ Project completion date: 2nd Quarter FY2013. Railroad Grade Separations; Lincoln Avenue (& Martin Luther King Jr. Blvd) 1 Street to 1 Avenue; Phase 2 (MLK: Phase 3) Phase 2, Lincoln Avenue: This project consisted of re- constructing Lincoln Avenue so the roadway passes beneath the existing BNSF railroad tracks. It includes a bridge for Front Street that passes over Lincoln Avenue. Phase 1 of this project, which relocated utilities for both underpasses, was completed in the fall of 2007. Phase 2 of this project, which constructs the Lincoln Avenue underpass, was awarded to Apollo, Inc. of Kennewick, on February 3, 2010. Construction began in March of 2010. The underpass was opened to traffic on May 7, 2012. The Contractor is finalizing the last touches to the storm drainage pumping system. Once approval of the pump station has been given, the project will be closed out. ♦ Projected completion date for Lincoln Avenue Underpass: 1 Quarter FY2013. 1 Phase 3, MLK Jr. Blvd: This project consists of re- constructing MLK Jr. Blvd. so the roadway will pass beneath the existing BNSF railroad tracks. It includes a bridge for Front Street that will pass over MLK Jr. Blvd. Bids were opened on November 27, 2012, with Mowat Construction Company being the low bidder at $10,634,867.95. The contract was executed on January 25, 2013, and construction is scheduled to begin on February 25 KBA, Inc., from Bellevue was selected to perform the inspection and contract administration. While the project should be open for traffic in the 3 quarter of 2014, project closeout may take the remainder of 2014. ♦ Projected completion date for MLK Jr. Underpass: 4 Quarter FY2014. Yakima Valley Trolley Barn & Museum Preservation Using State Enhancement funds, the City purchased the historic Yakima Valley Transportation Company Trolley Repair Barn and Substation on January 31, 2008. Environmental documentation approval was received to make repairs to the west and south walls and crane system. Repairs to the crane inside the barn, and to the south and west walls of the Trolley Barn have been completed. Some funding still remains. These funds will be used to reconfigure the power delivery system and restore portions of the 6 -mile track, poles and overhead equipment. The material purchase, pole and other overhead work will be completed in the first half of 2013. ♦ Projected completion date: 2nd Quarter FY2013. Kiwanis Park, Upper Park This project consists of building three multi -use ball fields including field lighting, restroom facilities, a volleyball court, a basketball court, a skate park, a playground, a concession /restroom, new sidewalk and pathways, and parking. Funding includes $500,000 from a Recreation and Conservation Office (RCO) State grant, $500,000 from Yakima School District for field lighting, plus funding from various local service clubs. Sun Yakima LLC purchased the property adjacent to the existing Kiwanis Park, cleared the property and donated the property to the City of Yakima. The skate park was constructed with funds donated by the Apple Valley Kiwanis Club. The playground was purchased and installed by Downtown Yakima Rotary. The basketball court has been constructed with funds donated by Yakima Southwest Rotary. A 30'x30' covered picnic shelter was constructed with funds donated by Sunrise Rotary. A project that constructed parking spaces and sidewalk connecting the walkway from Fair Avenue to Gateway Park along Maple Street was recently completed at a cost of $123,000. A $45,000 project that prepared the site for future work was completed in April, 2011. Construction is nearly complete for the ball fields, field lighting, the pedestrian pathway and west parking lot. The low bidder was Stephens and Sons Construction, Inc., with a bid of $1,274,122.70. The concession /restroom building was constructed by the local service clubs. The new fields were dedicated on October 13 The project has been completed; however, the Contractor is still required to perform some mowings and fertilizations of the ball fields. ♦ Projected completion date: 2nd Quarter FY2012 South 64 Avenue Roadway Widening: Nob Hill Blvd to Tieton Drive 2 This project will widen this section of 64 Avenue to a 39 -foot roadway (14'- 11' -14') with curb and gutter on both sides of the road, and a 7 -foot sidewalk on one side of the road. Street lighting and a stormwater runoff treatment system will also be constructed. The project is funded by a $900,000 Surface Transportation Program (STP) federal grant and $200,000 mitigation from the Wal -Mart Development Project. Environmental documentation for this project was approved in June of this year. Right of way acquisition is close to being finished the project is scheduled to bid in March. ♦ Project completion date: 4 Quarter FY2013 Ortman Trail, vicinity Willow Street This project will construct a paved pathway that will connect the Powerhouse Canal Trail at 14 Avenue & Swan Avenue to the William O. Douglas Trail on 6 Avenue at "I" Street. Once this project is completed, the Powerhouse Trail, Ortman Trail, William O. Douglas Trail and Yakima Greenway will be connected and complete a 6.5 -mile loop. The project is funded by a Transportation Enhancement Grant (Federal) of $283,278. The project was advertised for bidders in August, but the bids were higher than the remaining budget. The project was rebid on January 24 and bids will be opened on February 14 ♦ Projected completion date: 3 Quarter FY2013. Yakima Sawmill Redevelopment Staff and consultant planning and design has begun on the multi - phased redevelopment of the former sawmill and plywood plant. Public funding sources include a commitment from the State of Washington in 2009 for up to $25 million of tax increment financing and a SLED loan in the amount of $500,000 from Yakima County to provide for the engineering design of new roads and utilities. The City and sawmill property owners are developing a master plan for over 200 acres of interstate frontage property to include retail - commercial, office- medical, light industrial, residential and open recreation space. The City has contracted with a consultant team led by H.W. Lochner Engineers to develop and design the Cascade Mill Parkway, which will extend from Lincoln Avenue to `R' Street. Yakima County has also contracted with the consultant team led by H.W. Lochner Engineers for the development of an East -West Corridor that will extend from 1 Street in Yakima easterly to Butterfield Road in Terrace Heights, and the development of an Interchange Justification Report to modify the Yakima Avenue and Fair Avenue interchanges. The consultant team began the design and surveying for these projects in October, 2011. A TIGER -IV Grant application was submitted for but was not awarded to this project. ♦ Project completion date: To Be Determined. River Road Widening & Reconstruction: 6th Avenue to 16 Avenue 3 Last year, in a financial partnership with Washington Fruit Company and Yakima School Districts' Stanton Academy, we applied for and received a grant of $639,000 from the Freight Mobility Strategic Investment Board (FMSIB) for a total project of $1.42 Million. As Washington Fruit and Stanton were on the cusp of building frontage improvements for their respective roadway frontages due to their recent developments, they were highly receptive to financially partnering with the City on the grant application so the entire length of River Road from 6 Avenue to 16 Avenue could be widened and reconstructed for the community when their financial participation was incorporated. River Road will be reconstructed from a two -lane, 21 -foot wide, roadway with dirt shoulders to a three -lane roadway, 40 feet wide, providing extra -wide lanes for a shared bike lane with higher truck maneuverability. We will also be adding curb, gutter and sidewalk. (None exists today). This 2,600 -foot section of roadway will receive lighting for the project length and all commercial driveways in- between. We have acquired the necessary right of way, and will bid in late February /early March. ♦ Project completion date: 3 Quarter FY 2013 North 1 Street Corridor Revitalization — `N' Street to SR -12 In 2010, the City received a $25,000 planning grant through Yakima County SLED funding for the first segment of this project; a comprehensive approach to planning for future improvements to North First Street from "A" Street to the US- 12/I -82 Interchange. The North First Street Improvement Study took place last year to develop a design and action plan to address potential arterial street design alternates including an analysis of resulting traffic flow, streetscape and landscape improvements, and required utility upgrades. The final study document was completed late summer 2011. The City applied for, and received a $250,000 Surface Transportation Program (STP) federal grant for preliminary engineering on August 23, 2012. On January the City was awarded $2,718,000 for the construction of this project. The topographic survey has been completed and the design has begun. ♦ Project completion date: 4 Quarter FY 2014 2012 City Safety Program Citywide Safety Improvements; & Lincoln Ave. Corridor Safety - 32 Ave. to 5 Ave. This project is funded by a 100% federal Highway Safety Improvement Program grant of $840,000 and is divided into two pieces: Citywide Safety Improvements; and, Lincoln Avenue Corridor Safety - N. 32 Avenue to N. 5 Avenue. The Citywide Safety Improvements ($400,000) will upgrade signal heads throughout the city from 8 -inch diameter to 12 -inch diameter, as well as constructing ADA ramps along 16 Avenue between Nob Hill Boulevard and River Road. 4 The Lincoln Avenue Corridor Safety project will upgrade signal heads to 12 -inch diameter at 5th Avenue, 6 Avenue and 16 Avenue, construct ADA ramps at many of the crossroads, install sidewalk and replace sidewalk, remove trees blocking the sight distance at several intersections and install two overhead school flashers at the crosswalk for Robertson Elementary School. Design for the project has begun, and construction is anticipated for the spring of 2014. ♦ Project completion date: 3 Quarter 2014. OTHER TASKS SERVICE TO OTHER DIVISIONS Service to other divisions continues to be provided. Miscellaneous work has included: Sewer extension and restoration projects, legal descriptions for annexations and vacations; updating irrigation, water and sewer maintenance reference maps; surveying and mapping; miscellaneous assistance to Police, Planning, Streets, Airport, Wastewater, Stormwater, Public Works Divisions and Public Works facilities, Yakima Convention Center, Fire Department, including remodels and miscellaneous projects, and the Capitol Theatre for capital improvement projects; Purchasing Division, etcetera. We recently provided or are providing engineering assistance for: • Convention Center: stucco repairs. • Several small drainage improvement projects. • Major and minor wastewater system piping. Water /Irrigation Division Capital Improvements Projects Fruitvale Canal Improvements This project will consolidate the river diversions for Fruitvale Canal with the existing diversions at the Nelson Dam. Project is being designed in cooperation with the Bureau of Reclamation, Washington Depart of Fish and Wildlife, Yakima County and North Yakima Conservation District. ♦ Project completion date: On- going. East Viola Avenue (1-82 Crossing) Waterline Replacement The project will replace an undersized, deteriorating waterline crossing under I -82 at East Viola Avenue, between Rudkin Road and the Wastewater Treatment Plant. Replacement of the waterline will improve flows and reliability in this part of the water system, as well as replace a sub - standard, direct bury waterline across I -82 with a new ductile iron waterline in a steel casing within the limits of the interstate highway. Huibregtse, Louman Associates has completed the design. The project will be constructed as funding becomes available. ♦ Project completion date: On- going. 5 Water Treatment Plant Backwash Recycle Upgrade The project will replace the unlined backwash recycle pond with new lined recycle ponds. Huibregtse, Louman Associates developed a preliminary design recommendation and report to submit to the Department of Health for approval. The project was submitted and selected for a 2011 Drinking Water State Revolving Fund (DWSRF) loan. Project design is expected to be completed in the 1 Quarter 2013, with construction beginning 3 Quarter 2013. ♦ Project completion date: 2nd Quarter 2014. Automated Metering Infrastructure Internal discussions began in January 2010 to determine the future direction for meter reading. Inter - agency agreement approved by Council to coordinate efforts between Yakima, Selah and Nob Hill. Gray and Osborne (consultant) provided an initial report to outline current technologies and potential costs associated with the various options. A final summary report was also provided, outlining recommendations for Yakima, Selah and Nob Hill. Yakima worked with two vendors to install pilot systems (20 meters each near YVCC). A $5 million PWTF loan has been approved. The Request for Proposal (RFP) process has been completed and a vendor selected. Contract negotiations are underway with the selected vendor and installation of the new system is expected to begin 1 Quarter 2013. ♦ Project completion date: 4 Quarter 2013 Kissel Park Well Repair The lighting storm in late July, 2012 caused damage to both the electrical control panel and the well pump motor at the Kissel Park Well. This well is used as a backup domestic water supply when the water plant cannot meet the water system demands. When the well was constructed in 1993, surge protection was not recommended by the electrical engineer or installed as part of the project since lighting has not historically been a major issue in the Yakima Valley. Even today, most facilities do not require surge protection except for computer type equipment. This project provides for the replacement of the motor starter; installation of a surge protector; removal of the well pump and motor; and repairing or replacing the motor. As this event was specifically excluded from insurance coverage, this repair is being funded using water capital reserves. Picatti Bros., Inc. of Union Gap, WA has removed the motor and it is currently being evaluated for repair or replacement. If the motor needs to be replaced, it could be up to 30 weeks before it is available. ♦ Project completion date: 4 Quarter 2013. Wastewater Division Capital Improvements Projects 6 Second Phase of the Speedway Race Street Interceptor The Engineering Division has awarded the second phase of the Speedway Interceptor to Pipe of Washington, INC. This phase will eliminate the Beech Street Lift Station and extend a 36 inch sewer main to the vicinity of Beech and Chalmers. Project is expected to be complete spring 2013. ♦ Project completion date: 2nd Quarter 2013. Industrial Wastewater Line Extension Wastewater division is actively pursuing the separation of high strength food process water (industrial waste) from the domestic sanitary sewer collection and treatment process. To serve existing and future food processing businesses the existing Industrial Waste line is being extended to the Boise Cascade Mill site and to the vicinity of 23 Avenue and River Road. The Forcemain connection bored under the BNSF mainline by POW (Contractor) is wrapping up their construction. . Project completion is February 2013. The construction of the gravity trunk line extension from 3 r Avenue and Quince to 23 Avenue and River Road (Seneca) was awarded to TTC Construction. Notice to proceed date of January 7, 2013, project has 120 construction days. HLA is providing construction administration and inspection. ♦ Project completion date: July 2013. Wastewater Facility TMDL (Struvite) Project When constructed this project will begin reducing our nutrient concentrations in the wastewater effluent discharged to the Yakima River as required by the Department of Ecology. The construction includes the fabrication and installation of a reactor to harvest phosphorous and the installation of eight (8) mixers in the aeration basins to augment nutrient removal through the reactors. We received Ecology approval on 7/11/2011. The Struvite reactors have been installed and are in operation. The mixers for installation in the Aeration Basins have been received. Design to install the mixers is complete. Installation of the mixers is being completed with the UASB/North End Power Distribution project. The mixer installation is scheduled for completion by July 2013. ♦ UASB Project has underway and 4 of the mixers have been installed in the aeration basins. ♦ Struvite Projected project completion: 3 Quarter FY2012. ♦ Mixer installation completion: 3 Quarter FY 2013 Wastewater Facility, Collection System Plan Update & initial Stormwater Comp Plan The last Wastewater Facility Plan was completed in February 2004. This project will update the current facility plan by providing current information on the existing wastewater facility and collection system infrastructure, regulatory requirements, future loadings, operation and maintenance, future capital improvements, rate structure and revenue forecasting. 7 With the adoption of the new Stormwater Regulations a comprehensive Stormwater system plan is needed and will be implemented along with the Wastewater Facility and Collection system plan update. Akel Engineering Group, Inc. is completing capacity models for both systems and preparing a prioritized listing of projects based on existing flows and future capacity needs. Tom Coleman is updating the treatment plant facility plan with input from several on -going projects and studies along with the comprehensive sewer plan from Akel Engineering. ♦ Project completion date: 2nd Quarter FY2013 Levee set back Project, Greenwav Trail Re -route and new Wastewater Outfall Staff continues to be involved in the Gap to Gap project for flood plain restoration which will include the Wastewater Treatment Plant to develop a new wastewater outfall. Staff will help Yakima County select consulting team to conduct NEPA/SEPA review of overall Gap to Gap proj ect. Location of new outfall strategy is being reviewed by Department of Ecology. Currently the old Wastewater spray field is being evaluated as a riparian outfall. An engineering report for alternatives like this will be developed and submitted to Ecology for approval. A consultant, Ridolfi Inc., was selected to develop this floodplain restoration plan in September 2011. Ridolfi has been notified to proceed with the second phase of the project, which will involve developing a specific design of the outfall and an engineering report for Ecology review /approval. ♦ Phase I Project completion date: 4 Quarter FY2013. The State Salmon Recovery Funding Board has awarded the City a $275,400 grant for completion of Phase I of the project. ♦ State Salmon Recovery funding board has awarded the project and additional $209,620 ♦ Pre - design engineering report for project complete and 95% design complete. Permits for Army Corps of Engineers, and State Department of Fish and Wildlife have been submitted. ♦ Waiting for results of state grant application for "319" program money. ♦ "Pirate Plunder Adventure Race" Course is part of design criteria for new trail area ♦ Constructing a noise barrier berm with on site material to complement new Greenway Trail route and shelter site from freeway noise. Struvite Project Project provides the ability to produce struvite in a cost effective manner as a marketable fertilizer product which is rich in phosphorus while reducing the amount of phosphorus in the plant effluent discharged to the Yakima River. The project consisted of the installation of equipment in the existing biosolids building. ♦ Project was completed: 4 Quarter FY2012. Boiler Replacement Project 8 Project will replace an existing boiler and add one boiler for additional capacity required by the Industrial Waste Reactor (UASB Project). Project will also improve gas and hot water piping systems to increase reliability and reduce maintenance of the system. Boilers have been procured and delivered to the site. The boilers have been installed and are currently being commissioned. ♦ Project completion date: 1st Quarter FY2013. Industrial UASB Reactor and North End Power Distribution System Upgrade Project This project will allow the City to treat high BOD industrial waste streams, like we get from Del Monte, directly in the new UASB (Upflow Anaerobic Sludge Blanket) reactor opening up additional capacity for other domestic waste streams. The UASB reactor will also generate additional methane gas for use in a future sludge dryer project which is will begin the preliminary engineering phase 1st Quarter 2013. The project also includes upgrading the power distribution system for the North end of the treatment plant to improve reliability and future expandability. Much of this electrical gear in this area was installed in the 1960's and has reached the end of its useful life. A similar project for the South end of the plant was completed in 2009. A new Industrial Waste Pump Station is included as part of this project to complete this part of the project to make room for the new North End Power Distribution Building. Additionally, mechanical mixers in the existing aeration basins for enhanced biological phosphorus removal are being installed with this contract. Project has been awarded to Columbia Energy and Environmental services Overall; the project is 30% complete. The new Industrial pump station will be operational in January of 2013. The UASB reactor is scheduled to e on -line in July of 2013. The North end electrical improvements are scheduled for completion by December 2013. ♦ Project completion date: 4 Quarter FY2013. Fine Screen Project: Project will enable the plant to comply with the new biosolids regulations requiring a minimum of 3/8 aperture screens to reduce manufactured inerts in the biosolids generated at the facility. The project is currently in design and expected to be bid in 2013. Timing is dependent upon funding availability. Project includes the installation of two secondary fine screens located downstream of the existing grit tanks and the associated washer /compactors. ♦ Project is currently on hold due to funding. The scope of the project is being reviewed and evaluated to see if requirements can be met in a more economical manner. Grease Receiving Project: 9 Project will enable the City to accept brown grease from the community and pump it directly into a digester. The goal for this project is to enhance the methane gas production in order to reduce the natural gas requirement for the future biosolids dryer project. An additional benefit is to reduce the amount of grease being discharged into the collection system line. The reduction of grease into the collection system lines will reduce required cleaning activities for City staff and the number of sewer back -ups due to grease accumulation. Kennedy Jenks is under contract to design this system. The project is currently in the preliminary design phase which is scheduled to be completed in February 2013. If determined to be feasible and economically sustainable, final design will begin first Quarter of 2013, and construction in 2014. ♦ Project completion date: Preliminary Design 1st Quarter FY2013. Biosolids Dryer Project: Project will enable the plant to produce a marketable Class A exceptional quality biosolids for use as a fertilizer. The Pharmer /CDM -Smith en team was selected for the design of this process. Design expected to be completed in 2" Qtr 2014. Construction to be completed in the third Quarter 2015. ♦ Project completion date: Design 2nd Quarter FY2014. Stormwater Capital Improvements Projects Yakima Underground Injection Control (UIC) / Water Quality Retrofits This project will design and construct prototype Underground Injection Control (UIC) retrofits to the City's' existing 436 UIC facilities. The Department of Ecology is providing a grant of $280,000 for the development of different methods to retrofit existing facilities & structures. OTAK, Inc. was selected as the lead consultant to assist the City with this project. A draft technical memorandum has been written which proposes a method to assess relative risk to groundwater from stormwater dry wells. ♦ Project completion date: 4 Quarter FY2014. Fair Avenue / South 33 Avenue — Drainage Improvements This project will allow the City to remove two connections where stormwater drains were connected to the City's wastewater lines. The drainage will be pre- treated to remove sediment and oils and then infiltrated into the ground in underground infiltration trenches. • Project completed October 2012. Englewood Avenue — Drainage Improvements 10 Several homes on the south side of Englewood Avenue in the vicinity of N. 54 Avenue and several homes along Douglas Drive in this area have been subject to repeated flooding over the years due to a lack of adequate drainage facilities in the area. This project proposes to install necessary stormwater drainage facilities on Englewood Avenue, pipe the runoff due south to Douglas Drive, and infiltrate the water into the ground through the use of a long and narrow infiltration trench near the north curb line on Douglas Drive. Permanent drainage easements were obtained from two parcels to allow the installation of storm drain pipe from Englewood Ave. to Douglas Drive. • Project completed November 2012. PRIVATE PROJECTS (Current Listinji) Listing private developer projects shows the amount of private projects that are "on the books" and pending or under construction with some (not all shown) that go back several more years. These projects have all been approved since February 2008 and are either pending construction, under construction, started but not completed or recently completed. The Engineering Division continues to request apparent low bidders of public works contracts to document their efforts to achieve the City of Yakima's goal of 10% MBE, WBE or DBE participation goal prior to contract award. However, changes in state law due to the passage of Initiative 200 prohibit certain practices by contracting agencies (i.e. the City) for the award of public works projects such as requiring W/M/DBE subcontracting. While some contractors have voluntarily reported such information in the past, we have not received any such reporting last year. Although we do not receive such information voluntarily, the City must still meet certain of these federal requirements and each contractor must comply with the Standard Specifications that are included on each City Public Works Contract.
