City Manager O'Rourke called the meeting to order at 2:00 p.m.
Appoint Chairperson
Councilmember Rick Ensey nominated Councilmember Bill Lover to serve as committee
chairperson. Councilmember Lover accepted the nomination.
Select Meeting Date and Time
The committee agreed to meet the third Thursday of every month beginning at 2:00 p.m. in the 2nd
Floor Conference Room of City Hall.
Appoint Representative to Subcommittees
The committee briefly discussed appointments to subcommittees. The following assignments were
made: Coffey was assigned to the Intergovernmental Committee and N 1St Street Oversight; Lover
was assigned to Neighborhood Development and Yakima Regional Clean Air; Ensey was assigned
to the N 1St Street Oversight and Planning Commission Liaison. Additional appointments to the
remaining subcommittees will be confirmed with the other members of the City Council.
PowerPoint Presentation on Built Environment and Suggested Follow -Up Steps
Steve Osguthorpe presented a 25- minute PowerPoint presentation on the built environment. Steve
suggested developing a sign code overlay for North 1St Street; amend the sign code to address city-
wide billboard issues; develop landscape standards for site development; a major update of the
zoning and subdivision code utilizing a model code; and develop and implement redevelopment
incentives for North 1St Street. He reported on the opportunity to obtain assistance from an attorney
who is currently working on a model code for the City of Edmonds. By piggybacking on that model
code, the city wouldn't have to start from scratch and it would be a cost - savings and a benefit. He
distributed a draft outline of what the model code may look like.
Update on North 1St Street
Joan Davenport reported on the emphasis patrols being done on a number of hotels, motels, and
apartment buildings on North 1St Street for possible violations to the chronic nuisance ordinance.
Letters were mailed out to each business notifying them of future inspections of their property. In an
effort to prioritize the clean up on North 1St Street, Joan suggested focusing on infrastructure first
and spending the 1St phase of the street improvement funds, approximately 2.7 million dollars, on
sidewalk repairs, storm drains, undergrounding the utilities before commencing the beautification
aspect of the project.
She requested permission from the Committee to apply for funds being sponsored by Yakima
County Development Association (YCDA) New Vision program entitled "Comprehensive
Economic Development Strategy Project" to seek $2 million to create a fagade upgrade and sign
replacement rebate program for projects within the North 1St Street corridor. Guidelines would be
developed to establish criteria for qualified projects. The Committee supported this proposal.
Further discussion continued on the efforts necessary to achieve clean up in targeted areas of the
City, primarily North 1St Street and entry corridors, through incentives rather than mandates.
Additional information will be brought to the City Council study session which is scheduled for
March 26th to review North 1St Street signage issues.
Joan briefed the committee regarding the City's request to submit to New Vision a list of significant
economic development projects for inclusion in the Regional Planning Process of the
Comprehensive Economic Development Strategy (CEDS) Projects. Joan described each project:
1. Cascade Mill Project - $150,000 for a sub -area plan for infrastructure needs
2. North First Street Revitalization Corridor - $2 million to create a rebate program for
qualified projects along the corridor
3. Acquisition and Rehabilitation of Northern Pacific Deport - $750,000 for structural
repair and modernization of the building
4. Downtown Redevelopment Plan Implementation - $1 million to purchase a site for
additional public space for a potential permanent Farmer's Market and /or downtown
events
5. Airport Terminal Replacement - $1.5 million to provide the local match of the federal
funding for this project
6. River Road Industrial Area Infrastructure Project - $1.105 million for wastewater line
extensions up to 34th Avenue
The Committee expressed their agreement with submitting this proposed list to YCDA.
Other Business
Steve informed the Committee that staff is asking for deferral of the 2013 cycle of Comprehensive
Plan Amendment processing due to high profile projects that staff will be working on this year, such
as the update to the Shoreline Master Program, the Downtown Plan, amendments to the zoning
code. He noted that Yakima County is not processing Comprehensive Plan Amendments as well.
