Pitcher St. This memo documents that Wastewater crews have responded to Doug Lemon's February 19, 2013 and March 5, 2013 complaints regarding sewer issues at 922 E. Pitcher Street. Additionally, this memo clarifies that since the sewer line that is the subject of Mr. Lemon's complaints is a private sewer line, its maintenance and repair is not the City's responsibility. The sewer from the residence at 922 E. Pitcher Street is connected to what is commonly known as a "service lateral" or "convenience line ". (Please see attached map). There are several convenience lines installed across the City. They were built many years ago with private funds, on private property with no utility easements, and they typically do not comply with City design standards. Therefore, it is the City's policy that convenience lines are private sewer lines and must be maintained by the property owner(s) who utilize them. Convenience lines convey sewage to public sewer mains within the Public Right of Way or other public utility easement. The City is responsible for maintaining the public sewer mains. Therefore, while wastewater crews have responded to Mr. Lemon's complaints in order to determine that the public sewer main was not blocked, no public resources have been used to repair or maintain the private convenience line which services 922 E. Pitcher Street. Since the City cannot dedicate public resources to maintain private convenience lines, the residents (or their landlords) will have to hire a private rooter service to clear any blockage of the convenience line. While this is the immediate solution to Mr. Lemon's concern, the permanent solution would be for the property owners who are connected to the convenience line to form a Local Improvement District (LID). Through the formation of a LID, the owners would be able to jointly fund the design and installation of a City owned and maintained public sewer main that would replace the existing convenience line. The Engineering Division would be happy to work with the owners to form the LID.
