ITEM TITLE: Response to Doug Lemon on Use of City Truck

SUMMARY EXPLANATION:
At the last Council meeting, Doug Lemon made a statement to the City Council about a city vehicle
with two employees, who Mr. Lemon stated were getting a haircut during City time. The vehicle was
#2197 and it belongs to Building Supervisor, Randy Pitney, who was with fellow employee Doug
Bissell at the time. Randy and Doug were working in the field most of that day and through the
lunch hour. They stopped to eat lunch at The Little Dutch Inn, but there was no place to park in the
area. Randy therefore walked into the barbershop to ask if it was okay to park their vehicle on the
barbershop's property while they ate lunch nearby. The purpose of going into the barbershop was
therefore not to get a haircut, and it was not on City time. Randy was driving a city vehicle in the
course of his daily work and simply stopped for lunch.
